Request for Proposals (RFP) – Design-Build Services

Project: Town Hall Apartment Re-Conversion and Building Systems Improvements

Issue Date: October 8th, 2025

Proposals Due: October 31st, 2025 @ 4:00 P.M. MST

Contact: Rob Gutierrez, Town Manager manager@minturn.org | (970) 343-9122

1. Introduction and Project Overview The Town of Minturn seeks proposals from qualified Design–Build teams (licensed architect/engineer and contractor) to complete the re-conversion of a portion of the Minturn Town Hall back into a two-bedroom apartment and to add electrical, HVAC upgrades to existing office/storage space. The apartment space previously served as a residential unit and will require selective demolition, reconstruction, and installation of new mechanical, plumbing, and electrical systems.

The project supports the Town’s broader facility modernization efforts by restoring residential functionality within the municipal building and improving HVAC and electrical performance for staff workspaces. The Town intends to achieve a cost-effective, energy-efficient design consistent with current building codes and community standards.

2. Scope of Work A. Apartment Re-Conversion

- Remove one existing non-load-bearing wall to re-establish original apartment layout.

- Frame new walls as needed to accommodate kitchen and bathroom reconfiguration.

- Design and install new residential kitchen with cabinetry, sink, appliances, lighting, and finishes.

- Install new bath/shower, fixtures, and waterproofing.

- Relocate the apartment’s front door several feet north along the existing hallway.

- Perform general finish work: paint, flooring, trim, and doors.

- Replace exterior windows and sliding doors with Renewal by Andersen to match overall building.

- Confirm ADA compliance for hallway access.

B. Office and Storage Closet Improvements

PO Box 309

The Town Hall’s lower-level hallway contains an office and a storage closet located across from each other. These two rooms are being evaluated for upgrades to support staff workspace and equipment needs. The design-build team shall assess existing electrical and HVAC systems and provide design and installation services necessary to meet the Town’s performance and comfort objectives.

• Electrical Upgrades o Evaluate the electrical capacity and add circuits, outlets, and power supply as needed to support office equipment, computers, or network devices.

o Provide new lighting and switching as appropriate for the reconfigured spaces.

• Mechanical / Ventilation o Assess ventilation and thermal comfort in both rooms.

o Design and install either a ducted or ductless mini-split system capable of providing both cooling and heating for one or both rooms.

o Where needed, include provisions for mechanical ventilation or exhaust, compliant with the 2021 IBC and IECC standards.

o Coordinate refrigerant and condensate routing with existing building systems to minimize disruption to occupied areas.

• Interior Modifications o Adjust wall openings, doors, or ceiling assemblies as required for new HVAC and electrical routing.

o Restore all finishes after installation.

o Repaint and provide new flooring transitions where affected.

o Potentially install new security control system for three existing doors.

C. Filing Storage System Installation

The Town intends to improve record-keeping efficiency by installing a high-density mobile file storage system in an existing storage room. The design-build team shall:

• Evaluate the existing storage room’s dimensions, floor load capacity, and access clearances.

• Design and propose a track-mounted, movable filing storage system that maximizes capacity while maintaining safety and accessibility.

• Coordinate electrical needs for lighting and, if applicable, powered track systems.

• Provide anchoring, leveling, and finish details for floor tracks.
