About this file

This document is an addendum to a Request for Qualifications (RFQ) issued by the Town of Spring Hope, North Carolina for architectural design services for the construction of a railroad platform to complement the historic Railroad Depot in Spring Hope, NC. The addendum provides clarification on the qualifications submission deadline, site lighting, grant program requirements, public engagement expectations, HVAC system details, and project funding. It also notes that the Town plans to bid the platform project and the adjacent depot renovation project simultaneously to a single general contractor. The Town of Spring Hope is the sole jurisdiction involved in this state and local contract opportunity.

The Town is not actively seeking additional funding resources for the project, and the cost estimates were performed in April 2024. The platform project is expected to incorporate restrooms that will require heating to prevent freezing of pipes through December. The Town requires assistance from the selected design team with bid preparation, analysis, and tabulation, as well as permitting the project through the State Historic Preservation Office.

Spring Hope Railroad Platform Project

Addendum 2

1. The RFQ document provides two conflicting deadlines for qualifications to be received.

Qualifications will be received until the latter of the two, 4 pm local time 9 August 2024.

2. Will site lighting be part of the platform project? All lighting for the platform will be associated with the structure itself. No landscape lighting or stand alone lighting is planned for this project.

3. The RFQ mentions ‘necessary programming’ requirements and deadlines in order to comply with grant guidelines. Provide the grant document guidance so we can understand if there are any requirements outside what is found in the guidelines at the State website? The correct link to RDED grant guidance is HERE. Pertinent guidelines require: SHPO plan approval, and adherence to State purchasing requirements.

4. What specific services outside of what is listed in the RFQ will be required to support the town in complying with the requirements of the rural development grant? The Town will require assistance with bid preparation, analysis, and tabulation. It is entirely the project team’s responsibility to permit the project through the SHPO.

5. What public engagement has been done to date and/or is there an expectation of public engagement that should be considered as part of the project scope? Public engagement is entirely through the Board of Commissioners, the representative body of the Town of Spring Hope. The Board of Commissioners must approve the design of the depot prior to permitting.

6. The RFQ mentions HVAC - should we assume a system capable of both heating and cooling an enclosed space or will this be limited to heat only i.e. if this is a partially enclosed platform? What is the extent of the HVAC system? The platform is expected to incorporate restrooms that should be heated to prevent freezing of pipes through December.

7. Is or will the Town be seeking additional resources for the project? What year was the rudimentary cost estimate performed? The Town is not actively seeking additional funding resources. The cost estimates for the grant request date to April 2024.

8. What is the expected completion date for the renovation of the adjacent historic depot? Initially the projected completion date for the depot renovation was slated for late spring or early summer of 2025. However, the Town deems it economically advantageous, as well as advantageous to project management, to bid both projects simultaneously to a single general contractor.

End of addendum.
