About this file
This is a Statement of Work for performance testing of TiTAN Disruptors issued by Naval Surface Warfare Center Indian Head Division (NSWC IHD). The contractor shall conduct comprehensive environmental and durability testing on three titanium-based Explosive Ordnance Disposal (EOD) tools measuring 24.75" x 6.1". Testing requirements include: (1) MIL-STD 810G Method 501.6 Procedure I high temperature storage testing for 7 cycles over 7 days to assess equipment performance under heat stress; (2) MIL-STD 810G Method 502.6 Procedure I low temperature storage testing for 24 hours at extreme cold conditions to evaluate material integrity and operational functionality; (3) MIL-STD 810G Method 505.6 Procedure I thermal cycling Category A1 for 3 cycles with 4-hour soaks at extreme temperatures to simulate solar radiation exposure in severe global environments; and (4) MIL-STD 810G Method 509.6 salt fog testing for 48 hours across 2 runs to evaluate coating effectiveness and corrosion resistance. The contractor must provide testing setup, materials, equipment, facilities, and a detailed report with one revision.
The Government will furnish the three TiTAN disruptors as Government Furnished Equipment (GFE) and ship them to the contractor within 5 days of contract award. The contractor shall acknowledge receipt, begin testing within 3 days of GFE acceptance, and deliver a comprehensive report no later than 30 days from GFE receipt. The report must document testing type, procedures, instruments/components used, and results/verification. Additional contractor responsibilities include cost for return shipping and adherence to industry standard warranty provisions. No specific pricing terms, response dates, or award dates are specified in this Statement of Work.

STATEMENT OF WORK
TiTAN Disruptors Performance Testing
Naval Surface Warfare Center Indian Head Division
1.0 SCOPE
The Naval Surface Warfare Center Indian Head Division (NSWC IHD) requires testing and assessment on three (3) Titan Disruptors, which are specialized, lightweight titanium Explosive Ordnance Disposal (EOD) Tools
The Government will ship the assets to the vendor to perform the requested testing pursuant to the award of the contract. The vendor shall provide acknowledgement of receipt of the Government Furnished Equipment (A001).
2.0 DESCRIPTION OF SERVICES
The Contractor shall provide services, materials, testing equipment, follow methodology and provide facilities and conditions to conduct TiTAN disruptors testing and performance evaluation as described below.
Conduct testing for 3 each Titan Disruptors 24.75”x6.1” as follows:
Mil-std 810G Method 501.6 proc I high temp storage 7 cycles 7 days 3 units
- Purpose: Assesses equipment performance and integrity in high heat.
- What it tests: Parts binding from expansion, lubricant issues, material distortion, electronic instability, and seal/gasket failure.
- Procedures: Includes storage (Procedure I), operation (Procedure II), and tactical standby.
Mil-std 810G Method 502.6 proc I low temp storage 24 hours 3 units
- Purpose: To assess how low temperatures affect a product's material, safety, and performance during its lifecycle (storage, transit, operation).
- Procedures: Tests items stored at low temperatures, followed by an operational check at ambient conditions.
- Common Failure Points: Material embrittlement, gasket failure, binding mechanical parts (like switches or connectors), and issues with sealing or glass.
- Test Conditions: Uses controlled chambers, with temperatures often ranging from extreme cold (e.g., -40°C or lower) down to levels like -55°C or -65°C for storage, depending on the item's intended use.
Mil-std 810G Method 505.6 proc I cycle A1 for 3 cycles assume 4-hour soaks at each extreme temperature
- Purpose: To assess how solar radiation causes heating and potential degradation (e.g., weakening, delamination, seal failure) in materials, especially when internal humidity is a factor.
- Procedure I (Cyclic): Focuses on the temperature increase (thermal loading) from the sun, simulating diurnal cycles.
- Category A1 Conditions: Represents the hottest, most severe global locations with intense solar radiation (e.g., 1120 W/m²) and high ambient temperatures.
Cycles: Involves at least three 24-hour cycles, repeating until peak temperatures stabilize, testing the material's response to extreme heat.
- Key Aspects of A1 Extreme Heat: Simulates the most extreme hot-weather environments.
Differential Heating: Checks for problems from uneven heating, which is common in real-world solar exposure.
Duration: Continues cycling until the item's peak temperature response stabilizes, or for a maximum of seven cycles.
Mil-std 810G Method 509.6 salt fog 48-hour exposure 2 runs
- Evaluate Coatings: Checks effectiveness of paint, finishes, and protective layers.
- Assess Corrosion: Detects electrochemical corrosion, stress corrosion, and material breakdown.
- Check Physical Effects: Looks for binding of moving parts, paint blistering, and salt buildup.
- Verify Electrical Effects: Identifies short circuits from conductive salt deposits or deterioration of insulators.
