About this file

This document is an addendum to a Request for Proposal (RFP) issued by the Greater Vidalia CRE for the procurement of Furniture, Fixtures, and Equipment (FFE) for their project. The addendum provides answers to questions submitted by interested firms prior to the submission deadline of January 26, 2024. The RFP is not a hard bid, but rather an evaluation of the qualifications of interested firms to provide the FFE services outlined. The fee proposal is only 15% of the evaluation criteria, as the intent is for the selected firm to work directly with the Owner to develop the final FFE package. The budget for the FFE is $250,000, which includes associated fees, delivery, and setup. The addendum clarifies details such as the quantity of furniture items, the inclusion of power outlets for training tables, and the requirement to furnish all leased offices.

The document indicates that the Owner, Toombs County Development Authority, is not exempt from sales tax. It also states that electronic proposal submissions on a thumb drive or flash drive are acceptable and preferred over a disk. The selected firm will work with the Owner to finalize the FFE package, and the electrical drawings will be provided to the selected firm.

ADDENDA NO. 1

To: Mollie Paisley, Melissa Wedincamp, Natascha Drumm, Kellie Creel, John Mayo, Becky Perry, Andrea Bird, Queen Garrett, Mary Edmonds, Marie Sale, Erica Reilly, Ann Owens, Michele Johnson

Date: January 15, 2024 RE: RFI answers/ addenda number 1

The following are answers to the questions submitted prior to the deadline for submission of questions. Please note that comments and answers given orally are not binding and only information exchanged through an official addenda are to be considered part of the record. At this time the deadline for proposals remains Friday January 26, 2024.

Please note that the RFP is a request for proposals as opposed to a hard bid. The intent is to evaluate an interested firm’s qualifications for providing the FFE services outlined in the RFP. The fee portion of the proposal is only 15% of the evaluation criteria.

The intent is that once a firm is selected, based on the criteria outlined in the RFP, then that firm will work with the Owners directly to develop a detailed list of the FFE items to be procured. We are not asking for a final list of those items as part of this RFP package.

We will be evaluating based on stability, experience, qualifications, suitability and fee proposal. While providing a preliminary or proposed furniture package can be a good basis for this evaluation, the final package will be developed through direct discussions between the Owner and the provider after the evaluations are completed and a final provider has been selected. We will not be answering any specific questions related to individual pieces of furniture. The budget was given specifically to give interested firms an idea of the scope of work. The fee proposal asks for design fee (if any), mark-up and installation fee only. The actual furniture package will be developed between the Owner and the selected firm and specific questions will be answered as the Owner and the selected firm work to develop that package. We will attempt to answer any questions that we feel relate to the scope of work and/or the RFP process itself. A lot of these can be answered by simply saying plan on providing only the furniture listed on the furniture schedules.

1. Room 122 - Plans shows 12 individual single cubicles. However, the Keyed Furniture Items only ask for 4. Should we go by the layout on the plan? Yes, please refer to the furniture plans & the

Furniture Schedule, which both have a quantity of 12. Somehow the keyed item (R) did not get updated on the quantity.

2. The items marked NIC – I know they are not included in our bid. However, will these items need to come out of the $250,000 Budget? The FFE budget is tied to the overall project budget and is therefore dependent on the overall budget. At this time we anticipate that the $250,000 budget is for furniture only, however that is subject to change as the project progresses. This does include associated fees, delivery, setup, etc.

3. Room 207 – Do you need us to include the rolling rack for the stacking chair storage? Yes, that can be included.

4. Rooms 201 & 202 – Clarification - This bid should include a TOTAL of 127 stackable chairs and 36 flip top tables? Yes, that is correct. They want the option to just have chairs for events in the space or rolling tables w/ chairs, so comfortably the max. quantity of chairs would be about 127 & if they had the rolling tables set up for events, about 36 tables would fit comfortably in there.

5. Room 121 – I was under the impression the coffee bar was removed from the bid and a credit was given. Has that changed? The millwork was removed and credit given for a piece of furniture to replace that millwork. That piece will likely be included in this scope of work.

6. What is the height from the floor to the underside of the millwork at the reception desk? Can we please see an elevation of this millwork? We want to ensure the mobile file units will clear the apron. See detail below:

7. Could we please get a copy of the Finish Schedule? See Attached.

8. Is it acceptable for drawing and furniture cut sheets/spec pages to be included in the

“Appendix” and not be counted toward the 20-page limit? Yes, that is acceptable.

9. Is the Owner, Toombs County Development Authority, exempt from sales tax? No

10. Is a thumb/flash drive an acceptable alternative to a disk for submitting the electronic copy of the Proposal in .pdf format? Yes, its actually preferred. We’ll update that on the next RFP, thank you for pointing that out.

11. Another question, regarding the training tables with wire management, do they need power?

And if they do by any chance, do you know where the power outlets will be located? Power outlets are in the floor. The tables will need power and the Owner will review specific options with the selected firm.

12. In Offices, do we want any additional storage such as a bookcase or lateral file or both? Just what is listed on the Furniture Schedule.

13. Do all lease offices need furnished? Yes, all Leased offices listed on the Furniture schedule need to be furnished. See Sheet RFP1.1

14. What is required in the Retail spaces? Nothing, the Retail Spaces will be occupied by individual vendors who will furnish those spaces.

3 DPR Architecture • 12A East Grady Street • Statesboro, GA 30458 • 912-764-6288 • dprarch.com

15. What is required in the Food Retail spaces? Nothing, the Retail Spaces will be occupied by individual vendors who will furnish those spaces.

16. Is the Common Office to be treated as a conference room? No, there is no furniture needed for the Common Office (134), nor the surrounding offices in this area. Furnishings are only needed for the spaces listed on the Furniture Schedule. See Sheet RFP1.1

17. Does anything need to be in the Leased Cubicles? Just the workstations & chairs listed on the Furniture Schedule. See Sheet RFP1.1

18. Is there power in the floor to power these workstations, or do we need to provide a power pole and ceiling infeed? Power is already provided at all workstation locations either in the floor or through power poles in the general contract for construction.

19. General note: There were several questions about power supply and distribution. The electrical drawings will be provided to the selected firm.

Thank you for your interest in this project and good luck.

Sincerely, T. Kevin Palmer, AIA, NCARB
