The County of Tioga, New York (the “County”) invites sealed bids from qualified and responsible contractors for the complete demolition and site restoration of the County-owned structure located at 67 Central Avenue, Owego, New York 13827, Tax Map No. 128.08-7-56.
The work generally includes complete demolition and removal of the existing approximately 2,136-square-foot, two-story structure; removal of the existing foundation and associated below-grade improvements as required; lawful off-site disposal of demolition debris; verification of utility disconnections; protection of adjacent property and public improvements; and preparation and turnover of the demolished site to the Tioga County Department of Public Works for subsequent backfill, compaction, and grading.
Bids shall be received at: Tioga County Public Works Department, 477 NY-96, Owego, NY, 13827, until 11:00 AM local time on Friday, November 13th, 2026, at which time bids will be publicly opened and read aloud.
A mandatory pre-bid site inspection will be held on Thursday, October 29th, 2026, at 9:00 AM at 67 Central Avenue, Owego, New York. Attendance by the prime bidder or an authorized representative is required. Failure to attend may render the bid non-responsive. If a prospective bidder has attended a previous walkthrough with Public Works personnel, then the prospective bidder has already met this requirement and is not required to attend.
Questions concerning the bidding documents shall be submitted in writing to: Gary Hammond, Commissioner of Public Works, no later than Thursday, November 5th, 2026, at 12:00 PM (Noon).
Responses affecting the solicitation will be issued by written addendum located on the County website.
The County anticipates award of the Contract in December 2026, subject to approval by the Tioga County Legislature. Work shall commence only following execution of the Contract, satisfaction of all pre-construction requirements, and issuance of a written Notice to Proceed by the County.
The County anticipates commencement of the Work in December 2026 or January 2027. The actual commencement date and contract duration shall be established by the Notice to Proceed and/or executed Contract.
This project is public work and is subject to applicable New York State competitive bidding and prevailing wage requirements. The successful bidder must comply with all applicable federal, State, County, Village and local laws, rules and regulations.
The County reserves the right to reject any or all bids, waive informalities or irregularities to the extent permitted by law, require clarification of any bid, and award the contract in the best interests of the County consistent with applicable competitive bidding law.
Tioga County is an Equal Opportunity Employer.
2. PROJECT BACKGROUND AND INTENT
The County acquired the subject parcel in March 2026 as part of a multi-parcel real property acquisition.
The subject parcel contains a converted residential/commercial structure originally constructed in approximately 1880 and most recently used as an ice cream parlor. The property is vacant.
The County intends to remove the structure in its entirety and restore the site to a stable, safe condition suitable for future County use. The anticipated future use may include additional parking; however, paving and construction of future parking improvements are not included in this base demolition contract unless expressly added by written addendum or change order.
Available property records identify the parcel as approximately 0.07 acres. Bidders should not rely solely on assessment/GIS information for field conditions and must independently inspect the site.
3. INSTRUCTIONS TO BIDDERS
3.1 Procurement Method
This procurement is structured as a Request for Proposals for public work. If the expenditure exceeds the applicable statutory threshold, award shall be made in accordance with New York General Municipal Law §103 to the lowest responsible bidder furnishing the required security, subject to the County’s determination of responsiveness and responsibility.
3.2 Bid Submission
Sealed bids must be received by the Tioga County Department of Public Works, 477 NY-96, Owego, New York, 13827, no later than 11:00 AM local time on Friday, November 13th, 2026. Bids received after the stated deadline will not be considered except as otherwise required by law.
Bids will be publicly opened and read aloud immediately following the submission deadline at the Tioga County Department of Public Works, 477 NY-96, Owego, New York, 13827.
Submit one (1) original bid and one (1) copy of the bid in a sealed envelope clearly marked:
“SEALED BID - 67 CENTRAL AVENUE DEMOLITION REBID - DO NOT OPEN.”
Bids must be signed by an individual authorized to bind the bidder.
Late bids will not be considered except as otherwise required by law.
All blanks on the Bid Form must be completed. Erasures or changes shall be initialed by the authorized signer.
The bidder shall include every required certification, registration certificate, qualification document, and other document identified in the Bid Submission Checklist.
3.3 Mandatory Site Inspection
Because the project involves an older structure on a small Village parcel with adjacent improvements, each bidder must attend the mandatory pre-bid site inspection before bidding. The inspection is intended to allow bidders to identify and raise site-specific concerns that may affect responsible bidding, including access, staging, structure configuration, foundation conditions reasonably observable, neighboring improvements, overhead and underground utilities, public streets and sidewalks, debris removal logistics, and other conditions that may affect the work. Bidders remain responsible for satisfying themselves as to observable site conditions and for submitting written questions by the deadline stated in the Invitation for Bid (IFB). If a prospective bidder has attended a previous walkthrough with Public Works personnel, then the prospective bidder has already met this requirement and is not required to attend.
3.4 Addenda
Only written addenda issued by the County may modify the bid documents before bid opening. Oral statements are not binding. The bidder must acknowledge all addenda on the Bid Form. The project manual and all addenda will be issued on the Department of Public Works official County website:
Tioga County, New York Government - Public Works (https://tiogacountyny.com/departments/public-works/) under the Bids & RFPs section. The Contractor is responsible for obtaining the documents.
There will be no more addenda released after Tuesday, November 10th, 2026.
3.5 Bid Price
The Base Bid shall be a single lump sum price for complete performance of the Work, excluding reimbursable disposal and tipping fees as provided below.
