About this file
This is an Award Decision/Determination of Responsibility memorandum for a fiscal year 2026 toilet paper procurement by the Federal Bureau of Prisons at FCI Leavenworth. The acquisition, issued as RFQ #15B40826Q00000019 with Purchase Order #15B40826P00000200, is set aside for AbilityOne distributors and small business concerns under NAICS code 322291 (small business size threshold: 1,500 employees). The solicitation required all vendors to be verified as both AbilityOne distributors and qualifying small businesses through www.SAM.gov prior to award. All vendors received "Go" ratings for past performance evaluation criteria, which assessed timeliness of deliveries and order accuracy/completeness based on CPARS evaluations and communications with other contracting officers.
Arocep Federal LLC was selected for award of the single line item on August 13, 2026, providing 57,600 units of toilet paper at a total award price of $38,520.00, representing the best value based on pricing per line item. The Government evaluated best value by first assessing all vendors against "go/no-go" ratings for AbilityOne distributor status, small business size, and past performance; once all vendors qualified, the award was made to the vendor offering the lowest price. The delivery requirement specified a standard 14-day ARO (After Receipt of Order) delivery schedule. The Contract Specialist, Kathleen Wood, certified that all vendors demonstrated adequate financial resources, ability to meet delivery schedules, satisfactory performance and integrity records, and necessary organizational capabilities and technical equipment for this one-time delivery order.

Set Aside:
As stated in the Request for Quote, this acquisition is for AbilityOne distributors and set-aside for small business concerns. The NAICS for this requirement is 322291, with a small business size of 1,500 employees.
ALL VENDORS were verified to be an AbilityOne distributor and a small business in accordance with NAICS 322291, small business size of 1,500 employees. See file for www.SAM.gov verification prior to award.
Evaluation Factors:
• 52.212-2, Evaluation-Commercial Products and Commercial Services The Government anticipates and intends to make an award based on pricing per line item and past performance.
Awards will be made to the responsible Quoter(s) whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below.
(1) Price – The Government will evaluate the Quoter’s proposed price to ensure it is fair and reasonable.
(2) Past Performance – Go/No-Go Evaluation - The Government will evaluate the Quoter’s past performance on a Go/No-Go basis. The assessment will be based on the following criteria:
• Timeliness of Deliveries: The offeror must demonstrate a consistent record of on-time deliveries. Documented instances of late deliveries, including Contractor Performance Assessment Reporting System (CPARS) evaluations and http://www.sam.gov/ communications with other Contracting Officers, will be reviewed. A history of substantial delivery delays will result in a “No-Go” determination.
• Order Accuracy and Completeness: The offeror must show a track record of delivering complete and accurate orders. Evidence of recurring issues such as missing or incorrect items – supported by customer complaints, returns, or input from other Contracting Officers – will be considered. A pattern of incomplete or inaccurate deliveries will result in a “No-Go” determination.
Only offerors receiving “Go” rating under this factor will be considered eligible for award.
Past Performance:
ALL VENDORS must also have a good past performance with no recent Termination for Causes. See file for www.SAM.gov responsibilities and determinations.
Therefore, all vendors have received a “Go” rating and will be eligible for any awards.
Price:
With the final pricing of all contractors, the abstract below represents the AbilityOne distributor with the best price per line item. See abstract below:
Line Item
Item Description
Quantity Total Award Price
Vendor Date of Award
1 Toilet Paper 57,600 $38,520.00 Arocep Federal LLC 08/13/2026
Best Value Analysis:
All vendors were reviewed for “go/no-go” ratings for AbilityOne distributor, small business size, and past performance prior to price. As they received “Go” ratings for each size and past performance, best value is now based on price.
In accordance with the solicitation, the Government will make one award, per line item.
Therefore, the vendor with the best value will be awarded the line item listed above.
