About this file
This document is a set of Questions and Answers (Q&A) related to a Request for Information (RFI) for the Alaska Commuter Passenger 135 Requirement contract opportunity, solicitation number TRANSCOM24C004, issued by the United States Transportation Command (USTRANSCOM).
The key details are as follows:
- The RFI is for a commuter passenger 135 requirement, with the government seeking carriers that own and operate their own aircraft to provide the services. Brokers are not eligible to respond.
- The contract will require a minimum of 3 flights per week, Monday through Friday, with the ability to adjust the schedule as needed. Flights are anticipated to operate between Joint Base Elmendorf-Richardson (JBER), Eareckson Air Station (EAS), and other locations, with an estimated 156 flights per year.
- Contractor aircraft will need to be able to bed down at a location of the contractor's choosing, as no bed down will be provided at JBER. Certain ramp services and transient alert will only be available at JBER, Eielson AFB, and King Salmon AFS.
- The RFI response deadline has been extended to September 11, 2024 at 11:00 AM CDT. Questions were accepted through September 6, 2024.

Question # RFI Citation Question Answers
We had a question regarding this RFI, are Brokers able to respond under 481211B, or is it only for AOC holders to bid direct under 481211O?
The Government does not do business with brokers. We only do business with carriers that own and operate their aircraft.
2 Please provide the type of aircraft currently in operation for these services Carriers will need to provide aircraft that they think will accomplish the service.
3 PWS para 2.6 Is the available parking area inside a hangar or outside on the ramp? On the ramp at Joint Base Elmendorf-Richardson (JBER). There is hanger space at Eareckson Air Station (EAS).
4 PWS para 2.6 Does this mean that contractor aircraft can bed down at JBER every night? If not, where do contractor aircraft bed down? At this time there is no bed down at JBER. It is the contractor's responsibility to establish a location to bed down.
5 PWS para 3.5 and 3.6
Paragraph 3.5 references “Actual miles” for the purposes of performance and payment, however, Paragraph 3.6 references GCSM for payment purposes.
Will you please clarify? We pay for 2,952 miles round trip.
6 PWS para 4.0 Are the schedules in Tables 1 and 2 hard schedules, anticipated schedules, or example schedules?
The schedules are anticipated, but the days could change. The Government is requesting a minimum of 3 trips per week, Monday through Friday.
7 PWS para 4.0 How often does the actual monthly flight schedule deviate from these tables? This will depend on weather. Some months more often, but not often in winter months.
8 PWS para 4.0 How often do flights land at airfields other than PASY? Never.
9 PWS para 4.0 Are missions generally flown with days off in between like in these tables? Yes. The days off are usually ever other day.
10 PWS para 4.0 When does the winter flying schedule start/end? The winter months start in November and end in April.
11 PWS para 4.0 What is the general idea of number of flights, or hours, or miles per year flown in support of this contract? General idea of flights is 156 flights per year.
12 PWS para 5.1
It appears that every transient alert and ramp service has an asterisk. Does that mean that those services are not at all available at the other locations, or does it mean that they are not provided by the government at the other locations, but are available commercially?
Per PWS paragraph 5.1., "The services prefaced with an asterisk (*) will be available only at JBER AK, Eielson AFB AK, and King Salmon AFS AK."
13 PWS para 5.2 Will billeting and messing be provided on base at Elmendorf? No.
14 PWS para 5.2 Will billeting and messing be provided each night for the term of the contract?
If billeting and messing is needed at EAS, then it will be provided. However, billeting and messing will not be provided at Anchorage or JBER.
Requesting a one-week extension to the RFI question deadline to help ensure our response is as comprehensive as possible. Given the short turnaround time for submission of questions and that a holiday weekend further curtails available response development, a one-week extension would be most helpful. Deadline has been extended to 06 September 2024 at 11:00 AM CDT.
Requesting the government extend the RFI response deadline itself by two weeks for the same reasons. Deadline has been extended to 11 September 2024 at 11:00 AM CDT.
Does the contractor need to be CARB approved now, before the RFP, or Award?
This question can not be answered at this time. Likely by proposal submission due to time constraints as the current contract will end on 30 September 2025.
