About this file
This is a Sole Source Request form (24-103-205, C.R.S.) submitted by the Colorado Department of Public Safety (CDPS), Executive Director's Office, Fleet Management division for the procurement of custom SUV equipment carriers. The requesting agency, represented by Fleet Manager Karen Griggs, seeks to purchase Cargo Buddy HD carriers manufactured by Tmat Products (Vendor Control #528213). The carriers feature sturdy metal frames with canvas inserts designed to secure law enforcement equipment in Durango and Interceptor vehicles. The procurement covers a one-time purchase of equipment with an approval period from September 1, 2026, through December 31, 2026. No specific quantities or delivery schedules are detailed in the sections provided, though the document indicates this is a reorder of units previously purchased in 2022 when the project commenced.
The estimated total procurement cost is $66,600 for goods only, with no service component. The sole source justification is based on the vendor's exclusive capability to manufacture the specialized carrier meeting the agency's specific requirements for law enforcement equipment security; no alternative carriers exist in the market that meet these needs. The request indicates that price reasonableness comparisons to catalog prices, historical prices, or cost analyses were not conducted. The procurement was posted on the VSS electronic procurement system as NPSS1 RBAA 2027-0036, and the sole source determination was approved by the Director of Purchasing, with approval validity through December 31, 2026. The vendor contact is Jeff Jegelewicz at Tmat Products (405.896.7048, jeff@tmat.com).

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.

| Description of Goods/Services: In the back of the Durango and the Interceptor, we use a custom made "Cargo Buddy" as the equipment carrier. We searched and tested several different types of SUV carriers before having these specially made. We purchased several hundred when the project first started back in 2022. We have since run out and need to have more made. They have a minimum amount to purchase in order to make them. These carriers have a sturdy metal frame and a canvas insert that holds our trunk equipment |
