SPECIFICATION

I. BACKGROUND

USDA, ARS, Plant Genetic Resources Unit, in Geneva, NY requires a contractor to furnish and deliver a new spray tractor. The present equipment has been requiring increasing amounts of repairs/maintenance in recent years. This piece of equipment is used for the necessary continuing of our operations in the preservation of valuable germplasm. The spray tractor will be used by the Seeds Group of the Plant Genetic Resources Unit at Geneva, NY.

II. REQUIREMENTS.

Capabilities:

Safely protect operator during spray operations Have sufficient horsepower (111 HP unit) to complete large-scale operations Be capable of front mounted mowing.

III. Section 508 Accessibility Compliance

It is mandatory that products developed, procured, maintained, or use Electronic, and Information Technology (EIT) be accessible to employees with disabilities. Examples of EIT equipment are peripherals, copiers, fax machines, computers. This standard does not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely requires that the EIT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future.

All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at: http://www.section508.gov/, then go to 508 Law.

The following standards have been determined to be applicable to this contract:

Compliance Details Clause -The Contractor must note in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194. For each item that is identified as compliant the Contractor shall provide evidence or verification of compliance. The proposal must indicate where full details of compliance can be found (e.g., schedule attachment, vendor=s website or other readily available location (specify).

d. Delivery. The Contractor shall furnish and deliver (F.O.B. Destination, Within Consignee’s Premises) the reagents to our USDA-ARS cooperator as follows:

Zachary Stansell 2865 County Road 6 Geneva, NY 14456 843-926-2582 within thirty (30) days after the receipt of payment. Delivery shall be between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding Federal holidays.

Documentation. The Contractor shall provide an electronic copy (by email to john.keeton@usda.gov) of delivery confirmation and standard technical specifications and instructions.
