About this file
The document is an email exchange between Trish Lorenzen, a Senior Procurement Specialist at the Arizona Department of Environmental Quality (ADEQ), and Audrey Ridge from the Sampling and Source Identification Unit at ADEQ. The communication involves a proposed Total Maximum Daily Load (TMDL) Solicitation, which is related to a procurement process for contract work to fulfill federal requirements under Section 303 of the Clean Water Act.
The scope of work involves conducting TMDL-specific contracts from 2023 through 2041, with ADEQ anticipating a need for 50-60 contracts. The Sampling and Source Identification Unit has budgeted $3.5 million for this work over the next five years, with an initial minimum of 43 contracts required to address their current backlog. A sample pricing sheet was provided to help determine staff levels and compensation, with guidance to modify staff levels while ensuring that higher-level positions maintain increased experience and education requirements. The procurement process aims to secure contractors with expertise in generating TMDL reports, with a potential start date of May 2023.

Thank you, Trish. We appreciate your time!
1) May 2023, if possible.
2) Mikayla Baker, our unit manager CC'd here, will provide this number to you shortly
3) Our current backlog for this work will require 43 contracts at a minimum. However, we predict a need for additional contracts outside of the backlog. Some items on our backlog may require multiple contracts, as well.
Thank you for the Pricing Sheet, as well!

Attached is a sample Pricing Sheet. You can use this to determine what staff levels you feel you will need for the contracts. Review the experience and education for each staff level. You can modify them, just be sure that as the staff level increases, the experience and education requirements increase as well. If you do not think you need certain staff levels, you may remove them.
As for the clerical staff, we include them in most of our task order contacts as this is the staff levels that compile documents to provide to ADEQ and they also do the billing. It is important to know that suppliers use these staff levels for various tasks and their hourly rates are generally much lower than the Professional Levels. But, it is still important that they do meticulous work.
Let me know if you have any questions.

I will take some time and review the SOW. I will also consult with the other procurement team members if necessary.
There are a few items I need to request in addition to your scope of work.
1) What is your time frame for awarding contracts?
2) Do you have a budget for FY23 and FY24?
3) What is the minimum number of contracts that you require?
These answers will help to schedule any required solicitation.

Good Afternoon Trish, Please find attached the Sampling and Source Identification Unit's Scope of Work for our proposed TMDL Solicitation. We look forward to hearing and incorporating your feedback.
From 2023 through 2041, ADEQ will require at least 50-60 contracts to conduct work specific to this RFP. The referenced work, which is by and large the multi-year process of generating Total Maximum Daily Load (TMDL) reports, will fulfill federal requirements associated with Section 303 of the Clean Water Act. Of significant importance is gaining contractors with TMDL-specific expertise.
Within the next five years, the Sampling and Source Identification Unit budgets $3.5million for work associated with this RFP. Most of these funds are anticipated.
