About this file
This Statement of Work (SOW) details soil testing services for the 513th Expeditionary RED HORSE Squadron's adaptive rehabilitation project on Tinian North Field. The project requires testing approximately 18,000 cubic yards of topsoil piled in windrows on the east side of the historic airfield to determine its suitability for local community use. The contractor must prepare a Sampling and Analysis Plan (SAP), collect soil samples, and conduct laboratory analyses for chemicals of potential concern including Total Petroleum Hydrocarbons, Metals (Arsenic, Cadmium, Chromium, Lead), Mercury, and Percent Moisture using EPA-approved methods.
The contractor will perform Tier 1 Data Validation and prepare a comprehensive Sampling and Analysis Report (SAR) comparing results against 2017 Tropical Pacific Environmental Screening Levels. The project is located within the Military Lease Area, approximately 9 miles north of San Jose Village, and is open to the public. The project schedule requires soil sampling within 30 days of contract award, with a total completion time not exceeding 120 days. The report must include site history, QA/QC summary, analytical findings, and recommendations for potential follow-up actions if contaminants exceed screening levels.

STATEMENT OF WORK (SOW)
FOR
SOIL TESTING SERVICES
ON
TINIAN NORTH FIELD
1. PROJECT INFORMATION
1.1 Purpose: The 513th Expeditionary RED HORSE Squadron (513 ERHS) is conducting an adaptive rehabilitation of Tinian North Field. Part of this project requires the testing of the residual topsoil for hazardous chemicals to determine the suitability of the material for use by the local community.
1.2 General Scope: The Contractor shall furnish all design, labor, equipment, material, transportation, administration, supervision and all else necessary to provide soil testing services for chemicals of potential concern (COPC) on North Field. The material to be tested consists of approximately 18,000 CY of topsoil piled in windrows on the east side of the historic airfield (See Attachment 1: Soil Quantities and Locations). The Contractor will perform soil sampling, laboratory analysis, and reporting in accordance with the specifications described below.
1.3 Location: The project site is located on Tinian North Field within the Military Lease Area
(MLA), approximately 9 miles north of San Jose Village. The site is open to the public. The location and quantities of soil to be tested are listed in Attachment 1: Soil Quantities and Locations
2. GENERAL REQUIREMENTS
2.1 Sampling and Analysis Plan (SAP): The Contractor shall prepare a Sampling and Analysis
Plan (SAP) outlining standard operating procedures (SOPs) for fieldwork. The plan must include references for laboratory data validation methodologies.
2.1.1 The Contractor shall develop and implement a soil sampling plan that ensures statistically valid results for identifying the presence or absence of chemicals of potential concern (COPCs).
2.1.2 The Contractor must use an appropriate sampling strategy to achieve reliable data within an acceptable confidence level and margin of error. The Contractor will define sampling locations using a systematic or random sampling approach that accounts for site conditions.
2.1.3 The contractor shall determine the necessary number and types of samples required to detect potential contamination reliably.
2.2 Soil Sample Collection: The Contractor shall collect soil samples from appropriate locations as outlined in the SAP. Sampling specifications are listed below:
2.2.1 The Contractor shall collect discrete and/or composite soil samples, as determined by the SAP. Samples shall be collected from relevant areas, including potential sources of contamination and background locations.
2.2.2 Proper sample containers and preservatives shall be used based on laboratory requirements.
2.2.3 Soil samples must be dry.
2.3 Field Quality Assurance/Quality Control (QA/QC): The Contract shall conduct field QA/QC tasks to ensure:
2.3.1 Proper sample collection techniques
2.3.2 Appropriate sample preparation and documentation
2.3.3 Equipment decontamination
2.3.4 Proper sample handling and shipping
2.4 Sample Shipping & Laboratory Analysis: The Contractor shall properly transport all soil samples to a certified laboratory. The laboratory shall conduct analyses for the following chemicals of potential concern (COPCs) using EPA-approved methods:
Chemical Analyte Test Method
Total Petroleum Hydrocarbons as Gasoline Range Organics
(TPH GRO)
EPA Method
8260B/CA_LUFTMS
Total Petroleum Hydrocarbons as Diesel Range Organics
(TPH DRO/RRO)
EPA Method 8015D
Metals (Arsenic, Cadmium, Chromium (total), Lead) EPA Method 6020B
Mercury EPA Method 7471B
Percent Moisture EPA Method 2540G
2.4.1 The contractor shall determine the appropriate number of tests and sampling locations required to confirm the presence or absence of these COPCs.
2.5 Data Validation and Reporting
2.5.1 The Contractor shall perform Tier 1 Data Validation upon receipt of laboratory results.
2.5.2 The Contractor shall prepare a comprehensive Sampling and Analysis Report (SAR) including:
1. Site History and Background
a. Overview of site geography, geology, and hydrology.
b. Site history and current use.
2. QA/QC Summary
a. Fieldwork QA/QC summary based on field notes.
b. Data validation summary using laboratory results.
3. Results and Analytical Findings
a. Analysis of COPC concentrations in soil samples.
b. Comparison of results against 2017 Tropical Pacific
Commercial/Industrial and Residential Tier 1 Environmental Screening Levels (ESLs).
c. Use of the “Evaluation of Environmental Hazards at Sites with Contaminated Soil and Groundwater” (2017 User Guide).
d. Soil analysis based on TABLE A: Soil and Groundwater Screening Levels (Shallow Soils, Groundwater is a Current or Potential Source of Drinking Water).
4. Recommendations and Next Steps
a. Summary of findings.
b. Potential follow-up actions if contaminants exceed screening levels.
2.6 Project Schedule: The contractor shall conduct soil sampling within 30-days of contract award. The completion of the entire scope of work shall not exceed 120 days.
