U.S. Air Force

AFLCMC/PZZKB

6029 Wardleigh Road Bldg. 1206 Hill AFB, UT 84056-5820 Contracting Officer: Michelle Esquivel Phone Number: DSN 586-4693

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED:

A. Upon approval to use other than full and open competition procedures, the U.S. Air Force will issue a modification to an existing contract to execute clause 52.217-8, Option to Extend Services for 6 Months, for Contract Number FA8217-10-D-0005 titled AN/TMQ-53 Tactical Meteorological Observing System (TMOS). This requirement is for continued support from the incumbent, AAI LTS, for up to an additional six months (2 Jun 2015 – 2 Dec 2015) until a follow-on contract is awarded. Contract modification will be awarded to AAI LTS, Logistics and Technical Services, 318 Clubhouse Rd, Hunt Valley, MD 21031-1305, USA, CAGE Code 3T089.

B. Contract Structure and Type: A services contract modification to extend the Basic IDIQ contract an additional 6 Months with an anticipated Firm-Fixed-Pricing (FFP) arrangement will be issued. The estimated award date is April 2015 with performance and delivery expected through 2 Dec 2015.

C. Type J&A: Individual

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED MEETING THE AGENCY’S NEEDS:

A. Under the contemplated contract modification, AAI LTS will provide the following supplies and services in sustainment of the AN/TMQ-53 weather system: providing helpdesk, technical and engineering support and troubleshooting efforts to site operations and maintenance personnel, global shipping, hardware configuration, SEI CMMI Level III software capability and DoDD 8500.1-2 configuration to include: trouble-shooting, maintaining, updating, correcting, patching, modifying and enhancing firmware and software on the AN/TMQ-53 TMOS. Services will also include CLS transition, data, technical manuals, component repair and replacement, systems configuration management, and program management, training, AN/TMQ-53 and critical spares required purchases. Deficiency Reports (DRs) identified by the Government as well as Time Compliant Network Orders (TCNOs) issued by Air Force Network Operations and Security Center (AFNOSC) Agency will be provided to the contractor for review and analyzed for applicability to the software and firmware baseline, and impacts to the operation of the AN/TMQ-53 TMOS. Support will also include engineering necessary to implement system

For Official Use Only security Certification and Accreditation (C&A) policy IAW DoDD 8500.1-2, collecting software captures of time reports and diagnostics to provide to the AN/TMQ-53 TMOS System Program Office for further analysis or referral to an appropriate vendor.

B. Estimated period of performance will be 2 Jun 2015 – 2 Dec 2015. This effort will be exercised one month at a time.

C. Total Estimated Cost: $330,000.00. This estimate is based on 6 months of CLS service. This effort will be exercised one month at a time for a cost of $55,000 per month.

This action is using appropriated 3400 funds. The CLIN prices for the current option will be extended for the 6 month extension. The overall cost risk assessment for this proposed contract is low.

IV. Statutory Authority:

10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF

AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY):

A. The above authority was selected because this contract is for the current sustainment of 342 highly specialized AN/TMQ-53 TMOS systems. No other source can fulfill the USAF requirement because AAI LTS currently has the equipment, manpower, technology, and the latest knowledge on shipping processes to support this contract for an additional six months. The AN/TMQ-53 TMOS has continual urgent maintenance requirements including Time Compliant Network Order (TCNO) software maintenance tasks that must be completed as they occur. Failure to resolve the maintenance requirements impacts the ability of individual weather offices to provide timely weather warnings, advisories and alerts to pilots, key decision makers, and base personnel. Failure to comply with the TCNO requirement would render all AN/TMQ-53 systems non-compliant, and their removal from the base networks would be required. This would adversely impact the ability of every weather office worldwide, to provide timely weather warnings, advisories and alerts to pilots, key decision makers, and base personnel. A flight line without an operational AN/TMQ-53 is a “SAFETY OF FLIGHT” danger to maintainers, aircrews and aircraft. Lack of CLS support for the TMQ-53 would negatively impact USAF flying operations and would impair efforts to fight the Global War on Terror (GWOT). The AN/TMQ-53 TMOS is a tactical suite of integrated systems of commercial off the shelf (COTS) weather sensors, server-based computer hardware and proprietary commercial firmware and software that provides immediate mission essential weather information for operational forces. Specifically, the AM/TMQ-53 TMOS is a complete system of modular, scalable sensors, which measures: surface pressure, wind speed and direction, temperature, dew point, relative humidity, liquid precipitation, cloud base height/amount/vertical visibility, surface visibility, present weather, precipitation and lightning detection. It has a mission reliability that must be maintained at 96% or above. The AN/TMQ-53 TMOS weather sensors are located throughout the world, networking local weather information from austere remote locations, forward operating locations and remote areas to the battlefield commanders at CENTAF, ACC/557 Weather Wing, and Operational Weather Squadrons for the Air Force, Army, Joint Task Force, National Guard, and Reserves. There are currently 342 operational systems with 104 systems in direct support of Overseas Contingency Operations (OCO). The AN/TMQ-53 TMOS system supports flight operations, combat missions, emergency and medical evacuations in these locations. AAI also maintains and warehouses equipment at the level of need for the mission. The current incumbent is the focal point for the Government Furnished Property which must be maintained and packaged for transition for the upcoming new contract. Therefore, this acquisition is a logical follow on for continued performance of a service for highly specialized equipment.

