About this file
This is an Industry Day briefing presentation for the Air Force Test Center's (AFTC) Technical and Management Advisory Services (TMAS) 3 contract, scheduled for February 2025. The briefing outlines AFTC's plan to competitively award four task orders under GSA's OASIS+ Small Business multiple award IDIQ contracts in the Research and Development domain, using NAICS codes 541330 and 541715.
The contract will provide management and advisory services at Edwards AFB, Eglin AFB, and Arnold Engineering Development Complex, including engineering and non-engineering support for armament/aerospace research, development, testing and evaluation. Key details include: a 5-year period of performance (base plus 4 option years), CPFF labor CLINs with various cost reimbursable CLINs for ODCs/travel, and a 5% maximum fixed fee rate. Technical evaluation will use a Highest Technically Rated Offer with Realistic and Reasonable Price approach, considering factors like functional/non-functional capabilities, breadth of experience, and security positions. The schedule shows draft solicitation release in June 2025, final solicitation in October 2025, proposal due date of February 3, 2026, and contract award on July 1, 2026. The contract includes special Eglin H-clauses covering limitations on subcontracting (50% minimum prime performance), portable benefits requirements, and organizational conflict of interest restrictions.
