Q&A Request For Quotation TIRNE11Q00063

Q: Regarding the above titled solicitation, is the procurement activity restricted by the Berry amendment or the Buy American Act?

A: The Buy American Act applies.

Q: Can the items be manufactured by a qualifying Small Business (American based business) in a wholly self owned facility outside the United States?

A: No. The Buy American Act applies.

Q: Are there any other restrictions of any type on the prospective Offeror’s for this procurement activity?

A: No.

Q: The vests in question are they to be utilized around the clock, i.e. after dark? On state or Federal roadways? The reason for my questions is there are all kinds of vest deemed emergency vests. DOT is instrumental in what they determine to be a proper vest if out on roadways covered by the MUTCD. That is basically every road in America.

Can you clarify whether you require class II or class III coverage. Class III is for nighttime use as well as daytime usage as it affords more square inches of fabric coverage. Class II is not for night time use but daytime only.

A: The vests will be used for real or planned building evacuations occurring during the day or night, and roadways may be crossed.

Q: Is this a small business set aside?

A: Yes.

Q: Other than Section B page 2, are there any more detailed specifications regarding the vests and print?

A: Please read the entire RFQ document.

Q: Is there a previous contract or sample for these and are they available?

A: Sample photos are attached.

Q: Is the sample due before the response date of August 19th or do you request those from the various companies later?

A: The sample is due no later than August 19, 2011.

Q: Can you please advise if these vests have to be US made?

A: The Buy American Act applies to this requirement.

Q: Furthermore, please confirm that they have to be ANSI class 2 certified?

A: See above answer concerning class certification.

Q: What lead time do you allow for delivery of these?

A: Contractor will deliver the requirement to all locations by 12/20/2011.
