QUESTION 8: In Solicitation Section M, the Government states that "contractors are required to certify completeness and accuracy of each report ordered; inability to do so will result in a non-responsive proposal which will not be considered". What type of information if the Government seeking in response to this statement? Is this simply a certification to be made in the response document or is there some other significance or requirement to be met in order to be compliant with this request?
ANSWER TO QUESTION 8: As the Government is seeking a quality product, the self-certification from the vendor shows that they performed at an acceptable level. This is to be performed for the title reports ordered from the Government as a result of this award; it is not required for this proposal submission.
QUESTION 9: In Solicitation Section G, the Government provides its QASP for this requirement. In Section M.3, the Government states "Offerors shall demonstrate their understanding of the requirement, and their ability to provide the required certified reports by outlining their Approach, Staffing Plan, and Quality Plan". As the Government is providing the quality performance standards under the QASP already provided in the solicitation requirements, can the Government provide additional detail regarding what it would like to see provided in the Quality Plan provided by industry in response to this evaluation criteria?"
ANSWER TO QUESTION 9: The QASP is a Government internal guideline that is used to determine the adequacy and acceptability of the title report, once award is made. It is informational in purpose and is not binding to either party. Section M.3, however, is the criteria in which the Government uses to evaluate how each offeror will provide a quality product.
