Justification and Approval for Other than Full and Open Competition

1. Contracting Activity: 182 MSG/MSC, Peoria, IL

2. Description of Action: This approval is being requested for a one-time purchase of

Romeo Six, LLC’s TOCBOX under the Small Business Innovation Research (SBIR) initiative.

3. Description of Supplies/Services: 169 ASOS is requesting the purchase of the

Romeo Six (R6) tactical operations center in a box (TOCBOX) which is a communications suite to support TACP weapon systems operations in a dynamic environment. The TOCBOX is part of the SBIR innovation initiative and provides a mobile platform for a large variety of C4ISR solutions including but not limited to:

LOS, SATCOM, wideband mobile ADHOC networking, WNW, and the ability to integrate with existing network infrastructures and equipment. The TOCBOX allows for installation of interchangeable sleds providing capability for any configuration of equipment and to maximize customization for specific operational needs. The TOCBOX contains a robust power supply with backup batteries, two 20W RF amplifiers, multi-touch HD screen, power meter, four externally accessible USB charging ports and two 12V cigarette outlets, RF and CAT6, fans for superior cooling in hot climates, and a removable MOLLE system for cable and accessory storage.

4. Authority Cited: FAR 6.302-5, Authorized or required by statute

5. Reason for Authority Cited: In accordance with the SBIR/STTR Reauthorization

Act & SBIR Policy Directive updated 24 February, 2014, USAF TACP submitted a project topic to AFWERX for TOPIC#AF193-CS01, Vehicle Agnostic Communications System. The project was openly competed and subsequently awarded to RomeoSix, LLC to design and transition the system under Contract#FA864290P0016. They reached Phase III status on 13 Feb 2020 and IAW the cited authority, the completion of SBIR/STTR Phase I and Phase II awards satisfies any competition requirement of the Armed Services Procurement Act, the Federal Property and Administrative Services Act and the Competition in Contracting Act. Therefore, an agency that wishes to fund a SBIR/STTR phase III project is not required to conduct another competition in order to satisfy those statutory provisions.

As a result, in conducting actions relative to a phase III SBIR/STTR award, the project is a SBIR/STTR phase III award that is derived from, extends, or completes efforts made under prior SBIR/STTR funding agreements and is authorized under 10 U.S. C 2034(b)(2) or 41 U.S. C. 3303(b)

6. Efforts to Obtain Competition: There were no efforts to obtain additional competition due to the SBIR contract being awarded to RomeoSix, LLC. Under the SBIR/STTR process, efforts to obtain competition were achieved through phase I and

II of developing an innovative product to support the warfighter. Phase III resulted in a SBIR contract being awarded to RomeoSix, LLC.

7. Actions to Increase Competition: No further actions were taken to increase competition for the TOCBOX as this is a follow on product from the phased SBIR process of product development and improvement.

8. Market Research: Through the SBIR and AFWERX process, innovation is a national defense strategy that continues to evolve and promote new businesses to develop modernization and improvements of existing strategies and tactics to enhance the capabilities and readiness of mission effectiveness. Businesses are afforded opportunities in phases I and II to promote and market their products of revolutionizing normal military operations into advanced tactical and strategic capabilities.
