About this file
This document is a Request for Information (RFI) issued by the United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), Program Manager Combat Support Systems (PM CSS), Product Manager Maintenance Support Systems (PdM MSS). PdM MSS is exploring options to procure shelter variants compatible with the two-door Joint Light Tactical Vehicle (JLTV) utility variant and the JLTV trailer. The RFI seeks industry responses on shelter kits for three variants: a JLTV utility truck base ground maintenance shelter, a JLTV utility truck base ambulance shelter kit, and a JLTV trailer base shelter. Key details include technical specifications, compatibility, mobility, capacity, durability, compliance, support, and pricing/delivery information. Responses are due by November 11, 2024. This RFI is for information gathering purposes only and does not constitute a solicitation. Any subsequent solicitation will be posted on SAM.gov.

Description This Sources Sought/RFI notice is issued by the United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), Program Manager Combat Support Systems (PM CSS), Product Manager Maintenance Support Systems (PdM MSS). PdM MSS is currently exploring options to procure one or more shelter variants that are compatible with the two-door Joint Light Tactical Vehicle (JLTV) utility variant and the JLTV trailer.
The USMC’s High Mobility Multipurpose Wheeled Vehicle (HMMWV)-based shelters require modernization and transition to the Joint Light Tactical Vehicle (JLTV) platform. As part of the modernization, PdM MSS is interested in industry responses on shelter kits that are compatible with the JLTV utility truck base and the JLTV utility trailer chassis.
The answers provided in response to this Request for Information (RFI) could aid the government in determining a course of action. Offerors are encouraged to share information about potential solutions, even if the solution does not fully meet the characteristics below. PdM MSS is further interested in any instance where the proposed solution promises to exceed the desired characteristics in a meaningful way and requests information explaining the betterment and its value.
The USMC is seeking information on the following variants:
Type 1: Joint Light Tactical Vehicle (JLTV) utility truck base ground maintenance shelter.
This shelter will be used for ground maintenance activities and will require interior lighting, environmental control unit, a workspace for 1-2 personnel, and storage racks or drawers.
Additional characteristics are as follows:
Heat transfer coefficient (U): 0.30 BTU/h/ft2/°F (O) – 0.40 BTU/h/ft2/°F (T)
Operating temperature: -60°F – 120°F plus solar load: MIL-STD-810
Storage temperature: -60°F – 160°F: MIL-STD-810
Performance characteristics not less than that of legacy S-788: ASTM E2377
Transportable by conventional ground, rail, sea, and air: MIL-STD-1366
Suitable for fording for up to 2 inches while mounted on the JLTV. (O): No water intrusion shall occur during fording.
Transportable by rotary wing aircraft while mounted on JLTV and standalone:
MIL-STD-913
Transportable by fixed wing aircraft (C-130 and larger), mounted or dismounted:
MIL-STD-1791
Suitable provisions for lift and tiedown: MIL-STD-209
Workspace environment designed for safety and ease of use for marines during setup, use, and teardown for transport: MIL-STD-1472
Electromagnetic shielding: capable of employing electromagnetic shielding – 60 decibel attenuation across a frequency range of 100 kHz to 10 GHz – by way of direct incorporation into the shelter construction or by way of an add-on kit.
Mounting: capable of mounting on JLTV with minimal interface hardware, without compromising the structural integrity or performance of the vehicle, and without compromising any shelter requirements.
Power:
o Ability to be powered by 10kW from the JLTV, while having a disconnect switch to disable draw from the JLTV.
o Ability to be powered through a shore power connection while having a disconnect switch to disable draw from shore power.
o Ability to be operated by power available through an onboard generator. (O):
Generator shall already be in use and cataloged with Marine Corps.
Desired characteristics:
o Shelter to weigh less than 4000 lbs.
o Composite small arms armor to reduce weight.
o Ability to remove the shelter from the JLTV Utility or JLTV trailer by use of manual or automated jacking method instead of separate prime movers, forklifts, or cranes.
Type 2: Joint Light Tactical Vehicle (JLTV) utility truck base ambulance shelter kit. This shelter will be used for transporting stabilized patients whose condition may require emergency, but not surgical intervention, within the evacuation phase. The patient’s condition is characterized by secure airway, control or absence of hemorrhage, shock adequately treated, and major fractures immobilized. The ambulance shelter kit will require interior lighting, environmental control unit, and internal communication system to enable shelter communication with vehicle driver. Additional characteristics are as follows:
Heat transfer coefficient (U): 0.30 BTU/h/ft2/°F (O) – 0.40 BTU/h/ft2/°F (T)
Operating temperature: -60°F – 120°F plus solar load: MIL-STD-810

MIL-STD-1791
Suitable provisions for lift and tiedown: MIL-STD-209
Workspace environment designed for safety and ease of use for medical personnel and patients while stationary and during transportation: MIL-STD-1472
Ambulatory patient capacity: 6-8 patients plus one medical provider
Litter patient capacity: 4 litter patients plus one/two medical providers
Small arms protection
Electromagnetic shielding: capable of employing electromagnetic shielding – 60 decibel attenuation across a frequency range of 150 kHz to 10 GHz – by way of direct incorporation into the shelter construction or by way of an add-on kit
