General Background:

The Town of Roseboro has approximately 1,153 (2021) residents and is home to industries like Crumpler Plastic Pipe Inc. and DuBose Steel. The Town is located 23 miles northeast of Fayettteville, along NC-24 and is 10.24 miles west of the City of Clinton.

Roseboro came to being when the Cape Fear and Yadkin Valley Railroad built a line from Fayetteville to Wilmington, and it joined Stedman, Autryville, Garland, Kerr Station, and several other communities that sprang to life when depots were built and commerce came. The railroad was built in 1889-1890 and the town grew from a tiny crossroads with one store to the town of 1,400 people.

There are two stories of how Roseboro got its name, but research has proven it to be named after John M. Rose, secretary of the Cape Fear and Yadkin Valley Railroad. Roseboro was incorporated in 1891 by the North Carolina General Assembly and the first mayor was Almond Butler, an ancestor of Miss Ossie Butler, long-time town clerk for Roseboro. According to a copy of the town charter on file in the town office, E.R. Johnson was the first town marshal. All but one of the first commissioner’s last names is still prominent in the town. First accounts of the town are of a few houses and several general stores.

As small as Roseboro was, the post office came to town on May 6, 1890. Sue Truelove was our first postmistress. A number of booming and thriving businesses followed. In 1925, a cotton mill came to town, and the town also put in their own water and sewer system that same year. In 1966, the town modernized their water and waste water system and in 1972 they completely revamped the whole system with borrowed money from Farmers Home Administration.

Roseboro was the center of a thriving lumber business along with farming. The Town also had the first drug store in Sampson County, Tart & West Druggist, for almost 100 years. It was owned and operated by the West family until 2007. Roseboro had the first automobile agency, Underwood Motor Company and notably the first bank of Sampson County, the Bank of Roseboro. It opened in 1909. The bank was operated by Mr. C.D. Dubose. At one time during the depth of the depression, this bank was the only surviving bank in the county because the others had failed. Downtown was also home to the first medical clinic in Sampson County, the Starling-Brewer Clinic.

Historic Preservation has long been a priority of the Town of Roseboro. Around 2010, the Town Board of Commissioners implemented a façade grant, in hopes that facades would be cared for and help in preserving the integrity of the downtown district. The Town aims to educate and involve the residents in more preservation efforts. There are also homes within Town Limits placed on the National Register of Homes. Those homes have been preserved and are in excellent condition, the homes are also listed on our Roseboro Heritage Trail.

Fortunately, the Town has also received grant funding to renovate a building downtown. The chosen architect has preservation experience and is making strides in preserving an important building for downtown.

Project Description:

The Town of Roseboro, North Carolina is seeking a professional consultant to prepare a National Register Nomination for the Downtown Roseboro Historic District (study list in 2023) including the following:

- Create the district’s architectural inventory by conducting an architectural survey of the proposed survey area bound roughly by Clinton, N. East, Pleasant, West Street, W.

Roseboro and Church Street. Each primary and secondary resource within the survey area will be photographed (survey photos will adhere to current HPO standards which are outlined in Practical Advice for Recording Historic Resources), and an architectural description will be entered into a shell survey database provided by the State Historic Preservation Office (HPO) using survey site numbers (provided by the HPO) for each primary resource. Update the database for the previously seven surveyed resources and new entries for approximately 25-30 primary resources.

- Define and justify the proposed National Register boundary.

- Complete a National Register nomination form with a physical description, inventory list, history and contexts, and strong arguments supporting the district’s significance and integrity.

- Create location and boundary maps to support the nomination. A full-scale boundary map will include the status for each primary and secondary resource and include a key/legend that defines the selected symbology.

- Recommend actions for integrating historic preservation into the town’s economic strategies.

The consultant will submit a first draft of the nomination to the HPO no later than March 31, 2025. The consultant will work with the HPO to complete the editing of the document and prepare it for evaluation by the National Register Advisory Committee and the National Park Service. The consultant will also be responsible for editing and making changes requested by the National Park Service in order to achieve listing in the National Register. The project will be accomplished under the supervision of the HPO, Office of Archives and History. Both HPO supervisory staff and the consultant will meet 36 CFR 61 qualifications.

The consultant will conduct two (2) public information meetings; one (1) at the beginning of the project during a regular Town Board meeting and one (1) near the end of the project when the nomination is complete and ready for the Historic Preservation Office to present at a meeting of the North Carolina National Register Advisory Committee.

All work for this project will be carried out under the supervision of Roseboro Town Staff according to federal and state architectural survey and National Register standards and guidelines (see North Carolina Historic Preservation Office Architectural Survey Program Standards and Guidelines).

The consultant will follow the guidance in Practical Advice for Recording Historic Resources, updated in 2022 and available here: https://www.hpo.nc.gov/survey-and-national-register/architectural-survey/architectural-survey-program-standards-and-guidelines.

The consultant will obtain a survey database shell for this project from the HPO and will follow the instructions in How to Populate the HPO Historic Property Data Entry Form, located here:

https://www.hpo.nc.gov/survey-and-national-register/architectural-survey/architectural-survey-program-standards-and-guidelines.

The consultant will follow the HPO Photography Policy regarding photos for both survey documentation and National Register documentation. That policy is located here:.

https://www.hpo.nc.gov/survey-and-national-register/national-register-historic-places/preparing-national-register-nominations-nc .

The consultant should review and follow the HPO Submission Checklists for individual resources regarding submission of National Register documentation. Those checklists are located here: https://www.hpo.nc.gov/survey-and-national-register/national-register-historic-places/preparing-national-register-nominations-nc .

The consultant can expect mapping assistance from Roseboro staff.