B. The Government program office estimates award to any other vendor would result in unacceptable delay in fulfilling the agency’s requirement and substantial duplication of cost to the government that is not expected to be recovered through competition. This six month effort is an IDIQ bridge using a firm-fixed-price pricing arrangement to provide continued support for the highly specialized AN/TMQ-53 program from the incumbent, AAI LTS, until a follow-on contract is awarded. The current contract will expire on 2 Jun 2015 and the new contract is expected to award at the earliest July 2015. The current contract, FA8217-10-D-0005 contains the clause 52.217-8, Option to Extend Services;

however the option was never priced or evaluated. By extending the current Contractor Logistics Support (CLS) contract, for an additional six months (2 Jun 2015 – 2 Dec 2015), it will provide continued service and allow the incumbent time to transition the program to the new contractor that is awarded the new contract. The current contractor is a large business; however, the new contract will be a competitive, Small Business Set-Aside contract.

C. The Government program office believes award to any other source would result in a substantial duplication of costs to the Government that is not expected to be recovered through competition. The Government program team has been working on the acquisition for the follow-on contract for over a year and half that is expected to be awarded in July 2015. The cost of exercising this unpriced option using the current option’s pricing is minimal compared to the time and cost it will take to develop an acquisition and compete this six month requirement. To date, the contract is under the approved ceiling amount of $47.5M dollars. There are sufficient funds under the current contract to perform a modification to exercise this option. The amount anticipated for the six month extension will not exceed the contract ceiling amount.

D. Accordingly, AAI LTS is the only firm capable of providing the supplies and services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling AN/TMQ-53 requirements and substantial duplication of cost that could not be expected to be recovered through competition.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION:

Acquisition History:

1. The AN/TMQ-53 TMOS is a military unique adapted Commercial Off-the-Shelf (COTS) system purchased by the Weather Systems Program Office (SPO), Electronics Systems Center, Hanscom Air Force Base (AFB) in 1999. The acquisition and sustainment strategy for the AN/TMQ-53 was based on the Air Force Weather (AFW) Single Acquisition Management Plan (SAMP), which used Commercial Off the Shelf (COTS) products and CLS as part of the Air Force Weather performance based logistics reengineering and force restructuring.

2. In Jan 2004, sustainment responsibility for the AN/TMQ-53 transferred from ESC/ACW to OO-ALC/LHW. Just prior to that, Hanscom awarded a sole-source contract to Raytheon Technical Services Company (RTSC). RTSC had provided ICS and CLS since program inception. In 2006, a full and open competitive contract was awarded to

RTSC for a total of three years. While working toward another full and open competitive contract in 2009, a bridge contract was awarded through F2AST to RTSC. In June 2010 the current contract FA8217-10-D-0005, was awarded to AAI LTS effective 2 Jun 2010, for five years, expiring on 1 Jun 2015; the contract was a full and open, LPTA acquisition, valued at $47.5M.

3. The follow-on is a FFP, single award IDIQ, contract to provide CLS support with a contract ceiling of $47M. It will be a competitive, LPTA, Small Business Set-Aside.

X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION:

See section VI above.

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE

MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED:

A. No further steps to foster future competition have been developed because the follow-on contract that is expected to award in July 2015 is a competitive small business set aside, IDIQ contract. All barriers restricting full and open competition have been previously removed.
