Library of Congress File Transcoding System Requirements
1. File Transcoding Core Requirements Provide software & equipment capable of processing a total of 1,400,000 frames of moving image content consisting of 16 bit frames of a maximum resolution of 4096 x 3112 per 1 day (24 hour) time period.
Transcode to/from: any format in section 5 following as well as
1.1.1. The Library of Congress Moving Image Archive File format (See Attachment J2)
1.1.2. The SAMMA variant of the Archive File format
1.1.3. EVS OpenCube variant of the Archive File format
Silent track added when source has no sound track: audio track present but no content (silence).
Multi-stream transcoding functionality (perform multiple transcodes at one time in the system).
YCbCr and RGB color component options for all formats capable of 16 bit, 10-bit or 8-bit sampling bit depth.
Supports all SMPTE standard resolutions up to and including 4K (4096x3112) and including SD, HD, and UHD format video rasters.
Supports frame rates up to 60.00P Multichannel audio compatible. Downmix multichannel to 2 channel audio including Dolby ProLogic File format shall be SMPTE RDD 48 compliant Ability to accept non-compliant SAMMA MXF OP1a files and rewrap into compliant MXF OP1a files Ability to read line 21 (EIA-608) closed caption data from JPEG2000 encoded NTSC standard analog video sourced material and place in SMPTE 428 compliant closed caption location within the MXF OP1a wrapper.
2. File Transcoding Optional Functionality Ability to trigger built-in or external automated QC software and generate QC reports in an XML and human-readable PDF file types. If the OEM would like to propose a QC system as an optional part of this acquisition they may do so, but transcoding system must be able to trigger other such as Baton vendors as well.
Ability to add user supplied bumpers to content during transcode.
Aspect ratio change from source to destination needs to be automated (1920x1080>720x480cropped).
Frame rate conversion (24p -> 30ND) Different file naming conventions shall be accommodated for both reading source files and creating destination files.
Ability to validate SHA-1 and MD5 checksums on input files, and produce a SHA-1 and MD5 checksums of the output files.
3. User Interface Core Requirements Single host web login for all nodes of the system.
SMB and NFS compatibility with network storage.
Automated drop box/watch folder pickup and delivery.
Active Directory compatible.
No internet connection necessary for operation: they system must be able to operate on an isolated network, private-IP addressed VLAN.
Static IP capable: they system must be able to operate with static IPs assigned in the 172.x.x.x address range.
Remote desktop compatible Source file should have the user-selectable options of moving or deleting the original source files after successful transcode.
4. Hardware Core Requirements 208v and 110v power compatible.
10 Gb Ethernet network connectivity, SM or MM fiber. Option for more than one NIC.
Dual power supplies, hot swappable.
Rack-mountable (round screw holes, not square locking holes) or adaptable with supplied hardware.
Must be able to accommodate FibreChannel 16 interface cards
5. Supported Formats (to and from all formats) JPEG2000, reversible 5/3 (mathematically lossless), 16 bit, 10-bit and 8-bit, MXF OP1a wrapped, SMPTE RDD48 compliant; PCM audio, up to 8 channels.
Quicktime MOV (All Levels).
MPEG-4 (H.264 coded moving image essence, AAC audio), up to 10 Mbps. Native resolution, native frame rate.
MPEG-2 (MP@HL; MP@ML; MP@HL422; PS and TS, up to 50 Mbps).
DPX (up to 4096 x 3112) SMPTE RGB, YCbCr color spaces; 16, 10 or 8 bit; with or without separate audio track.
