1.0 General Information.

1.1 Background: To conduct analysis of an Army Motor Vehicle large truck tire which failed on a public roadway resulting in a fatal accident.

1.2 Objectives: Conduct forensic analysis of a 395/85R20 tire to determine the mode and cause of tire failure.

2.0 Description of Services.

2.1 Contractor shall conduct forensic analysis of a 395/85R20 tire to determine the mode and cause of tire failure.

2.2 Contractor shall conduct a physical inspection of the tire including recording all tire sidewall markings and relevant information, tread depth, durometer readings, and photos of the subject tire.

2.3 Contractor shall conduct any or all of the following as deemed necessary for the forensic analysis of the tire:

- X-ray and/or shearography
- Chemical testing and analysis
- Material testing and analysis
- Microscopic Analysis

3.0 Proposal Instructions.

3.1 Contractor shall provide an outline of proposed tasks to be performed to conduct the forensic analysis.

3.2 Contractor shall provide the cost for each task.

3.3 Contractor shall provide the total cost.

3.4 Contractor shall provide the schedule.

3.5 Contractor shall provide the qualifications of the personnel performing the work.

3.6 Contractor shall ensure the victims Legal Subject Matter Expert is accommodated during analysis.

4.0 Deliverables.

4.1 Contractor shall conduct a Start of Work meeting with the government within 10 days of contract award.

4.2 Contractor shall hold weekly meetings with the government to provide update status on forensic analysis.

4.3 Contractor shall submit draft forensic analysis report within 30 days of contract award.

4.4 Contractor shall submit final forensic analysis report within 45 days of contract award.
