REQUEST FOR INFORMATION (RFI)
FOR
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
INTEGRATED BOOKING SYSTEM (IBS)
RFI # TRANSCOM19D018
1. Purpose. This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.
USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories. However, it should be noted for this North American Industry Classification System (NAICS) code 541511, Custom Computer Programming Services, Small Business set-aside opportunities are being considered.
2. Description/Scope. The United States Transportation Command is seeking sources that possess the availability and capability to provide software engineering services to support IBS.
IBS is the lead execution system of the Defense Transportation System (DTS) for the global shipment of ocean cargo in support of all wars, major contingencies, and humanitarian relief operations where Government personnel are deployed. As such, IBS is available to users worldwide, 24 hours a day, and seven (7) days a week. Services include requirements definition, software maintenance, development, configuration management, area manager support, training, implementation, documentation, technical support, and project management.
The current contract is HTC711-19-F-D020 with Science Applications International Corporation
(SAIC).
A draft Performance Work Statement (PWS) has been attached for your reference.
*NOTE* The Government requests comments from industry regarding the draft PWS in order to clarify any ambiguities. These comments will be addressed when the final PWS and RFQ are issued. Individual responses will not be provided to comments submitted. These comments are excluded from the White Paper page limitation.
3. Information Requested
Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than 7 pages) and address the information requested below (title pages, cover letter, etc., will not count against the 7 page limit). Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the needed information is provided.
I. Company Information.

II. Business size:
A. The NAICS for this effort is 541511, Custom Computer Programming Services. The Small Business Administration small business size standard for this NAICS code is $27.5 million. Based on this NAICS, identify your business size as Small or Large. If a small business, identify if any socieconomic status, including but not limited to: HUBZone, Service Disabled Veteran Owned, Veteran Owned, Small Disadvantaged Business, Woman Owned, or Economically Disadvantaged Woman Owned.
III. Capabilities: Generally describe your company’s capabilities in fulfilling the requirement for IBS. Specifically, address the following:
A. Describe past experience(s) in implementing and satisfying Information Technology (IT) solutions to Defense Transportation Regulations and requirements, as it relates to Ocean Transportation, in a military or commercial distribution environment. Provide experience(s) pertaining to Ocean Cargo movements within the Defense Transportation System (DTS) (or similar experience).
B. Describe experience(s) including, but not limited to, significant challenges, recommendations, and insights; managing a large development program which delivers systems and software capabilities. Explain how you managed the contract on time, within scope and budget, while remaining flexible and adaptive to changing requirements and priorities. Provide specific examples of how you would work with the government to accomplish the above requirements starting on the first day of operations.
C. Specifically describe your knowledge and level of experience using and implementing best practice IT procedures, processes, techniques, and software solutions (e.g. Service Oriented Architecture (SOA), Microservice Architecture, Simple Object Access Protocol (SOAP) and Representational State Transfer (REST) Web Services, WSO2 SOA middleware, Electronic Data Interchange (EDI), virtual, agile and software reusability, AWS (RDS).
D. Describe your experience utilizing agile development. The IBS environment is currently 90% Sun, LINUX, and Oracle written in Java with some supporting software on Windows. State programs and percentages of Sun, LINUX, Oracle, Java and Windows used on programs you have worked on, as well as your general agile development approach.
E. Describe your knowledge and experience migrating to and working in the cloud. Include migration strategies and approaches used, experience with cloud native tools and migrating systems to cloud native tools. Describe expertise in building, testing, and releasing software, rapidly, frequently, and more reliably (DEV/OPS Pipeline) to include the building of a result-oriented Test Automation strategy.
F. Describe application experience using specific AWS services (e.g., compute, storage, databases, networking, analytics, machine learning, Internet of Things (IoT), security, and application development, deployment, and management).
G. Describe your experience in migrating systems to LINUX along with your expertise and experience in transforming systems and applications.
H. Provide the following project or contract information for requirements deemed similar to this effort:

I. If your company is an Other Than Small Business (OTSB) concern, have you partnered or subcontracted with small business concerns to provide same or similar services of this requirement?
J. If no direct performance or experience with the above, please explain how you will successfully perform the requirements of the PWS.
IV. Other:
A. Please list all contract vehicles under which you hold contracts which could be used to procure this effort, to include the Federal Supply Schedules, GSA Governmentwide Acquisition Contracts (GWACs), ENCORE III, or any other Government Agency contract vehicles. (This information on available contract vehicles is for market research only and does not preclude your company from responding to this notice.)
B. Add any other items you believe is applicable to this market research effort (e.g., contract types used for similar efforts, comments regarding the draft PWS, performance metrics used, industry standards, commerciality, information to support the use of any proposed non-commercial clauses in a commercial contract, etc.)
C. Please provide any other information or suggestions that may provide efficiencies in accomplishing this acquisition.
