AARON ROPER, M.S., GIS SPECIALIST

Aaron Roper is a geographic information system (GIS) and natural resources management professional with considerable experience in the planning and implementation of complex projects involving database management, cartographic production, geospatial analysis, and web application development. He has provided lead GIS support for a variety of projects focused on natural resources and involving the implementation of GIS workflows for hydrologic modeling, watershed delineation, sediment load assessment, wetland delineations, stormwater management, and more.

SELECTED PROJECT EXPERIENCE

Environmental and Social Constraints for Carbon Management Siting; Great Plains Institute for Sustainable Development, Inc.; New Orleans, Orleans Parish, Louisiana.

SWCA developed a public-facing story map for carbon management development in Louisiana. This story map provided educational context and an interface for two interactive map tools that allow the user to explore and evaluate project siting constraints related to environmental justice and environmental permitting factors. The story map also included a tool that scored these factors using metrics developed by SWCA, enabling the user to compare the combined environmental justice and environmental permitting constraints among multiple siting alternatives. The data sets and metrics used in the environmental justice constraints analysis were refined through a series of live public meetings with the communities affected in Louisiana. Role: GIS Specialist. Conducted geospatial analysis, produced cartographic products and calculations, and developed web-based GIS applications for public use.

Fort Collins Urban Lakes Policy and Guidance; City of Fort Collins; Larimer County, Colorado. SWCA developed an urban lakes management guidance document and supplemental map package to assist the City of Fort Collins in managing urban lake water quality within the community’s growth management area. SWCA also helped the city to develop policy guidance aimed at improving and maintaining urban lake water quality.

SWCA interviewed internal stakeholders and external experts to gather information on previous and current lake conditions and management strategies and to plan for future conditions and strategies. Additionally, SWCA identified response actions through treatment options and lake management steps. Role: GIS Specialist. Conducted geospatial analysis, produced cartographic products and calculations in support of the report.

Heber Valley Watershed Plan; Wasatch Conservation District; Provo, Wasatch County, Utah. SWCA developed a watershed plan for the Heber Valley watershed to address water quality problems by identifying potential contributing sources of pollution and prioritizing restoration and protection strategies. This plan was developed using the U.S.

Environmental Protection Agency’s nine-element planning process and included involvement from local landowners, watershed organizations, and agencies operating within the Heber Valley watershed in Wasatch County, Utah. SWCA engaged stakeholders to help steer the development of the plan. SWCA also compiled and analyzed data to characterize the watershed, estimated pollutant loading in the watershed, created an implementation plan that included specific project concepts, cost estimates, and estimated load reductions; and created a monitoring plan. Role: GIS Specialist. Conducted geospatial analysis, produced cartographic products and calculations in support of the report.

Montrose County Community Wildfire Protection Plan and Watershed Plan Services; Multiple Counties, Colorado. SWCA developed a critical community watershed wildfire protection plan that incorporates risk and hazard assessments of wildland urban interface areas in Montrose County, as well as watershed values in adjacent source watersheds in Gunnison and Ouray Counties. The plan assessed values at risk to impacts from wildfire, including life and property, critical infrastructure, stream networks, and water resources. SWCA is also

Pot Creek Watershed Plan; Utah Department of Agriculture and Food; Uintah County, Utah. SWCA developed a watershed plan using the six-step planning process and the U.S. Environmental Protection Agency’s nine-element planning process. The watershed plan addressed dissolved oxygen and high total phosphorus concerns to promote better water quality and evaluate impacts on the aquatic community. As part of the project, SWCA also promoted stakeholder engagement through outreach letters, landowner meetings, streamside tours, a project website, and a balanced advisory committee. SWCA’s watershed plan also provided detailed information regarding proposed and potential projects and project areas, as well as sources for project funding that stakeholders could easily pursue. Role: GIS Specialist.

Conducted geospatial analysis and produced cartographic products in support of the report.

Provo River Watershed Water Quality Analysis; Central Utah Water Conservancy District; Orem, Utah County, Utah. SWCA compiled existing relevant information in the watershed, developed data-driven approaches to identify problem areas, and made recommendations for water quality improvement. The report was developed within the context of an Esri online story map where watershed water quality analyses were displayed in an interactive, web-based format. Role: GIS Specialist. Conducted geospatial analysis, produced cartographic products in support of the report, and developed a web-based GIS application.

Upper Culebra Watershed Assessment; Tailwater Limited; Costilla County, Colorado. SWCA, in collaboration with the Upper Culebra Watershed Assessment Advisory Team, assessed the ecological condition of the Upper Culebra watershed by collecting, compiling, and analyzing data characterizing riparian habitat, geomorphology, geology, adjacent uplands, water infrastructure, the condition of aquatic habitat, flow regimes, grazing, forest health, and water quality. Role: GIS Specialist. Supported field efforts, conducted geospatial analysis, developed a web-based GIS application, and produced cartographic products and calculations in support of the report.

Wasatch County Health Department Groundwater Quality Management; Wasatch County Health Department; Wasatch County, Utah. SWCA performed an evaluation of the groundwater aquifer that serves as the drinking water supply for Wasatch County, Utah. The Wasatch County Health Department is concerned that rapid growth within the county could put groundwater quality at risk of degradation. As part of the study, SWCA summarized the existing conditions and research performed to date, collected water quality samples, and modeled the groundwater system to evaluate potential threats from future development. Role: GIS Specialist. Conducted geospatial analysis and developed three-dimensional cartographic products in support of the project.

Watershed Sediment Management Plan; Denver Water; Jefferson County, Colorado. SWCA led and facilitated a planning process designed to provide coordination, organization, and a framework for decision making to be used by Denver Water to mitigate, plan for, respond to, and recover from wildfire. SWCA developed decision support platforms and tools to ensure collaborative and efficient emergency response to wildfire in the Denver Water watershed. Role: GIS Specialist. Developed and maintained multiple geodatabases, map packages, and figure deliverables associated with this assessment to qualitatively identify areas of high sediment input, quantify sediment loads and storage in prioritized areas (such as burned areas), and investigate best management practices to reduce loads.
