REQUIREMENTS

3.1 The contractor shall develop, maintain, and submit a project plan CDRL (A004) that demonstrates the contractor’s understanding of the task order requirements and establishes critical and measurable task milestones. The project plan will span all six submarine EDG fuel oil system upgrades. The project plan shall also include the requisite tasks and sub-tasks that connect the project milestones, and the predecessor/successor relationship of each task and sub-task, such that a clear path to task completion is represented. The contractor shall attach a completion percentage to each task and sub-task, and the percentage complete for each task shall roll up to the milestone and overall project levels, such that a clear and supportable completion percentage is reflected at the task order, milestone and task/sub-task levels. First submission of the project plan shall be no later than one week after task order award, and subsequent submittals shall be on a weekly basis when onsite at TRF Bangor, and monthly in conjunction with the monthly status report when not onsite at TRF Bangor.

3.2 Using the applicable sections of Reference documents in Section 2.0 and any supplemental proprietary documentation deemed relevant, the Contractor shall develop and submit a Technical Work Document (TWD, CDRL A005) that details and sequences the steps necessary to execute the requirements of this SOW on the applicable EDGs. The TWD shall include all checkpoints and OQE necessary to document satisfactory completion of all process steps through the operational retest phase of the task on each identified EDG. The initial TWD shall be completed and accepted no later than one week prior to the start of the first EDG upgrade or one month after task order award, whichever occurs first. The TWD must be updated and completed as steps are accomplished and be available for TPOC review upon request. The TWD will be the record of Objective Quality Evidence (OQE) of satisfactory material condition and procedural compliance. The TWD must be present at the work site when performing each and all phases of work and testing, and shall be available for review upon request by Government representatives.

3.3 At the completion of each EDG fuel system upgrade, the contractor shall update the TWD to incorporate lessons learned from the completed upgrade event. Revision control of the base TWD shall be maintained via the use of a Revision table within the base TWD. For each successive EDG fuel system upgrade, the contractor shall begin shipboard work using the most current revision of the TWD.

3.4 Throughout execution of this task order, the Contractor shall develop and submit periodic status reports (CDRL A001):

3.4.1 Monthly: A status report shall be submitted monthly. The first submission is due one month after Task Order Award and subsequent submissions are due monthly throughout the period of performance of the Task Order.

3.4.2 Daily: In addition to a monthly status report, a status report shall be submitted daily when Contractor personnel are working on-site at TRF Bangor. It should include tasks performed that day, problems encountered, and tasks expected to be performed the next day, to include checkpoints and support service requirements.

3.5 Immediately after task order award, the contractor shall place on order all of the contractor-furnished material (CFM) necessary to execute the EDG fuel system upgrades for four SSBN EDGs. CFM orders for the two optional EDG fuel system upgrades shall be placed upon execution of each option.

3.6 The Contractor shall provide all labor, materials, equipment, special tools and technical expertise necessary to complete the fuel system upgrades for each of the EDGs listed in paragraph 1.1.1. The Contractor shall perform the fuel system upgrade on each unit’s EDG as detailed in paragraphs 3.7 through 3.9.

3.7 For each separate EDG fuel system upgrade, the Contractor shall tag components upon removal and maintain a corresponding log of components removed from the engine. The tag and log must include the name of the component, date of removal, name of remover, and any special disposition requirements. Any material that would have been within the scope of work found to be removed by another activity prior to arrival must be noted in the log. The log must be present and up to date whenever the Contractor is on-site, and shall be available for review upon request by Government representatives.

3.8 For each separate EDG fuel system upgrade, the Contractor shall maintain a log of Foreign Material Exclusion (FME) covers and plugs used throughout the project that includes the type of cover or plug, location of the cover or plug, date of install, name of installer, date of removal, and name of remover. The log must be present and up to date whenever the Contractor is on-site, and shall be available for review upon request by Government Representatives.

3.9 For each of the EDGs, the Contractor shall perform removal, conversion & calibration, installation and operational retest efforts described below. The Condition Found Report (CDRL A008) shall be utilized when it is necessary to identify needed repairs and corrective action for work discovered during the performance period which are not covered by this SOW.
