SECTION C - DESCRIPTION , SPECIFICATIONS, STATEMENT OF WORK
C.1 BACKGROUND
The Office of Security, Intelligence, and Emergency Response requires contract support service for the staffing of the 24-hour, 7 days a week, and 365 days per year Department of Transportation (DOT) Transportation Operations Center (TOC), which is located at
DOT Headquarters (HQ) at 1200 New Jersey Avenue, SE, Washington, D.C., 20590.
DOT has broad responsibilities for stewardship of the nation’s transportation systems. The
Department has a significant role, not only during routine operations, but also in times of natural crisis situations, during man-made emergencies, and when the Secretary’s
Emergency Response Team (ERT) is activated. This role includes collecting, analyzing, synthesizing, and distributing information pertaining to events as they affect the U.S.
transportation infrastructure, its systems, and assets. This information is then compiled, assessed, and distributed to stakeholders within DOT and across the Federal government.
The TOC provides information and communications resources to assist DOT to effectively manage day-to-day operations and support the Department’s emergency management, response, and recovery program in steady-state and emergency situations. Emergency situations may include but are not limited to: natural and technological disasters (e.g., hurricanes, earthquakes, major transportation accident, etc.), labor disputes, terrorist attacks, cyber- attacks, national security special events, security incidents, defense mobilization, and any transportation-related activity that has potential to affect the nation’s transportation systems. The TOC directly supports DOT in executing its responsibilities as lead for
Emergency Support Function #1 (Transportation) under the National Response Framework.
When required as a result of disasters, training, and/or other incidents/events, DOT TOC staff may be required to relocate to the Department’s alternate site to ensure uninterrupted
TOC operations. Relocating to this site will require travel beyond 50 miles from the DOT
HQ. TOC staff personnel need to be prepared to operate from the alternate site for extended periods of time.
C.2 SCOPE OF WORK
Under this contract, the Contractor shall be responsible for providing qualified staff to perform the tasks as identified in Section C.3. The purpose of this work is to support the

Federal agencies;
(3) Multi-modal information sharing processes;
(4) Industry-level information sharing; and
(5) Screening all traditional local and national media sources including social media platforms.

G.3 Travel and Per Diem
Travel and per diem will be reimbursed in accordance with the Federal Acquisition Regulation and the
Federal Travel Regulations (FTR) (Joint Travel Regulations) in effect at the time of the travel. Travel reimbursed under this contract shall be based on the most economical form of transportation available only. Any costs deemed unreasonable will be reduced to a reasonable amount. Improper costs will be disallowed and deducted from the invoice. Any exceptions shall be fully justified and if at all possible, be approved in advance by the Contracting Officer. All travel shall be scheduled sufficiently in advance to take advantage of available discount rates.
Travel requirements shall be met using the most economical form of transportation available. This includes using connecting rather than direct flights, and reasonable efforts to ensure that the most economical flight reservations are secured. Simply relying on a travel agent may not be sufficient. If economy class transportation is not available, the invoice must include justification for use of higher class travel, indicating dates, times, and flight numbers.

If the contractor purchases non-refundable tickets as a cost saving measure, and then is required to change or cancel the tickets due to causes beyond their control, the contractor may claim reimbursement for service charges. Unused tickets paid for by the Government must be sent promptly to the Contracting Officer, unless it is likely they can be reissued for a later trip and the company maintains an adequate accounting system to protect the tickets from misuse and ensures the
Government will not be billed for the subsequent trip. Complete justification and accounting must be provided with the invoice.
Saturday overnight stays are not required to take advantage of lower fares. If the traveler chooses to stay over, the Government will reimburse the contractor for the additional lodging and per diem expenses if the reduced cost of the airline ticket offsets these expenses. Complete justification and accounting must be provided with the invoice.
Use of a rental car shall always be justified, and rental car use is to be the exception, rather than the rule. Alternate methods of local travel shall be used whenever possible, such as hotel or airport shuttles and taxis. If using a rental car, your justification must include the distance from the airport to the hotel and then to the training site. Additionally, rental car justification must include the name, phone number, and cost of a shuttle service/taxi, or a statement that none are available. Remember, the
Government is only obligated to pay reasonable costs, and without proper justification, charges will be reduced or eliminated as being unreasonable.
Personal convenience or “club” membership is not a justification for higher airfares, rental cars, or the choice of airlines or hotels.
The contractor shall always attempt to secure the Government rate for auto rentals and hotel rooms.
Authorization letters will be issued to travelers, upon request.
G.4 Contracting Officer’s Representative (COR)
The Contracting Officer may designate a COR to assist in monitoring performance under the contract.
The DOT COR will act as the liaison to coordinate activities between the Contractor and Contracting
Officer, as required, in the performance of the work under this contract. The DOT COR has authority to provide technical clarification of the contract requirements but does not have authority to modify any contract provisions, including, without limitation, changing the scope of the work, the cost/price thereof, or the performance delivery schedule(s) therefore. Technical clarification will be issued in writing by the DOT COR or confirmed by the DOT COR in writing within five (5) calendar days after verbal issuance.

Contracting Officer.
If the contractor receives direction from anyone other than the Contracting Officer and believes this will affect the terms, conditions, schedule or pricing, the contractor shall not proceed with such direction.
