About this file
This is a Request for Proposals (RFP) issued by the Town of Snowmass Village, Colorado, seeking a Construction Manager/General Contractor at Risk for the Brush Creek/Owl Creek Roundabout project. The RFP was announced on July 11, 2025, with proposals due by 3:00 p.m. on August 1, 2025. An optional site visit is scheduled for July 23, 2025, at 2:00 p.m. The project involves improving the intersection of Brush Creek Road and Owl Creek Road, with a roundabout design that has been under consideration for over 15 years. Key project objectives include enhancing safety, improving pedestrian access, implementing traffic calming measures, and improving intersection performance. The anticipated construction phase is set to start in the second quarter of 2026, with project completion expected in the fourth quarter of 2026.
The RFP requires bidders to provide detailed information including company background, similar project experience, project team resumes, and a comprehensive project approach. Evaluation criteria will focus on overall responsiveness, firm experience, project team expertise, project approach, and cost estimates. The successful bidder will be required to use an open-book approach to bidding, with all trade packages competitively bid to a minimum of two bidders. The project involves coordination with multiple utility providers, including Snowmass Water and Sanitation District, Holy Cross Energy, and Black Hills Energy. The Town emphasizes minimizing community impact, given the area's recent construction fatigue, and seeks a contractor who can limit detours and delays during summer months.

1. Introduction
The Town of Snowmass Village (the "Town" or "Owner") is seeking proposals from qualified contractors to provide Construction Manager/General Contractor at Risk to Town of Snowmass Village (TOSV), in Snowmass Village, Colorado, as described in this document ("Project"), attached. The intent of this Request for Proposals is for the Bidder to specifically address the services required and the associated fees, and to provide a well-considered plan of execution for the project.
2. Project Background
The Town has planned improvements at the intersection of Brush Creek Road and Owl
Creek Road. The preferred design alternative—a roundabout—has been under consideration for over 15 years and remains the recommended solution based on safety, mobility, operational, and infrastructure objectives.
The intersection experiences high traffic volumes during peak travel periods and seasons, presenting challenges for both vehicular and pedestrian movement. The intersection has long been identified as a priority for improvement due to existing safety concerns, operational inefficiencies, and inadequate infrastructure. The proposed roundabout aims to comprehensively address these issues. Key drivers for the improvement include:
1. Safety Enhancements
• Enhanced pedestrian access and connectivity
• Installation of pedestrian medians within crosswalks to shorten crossing distances, provide mid-crossing refuge, and reduce vehicle-pedestrian conflicts
• Additional marked crosswalks to improve accessibility
• Improved lighting that meets safety standards, lighting standards, and aesthetics
2. Streetscape and Traffic Calming Measures
• Landscape improvements are designed to enhance visual appeal and promote traffic calming
• Incorporation of design elements to reduce vehicular speeds and improve driver behavior
3. Intersection Performance
• Reconfiguration of the intersection to improve the Level of Service (LOS)
• Enhanced access for emergency services through more efficient intersection design
• Pavement rehabilitation to address existing asphalt degradation and roadway rutting. With pavement improvements, use appropriate asphalt design to enhance rutting resistance. Most importantly, the roundabout itself will be constructed of concrete. This extends the pavement surface's life cycle and reduces disruptions to the community in the long run.
4. Transit and Multimodal Connectivity
• Integration of improved transit elements, including enhanced connections between regional and local bus stops
Current Design: The civil design for the roundabout is currently approximately 80% complete. The design has been coordinated with the Town, utility providers, and other stakeholders thus far.
• This Proposal helps the Town finalize project phasing, construction logistics, and cost estimates.
• Utility Coordination is ongoing. Coordination is continuing with all relevant utility providers, including:
o Snowmass Water and Sanitation District (SWSD) o Holy Cross Energy o Black Hills Energy o Telecommunications providers
• SWSD is planning to replace the final segment of the aging waterline located beneath the intersection during the roundabout's construction, optimizing schedule and cost efficiency. Other utility companies have confirmed the presence of aged or undersized infrastructure in this location and are prepared to participate in concurrent upgrades during the project.
Construction Considerations: The Town has experienced a significant increase in construction activity over the last decade. With aging infrastructure and widespread development, the community has expressed construction fatigue. This project is situated in a high-impact area, and community impact must be a key component in the development of the project approach. Limiting detours and delays during summer months will be preferred.
3. Scope of Services
Advise, assist, and provide recommendations to the Owner and the Design Team on all aspects of the project's planning and design. Provide constructability recommendations to minimize the adverse effects of labor or material shortages, including time requirements for procurement, installation, and construction completion, as well as factors related to construction costs, such as estimates of alternative designs or materials, preliminary budgets, and possible cost savings.
a. Provide review of current Civil Plans documents prepared by the Engineer and provide constructability input and advice on construction feasibility, alternative materials, and availability. Review the preliminary cost estimate provided by the Owner and Design Team, and provide input. Provide suggestions and/or modifications for cost-saving opportunities of the in-progress design documents. Prepare a preliminary, yet detailed, project schedule, phasing plan, and traffic management plan for review by the
Owner and Design Team. Assist in preparing the Owner's package recommendation for the Town Council and schedule for completion of bid packages for subcontractors bidding to be managed by the CM/GC.
Advise and recommend Value Engineering (VE) opportunities with the
Engineer and Owner.
b. During the final Construction Document (CD) phase, provide review of the construction documents prepared by the Engineer and their Design Team for constructability. Suggest modifications to improve completeness and clarity to reduce future change requests due to inconsistencies or omissions in the construction documents. Provide a detailed project schedule and phasing plan. Incorporate construction phasing to assist in planning and reduce impacts to Town operations. Provide construction management plan and site logistics plan.
c. Prepare a detailed cost estimate of the 90% CD documents, along with supporting data, for review by the Engineer and Owner. Advise and recommend VE opportunities with the Engineer and Owner.
d. It is anticipated that the GMP will be requested following completion of the CD phase. The established GMP will be the maximum amount paid for the construction of the facility. Acceptance of the GMP by contract will constitute completion of the pre-construction services, and the GMP Amendment will initiate the construction period services for the project. At the time of execution of the GMP Amendment, the CM/GC will be required to submit a 100% performance and payment bond to ensure the project's completion.
e. Should the project proceed to construction, it is anticipated but not guaranteed that the successful Bidder will be awarded the GMP.
f. While it is the goal of the Town to proceed directly to construction of this project after final design, completed pre-construction services, and development of the GMP, it is to be noted that construction on this project is contingent upon receiving local approvals and sufficient funding.
