Task Order 2026-D-025-002 Task Order Proposal Request (TOPR)

Statement of Work (SOW) IT Research and Professional Support

A. SCOPE

The United States Senate Office of the Sergeant at Arms (SAA) seeks to procure a comprehensive Information Technology (IT) Research and Support License to support enterprise IT strategy, architecture, security, emerging technologies, and organizational capabilities across the agency. This effort will provide access to authoritative research, benchmarking data, analyst advisory services, and practical guidance related to technology strategy, solution implementation, vendor evaluation, and enterprise service delivery.

The license will support SAA Chief Information Office (CIO) personnel and stakeholders by enabling informed strategic and tactical planning, technology modernization initiatives, risk mitigation, and operational effectiveness. Services obtained under this effort are intended to supplement internal capabilities by providing independent, unbiased, executive-level research and advisory support focused on technology decision-making.

The period of performance for this effort is one-year.

A.1 Background

The SAA CIO requires timely access to independent IT research and advisory services to effectively plan, deploy, and govern technology investments in a rapidly evolving environment. As enterprise IT initiatives expand in scope and complexity including cloud adoption, cybersecurity, artificial intelligence, and customer experience access to industry frameworks, peer benchmarking, and implementation best practices is essential to sound decision-making.

CIO personnel and IT stakeholders require executive-level research, role-based tools, and direct access to subject matter experts to address challenges related to enterprise and cloud architecture, security, organizational change management, service delivery, and emerging technologies. Obtaining objective research and advisory services will enable the Senate community to align technology capabilities with mission priorities while improving consistency, efficiency, and service outcomes.
