REQUEST FOR INFORMATION (RFI)

For

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

AUSTRALIA (Darwin and Port Alba) STEVEDORING AND RELATED TERMINAL SERVICES (S&RTS)

RFI #TRANSCOM20R019

1. Purpose

This RFI is being issued for informational and planning purposes only. Information gathered will be considered in order to determine the range and scope of offerors interested in performing this work. The information will also be used to establish whether adequate competition exists. In addition the information will also help define the requirement and formulate an acquisition strategy that is appropriate for this requirement.

This announcement is not a Request for Proposal/Quote (RFP/RFQ) or solicitation of any kind. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

2. Background

This notice is requesting information on potential offerors’ capabilities regarding Stevedoring and Related Terminal Services at the Ports of Darwin and Alba in Australia This requirement is expected to be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (ID/IQ) contract.

The NAICS for this effort is 488320, Marine Cargo Handling or 488999, All Other Support Activities for Transportation. The acquisition strategy has yet to be determined.

3. Description of Services:

The contractor shall provide all stevedoring and related terminal services to include all labor, equipment, tools, documents, materials and miscellaneous supplies and services at the Ports of Darwin and Alba in Australia. The main services to be performed are:

· loading and discharging of cargo from RO/RO and LO/LO vessels

· securing/lashing and un-securing/un-lashing of cargo onboard RO/RO and LO/LO vessels

· receipt (un-securing/un-lashing cargo from modes of inland transportation) and disposition (securing/lashing of cargo on modes of inland transportation) and transfer of cargo

· providing securing/lashing material for modes of inland transportation

· stuffing and un-stuffing of cargo from containers and flat-racks

· storage and staging of cargo; providing storage and staging areas

· Full Tally and Checking Services

Hours of Operation: The contractor shall be capable of performing continuous services 24 hours per day, seven (7) days per week, 365 days per year to include all official holidays.

Security Related to Personnel: If the Government notifies the Contractor that the employment or the continued employment of any Contractor employee is prejudicial to the interests or endangers the security of the United States of America, the Contractor shall make any changes necessary in the appointment(s).

Employee Training: The Contractor's employees shall have all training and certificates required by host nation law for operating and handling contractor furnished equipment, and Government vehicles.

Special Notice: The completion of this Market Research Questionnaire shall not be deemed to commit the Government in any way, nor does it obligate the Government in any way.

1. Fully describe the core focus/purpose of your company, along with the location(s) of all facilities (if applicable). In addition, provide a detailed description of your company’s experience in providing labor, equipment, tools, documents, materials and miscellaneous supplies and services necessary for stevedoring services? Please note that experience refers to complexity as well as longevity.

2. Is your company registered in System for Award Management (SAM)? If registered, please provide your CAGE/NCAGE Code. Be advised that in order to have a contract with the Government, a company must be registered in SAM. If your company is not registered, please indicate if you would be willing to complete the SAM registration process. The SAM registration process is free and can be started at the following link: https://www.sam.gov/.

3. Do you have or have you had foreign commercial contracts that comply with local laws, regulations, and labor union agreements governing work hours; and labor regulations including collective bargaining agreements, workers’ compensation, working conditions, fringe benefits, and labor standards or labor contract matters? If so, provide specific conditions required to have a contract with USTRANSCOM.

4. Can your company comply with certifications as per local laws and/or any other international agency regulations, to perform Stevedoring and Related Terminal Services in Australia?

5. Does your company foresee any problems with meeting Australian Immigration/Labor Laws? If yes, please explain.

6. Can your company comply with commercial contracts that contain provisions for extending the term of the contract (e.g., yearly options, option to extend services at the end of contract)?

7. Have there been any significant changes at any of the commercial ports discussed herein within the past few years? If so, do these changes affect the ability for your company to provide any of the services described?

8. Would your company be interested in submitting a proposal for Stevedoring and Related Terminal Services for the Ports of Darwin and Alba in Australia?

9. The U.S. Government currently intends to utilize one schedule of rates for both port locations. Do you foresee any issues with utilizing one schedule of rates? If yes, please explain the issue(s) and provide potential alternative e.g. an individual schedule for each port location or combinations based on geographical regions.

10. Explain your capability to perform the loading/discharging of U.S. Military Equipment operations at both ports of embarkation in Australia.

11. Explain the abilities of your company to perform wheeled, tracked, trailer, and containerized U.S. Military Cargo operations, i.e. cargo reception, staging, vessel loading, lashing and securing. Please include in your response, where and when your personnel received their proficiency/familiarity training and the number/percentage of your employees who possess these abilities.

12. Do you have capabilities to secure reception, staging, loading/discharge operations at the ports of embarkation and discharge throughout Australia? Explain

13. Do you have experience in lashing/unlashing of U.S. Military Cargo and specific tie-down procedures related to U.S. Military Equipment? Explain

14. Provide a description of equipment, capabilities, and experience you have in towing/lifting tracked U.S. Military Cargo (i.e. M1A1, M109, and M88, equipment up to 70 Tons)?

15. Does your company have the ability to provide direct rail access for loading/unloading of cargo? What are your capabilities for cargo disposition via rail? Are railheads in close or general proximity of staging areas, quays or piers?

16. Do you possess or have the capability to procure rail ramps that can support the loading of heavy tracked U.S. Military Cargo (i.e. M1A1, M109, and M88) with a Safe Working Load (SWL) of up to 70 Tons?

17. Do you have capability to provide loading/unloading of all U.S. Military Cargo transported via commercial truck?

18. Do terminal(s) provide for adequate space to load/discharge U.S. Military Aviation Assets i.e. helicopters, Osprey and ground support equipment? If so, do capabilities exist to provide for an area clean and free of Foreign Object Debris (FOD) to launch helicopters?

19. Will the pier(s) adequately support the draft for Large, Medium-Speed Roll-on/Roll-off (LMSR) Vessels?

20. Do you have the ability to handle and properly store hazardous materials (HAZMAT), as necessary?

21. Do you possess or can you acquire the appropriate lashing material (to include metal chock blocks for loading of M1A1s to rail conveyance) for onward movement from the port of discharge?

22. Do you have experience in procuring agricultural cleaning services for export equipment, and if so, please detail that experience?

23. How much staging space is available at each site for use by U.S. Military Cargo?

24. Please provide a description of your ability to support RORO/LOLO operations at each Port location (i.e. mobile cranes, number/type of berths).

25. Do you possess the capability and if so, explain your experience with coordinating NATO Customs Clearance and all associated documentation?

26. Do you possess the ability to procure and supply mobile office spaces (i.e. 20 ft. office container or like item) and office supplies to include internet, printers, tables, chairs?

27. Will U.S. Military fuel trucks be allowed to stage and refuel vehicles for convoys? (Within local safety and eco guidelines) - units have spill kits and need to ground fuel trucks with grounding rods]

28. Can you provide/procure labor to accommodate 24-hour continuous operations for multiple vessels at both ports, simultaneously?

29. What security services are in place or can be put in place to provide 24-hour surveillance and security of the area being utilized for U.S. Military Cargo operations?

30. Can your company be fully operational by 16 MAR 2020 to perform S&RTS at Australia?
