About this file
This document is a pre-solicitation notice for a Cold Weather Cap procurement by the Defense Logistics Agency (DLA) Troop Support Clothing and Textiles. The solicitation (SPE1C1-25-R-0044) is a Woman-Owned Small Business (WOSB) set-aside for manufacturing and delivering Cold Weather Caps under NSN series 8415-01-695-3401, conforming to MIL-DTL-32696 specification dated 28 January 2022. The contract will be a Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) with five 12-month performance tiers, with estimated annual quantities ranging from 27,000 to 33,900 caps and a maximum total quantity of 203,250 caps.
Key procurement requirements include submitting Product Demonstration Models (PDMs) in medium size, Berry Amendment compliance for all materials, and RFID tagging at item, case, and pallet levels. Evaluation criteria prioritize technical merit, with PDMs being the most critical factor, followed by past performance and pricing. Production lead time is 150 days for the initial delivery and 120 days for subsequent orders, with delivery to multiple distribution centers. Offerors must provide a three-year past performance history and comply with specific testing and quality assurance requirements, including first article testing and shade evaluation of contractor-furnished components.
