ERICA BROWN GADDIS, PH.D., PROJECT MANAGER
Dr. Gaddis is SWCA’s National Water Resources Technical Director based out of Salt Lake City. Dr. Gaddis served as Director of the Utah Division of Water Quality from 2017 to 2022 and previously held other agency leadership positions. In 2022, she consulted for the Western States Water Council as a Senior Policy Advisor.
She has extensive experience implementing all aspects of Clean Water Act programs including total maximum daily load (TMDL) development, water quality assessments, watershed planning, and nonpoint source implementation. Before joining the Utah Division of Water Quality, Dr. Gaddis was a Principal Scientist at SWCA where she led numerous water quality projects for state and industry clients. Dr. Gaddis focused her doctoral dissertation on the optimization of best management practices across a watershed to maximize pollutant reduction at minimal costs.
SELECTED PROJECT EXPERIENCE
Blacks Fork and Smiths Fork E. coli and Sediment TMDLs; Wyoming Department of Environmental Quality; Multiple Counties, Wyoming. SWCA completed TMDLs and watershed plans for the Blacks Fork and Smiths Fork watersheds in southwest Wyoming.
The work included evaluating the relative sources of sediment and E. coli from wildlife and livestock in U.S. Forest Service allotments, agricultural subwatersheds, and failing septic systems. Watershed load allocations were used to develop a U.S. Environmental Protection Agency (EPA) nine-element watershed plan with specific best management practices targeted for each pollutant of concern. Role: Project Manager. Pollutant loading assessment, stakeholder meeting facilitation, and watershed planning.
Rockport, Echo, and East Canyon Reservoirs–TMDLs and Watershed Plans; Utah Division of Water Quality; Weber River Watershed, Utah. SWCA completed TMDLs for East Canyon Reservoir, Rockport Reservoir, and Echo Reservoir, all of which were listed as impaired for low dissolved oxygen related to excess nutrients. The work included developing site-specific water quality standards that included dissolved oxygen endpoints for a cold-water fish refuge, chlorophyll a, and algal composition. The approved TMDLs incorporate modeling of nutrient dynamics, algal growth, and dissolved oxygen in the river and the reservoirs. The TMDLs also included EPA nine-element watershed plans to reduce loads from nonpoint and point sources in the watershed. Role: Project Manager.
Pollutant loading assessment, water quality characterization, and watershed planning.
East Canyon Creek Stream Restoration; Snyderville Basin Water Reclamation;
Summit County, Utah. SWCA was contracted to oversee the design and installation of stream restoration practices along East Canyon Creek including revetments, bank stabilization, and riparian plantings. The goal of the project was to improve dissolved oxygen in the creek through shading, stream bank stabilization, and reduced temperatures, as identified in the East Canyon Creek TMDL. Role: Project Manager and restoration design.
Bear River and Cutler Reservoir TMDLs; Utah Department of Environmental Quality; Box Elder County, Utah. SWCA conducted data assessment and evaluation, including assessment of watershed pollutant loadings, water quality criteria exceedances, and beneficial use impairment assessment for the Bear River, a heavily used water body, and Cutler Reservoir, a very shallow reservoir with extensive wetlands and riparian areas. Role: Project Manager. Responsible for pollutant loading assessment, water quality characterization, identification of pollutant thresholds, and sensitivities for open water and wetlands systems. The Bear River is a heavily used water body, as are most of the tributary inflows to the river and the reservoir. Cutler Reservoir is a very shallow reservoir with extensive wetlands and riparian areas. Inflows to the system include municipal, irrigation, and industrial discharges, and stormwater runoff.

Prepared total maximum daily load (TMDL) and maximum contaminant level (MCL) guidelines and recommendations for a World Bank–funded Mineral Sector Development Strategy document. The Republic of Armenia is a developing country that previously did not have any TMDL or MCL guidelines. The Mineral Sector Development Strategy was approved by the government and resulted in seven major amendments to the country’s Mining Code. The legislation strengthened the environmental aspects of the mining sector. Role: Mine water engineer, hydrologist.
∗ Ochoa Project; Intercontinental Potash Corporation; Lea County, New Mexico, United States. Participated in preliminary aquifer testing of the brackish Capitan Aquifer as a non-potable water source for the mine. The aquifer testing comprised observation wells in overlying potable alluvial aquifers to ensure that pumping in the deeper Capitan Aquifer did not draw down the shallower potable aquifers. Role: Field engineer.
∗ Corani Project; Bear Creek Mining; Puno Province, Peru. Created a probabilistic water balance model to prove and confirm that the site can maintain a “zero-discharge” condition with regards to mine-impacted water. Authored a closure plan for the project as part of the Bankable Feasibility Study. The closure plan included a groundwater model and geochemical model to predict hydrogeologic impacts of the open pit and the tailings storage facility. A closure cost estimate was prepared to return the mine site to the pre-mining condition. The work was included in the cost model for the Bankable Feasibility Study. Role: Mine water engineer and mine closure/reclamation.
∗ Confidential Garnet Project; Confidential Client; Hokitika, South Island, New Zealand. Prepared a water balance model and conducted a preliminary hydrogeologic assessment to assess potential effects on surface water and groundwater supplies in low-water scenarios. The results of this model and assessment informed preliminary mine planning and process plant design options. Role: Engineer.
∗ Cangrejos Mine; Lumina Gold; El Oro Province, Ecuador. Participated in an integrated groundwater model to predict underground mine dewatering requirements during mine life. The project involved collecting packer-test data of the hydraulic conductivity of the rock mass followed by steady-state and transient (time variant) calibration. Uintah Decommissioning; Moon Lake Electric Association, Inc.; Duchesne County, Utah. SWCA is supporting Moon Lake through the decommissioning process of a small hydroelectric facility in the Ashley National Forest in Utah. The project centers on the removal of a 15-foot-high, 313-foot-long rock-and-crib diversion dam and an associated 2-mile-long penstock. SWCA has guided Moon Lake through the FERC surrender of license application, has performed all surveys, and has prepared all documents in the license surrender. These efforts consisted of biological and cultural resources field surveys, wetland delineation, NEPA analysis, a historic properties treatment plan, a dam removal and restoration plan, and a restoration design for the stream area inundated by the dam. SWCA facilitated meetings between Moon Lake, FERC, and the U.S. Forest Service to set expectations regarding the level of NEPA analysis and engagement with other federal and state agencies. SWCA also outlined a conceptual restoration plan for the Yellowstone River and associated riparian area and uplands. Primary resource issues of concern included recreation, fisheries, and historic structures. SWCA supported regulatory aspects of the project, the biological and cultural surveys, and the engineering designs. Role: Professional Engineer. Develops habitat restoration design and oversees development of decommissioning plan.
