Statement Of Work Submitted By: Facilities Management and Security Services (FMSS) Television Programming Services

C.1 Introduction/Overview

The Facilities Management and Security Services (FMSS) DC Territory office provides cable service to executives and program offices as appropriate in the Internal Revenue Service (IRS) headquarters building located at 1111 Constitution Avenue, NW, Washington, DC (The Building). The cable service is provided to permit real time viewing of Congressional hearings and up to the minute information on news and events impacting the IRS. The current vendor is losing a transmitter site and will not be able to transmit the cable signal to the IRS building as of February 22, 2016. IRS will lose this cable service and must engage a new vendor to provide this critical service. This building is designated historical and encompasses approximately 1.5 million gross square feet.

C.2 Background

Television programming is currently provided to The Building via an antenna mounted on the roof, with cable running throughout, from the seventh floor all the way down to the basement. It ties into IRS owned analog Standard Definition (SD) modulators located in the Auditorium on the 7th floor. The service feeds 121 televisions throughout the building and expands coverage to additional televisions as requested. There was an initial equipment purchase and installation cost. IRS currently has a contract for programming subscription service paid annually and a contract for troubleshooting repairs and expanding service in the building on a per cost basis. IRS has 13 older television sets that are analog. We have HDI and components inputs for video inputs. We do not have any analog channels in the lineup. IRS changed our entire analog system to digital before June 12, 2009.

C.3 Scope

Provide television programming that includes local news channels 4 (WRC), 5 (WTTG), 7 (WJLA), 9 (WUSA), 26 (WETA), 32 (WHUR) as well as cable news network (CNN), CNBC, MSNBC and FOX News and televised proceedings of the U.S. House of Representatives (C-SPAN), the United States Senate C-SPAN2 and C-SPAN3 that can reach over 100 televisions in The Building. IRS requires programming that is easily and readily expanded to additional televisions, provide service to repair equipment and expand television service as necessary. IRS will only need cable drop install for the television. The procurement of televisions is not part of this requirement. The Executives at the Main IRS indicated that C-SPAN3 is needed to view the IRS hearing.

Maintenance calls for head end plus distribution that includes the drop to the television sets. Contractor shall respond to individual television issues if after in-house rescanning does not fix the problem.

C.4 Tasks

Equipment: The contractor shall be responsible for providing labor, cabling and equipment necessary to provide television subscription and televisions within the building. The contractor shall tie into the existing IRS owned analog (SD) and High Definition (HD) modulators located in the Main IRS Auditorium or the contractor may provide the necessary equipment needed to supply the building with the requested television programming service. Any mounting of equipment requires GSA approval. The installation and wall mounts of the television sets will be done in-house. If it cannot be done in house then we will ask for a quote.

Programming: The contractor shall provide a television programming subscription package that broadcast local news channels 4 (WRC) 5 (WTTG), 7 (WJLA), 9 (WUSA), 26 (WETA), 32 (WHUR) as well as cable news network (CNN), CNBC, MSNBC and FOX News and televised proceedings of the U.S. House of Representatives (C-SPAN), the United States Senate C-SPAN2 and C-SPAN3 that can reach over 100 televisions in The Building. All channels are to be distributed in digital format. Contractor also shall provide annual estimate for unlimited television programming.

Television Service Connections: The IRS shall connect as many television sets or individual computers with television cards at 1111 Constitution Avenue without paying additional program fees.

C.4 Delivery

Emergency service calls for outages due to equipment failure or damage must be addressed within 24 hours. All work is to be performed during normal business working hours (7 a.m. - 3 p.m.). A copy of the completed services report shall be provided to the Contracting Officer Representative upon completion of work.

C.5 Place Of Performance Main IRS building: 1111 Constitution Avenue, NW, Washington, DC 20224.

C.6 Period of Performance Base Year - Date of Award through September 30, 2016 Option year one– October 1, 2016 through September 30, 2017 Option year two – October 1, 2017 through September 30, 2018 Option year three – October 1, 2018 through September 30, 2019 Option year four– October 1, 2019 through September 30, 2020

C.7 Government Furnished Property The contractor shall tie into the existing IRS owned analog (SD) and (HD) modulators located in the Main IRS Auditorium. If the modulators are not compatible to the contractor’s equipment’s then the contractor shall provide an estimate to provide and install necessary equipment.

C.8 Security Requirements Proper identification is required to enter the Main IRS building (driver’s license or passport). All contractors will be escorted.