The Base Bid shall include all labor, supervision, equipment, mobilization, permits, fees for which the Contractor is responsible, utility verification/coordination and required utility capping/termination, protection, demolition, loading and hauling of demolition debris, cleanup, insurance, bonds, prevailing wage compliance, overhead, profit, and all incidental work necessary to complete the Contractor’s scope of work.
Disposal and Tipping Fees. Actual third-party landfill, transfer station, recycling facility, or other approved disposal facility charges for the disposal of demolition debris shall be reimbursed by the County at actual documented cost, without contractor markup, overhead, or profit, and shall not be included in the Base Bid.
The only approved County disposal facility for this project is Casella Garbage located at 352 Glenmary Dr, Owego, NY 13827. The Contractor is responsible for processing the waste such that the waste is eligible and will meet the applicable standards for Casella Garbage to accept.
Reimbursement shall be limited to disposal costs directly attributable to the Work and shall require submission of paid receipts, weight tickets, scale tickets, invoices, or other documentation acceptable to the County identifying disposal facility, date, material disposed, quantity or weight, and amount charged. The County reserves the right to reject undocumented or unreasonable disposal charges.
The Contractor remains responsible for all labor, equipment, transportation, loading, hauling, handling, and other costs associated with debris removal, which shall be included in the Base Bid. Only the actual third-party disposal or tipping charge shall be separately reimbursable.
3.6 Bid Validity
Bids shall remain firm and irrevocable for sixty (60) calendar days after the bid opening unless a different period is established by addendum.
3.7 Taxes
The County is a tax-exempt municipal corporation. The successful bidder shall coordinate with the County regarding applicable tax-exemption documentation. The bidder remains responsible for determining the tax treatment of its purchases and subcontract arrangements.
3.8 Permits and Local Coordination
The successful contractor shall be responsible for obtaining, at its own expense, all permits, approvals, notifications and inspections required for performance of the Work, including any demolition or building permit required by the code enforcement authority having jurisdiction, and all other applicable governmental or regulatory authorities. The County, as property owner, will reasonably cooperate in providing owner authorization, signatures or documentation required for such applications.
The successful bidder will submit an application for a demolition permit to Tioga County Code Enforcement Officer Dean Morgan after the bid has been awarded.
The Contractor shall verify applicable permitting requirements prior to commencement of the Work and shall include all associated permit fees and costs in its Base Bid. No demolition work shall commence until all required permits and approvals have been obtained and copies provided to the County.
News releases pertaining to this IFB or the services to which it relates will not be made without prior approval by the County.
4. BIDDER MINIMUM QUALIFICATIONS AND RESPONSIBILITY
The County will consider responsibility in addition to price. At a minimum, the bidder shall:
Be legally authorized to conduct business in New York State and possess all licenses, registrations and certifications required for the work.
Hold a valid NYSDOL Public Work Contractor Certificate of Registration required by Labor Law §220-i and include proof of registration with the bid. Failure to provide required proof may cause the bid to be deemed non-responsive.
Demonstrate experience successfully completing demolition projects of similar scope and complexity.
Have sufficient personnel, equipment, financial capacity and supervisory resources to complete the work.
Identify proposed subcontractors and ensure each subcontractor is properly registered and otherwise qualified before commencing work.
Have no disqualifying debarment or ineligibility applicable to the project.
Provide at least two (2) references for comparable work completed within the last five years, unless the County approves equivalent experience.
The County may request additional information to determine responsibility, including financial information, safety history, litigation/claims history, public work compliance history, references, equipment lists, staffing, and information concerning prior contract performance.
5. SCOPE OF WORK / TECHNICAL SPECIFICATIONS
5.1 Existing Conditions
Project Location: 67 Central Avenue, Owego, NY 13827; Tax Map No. 128.08-7-56.
Existing Structure: approximately 2,136 gross square feet; two stories; constructed approximately 1880;
converted residential/commercial use; currently vacant.
Known Utilities: electric, natural gas, public water and public sanitary sewer. The contractor must independently verify that required disconnections/capping are complete before demolition and shall immediately notify the County of any deficiency. The Village of Owego Sewer Department must be contacted prior to capping off the sewer line utility at the property.
Available utility provider contact information and information regarding utility disconnections initiated by the County may be obtained from the Tioga County Department of Public Works upon request. The provision of such information by the County shall not relieve the Contractor of its responsibility to independently verify all required utility shutoffs, disconnections, capping, abandonment, and other utility requirements prior to commencing the Work. Refer to Appendix B – Property Information for more information on known utilities.
5.2 Complete Demolition
The contractor shall demolish and remove the main structure in its entirety. Work includes, without limitation:
Removal of all embedded stone paths around the house.
Removal of contractor-generated temporary work and restoration of disturbed areas.
Complete removal of above-grade building components, roofing, framing, walls, finishes, fixtures, equipment and appurtenances.
Removal of all loose demolition debris from the site. No materials, fixtures, equipment or architectural components are designated for salvage by the County.
Removal of foundations, footings, basement/foundation walls, slabs and other below-grade structural elements associated with the demolished structure, unless the County directs otherwise in writing.
Removal of the existing tree stumps within the project work area, including associated roots to the extent that it is reasonably necessary to complete their removal without damaging adjacent sidewalks, utilities, or other improvements. The stumps shall be within the safety fence line erected by the Contractor which will remain in place until the holes are filled and compacted by the County.
The Contractor shall verify utility locations before stump or root disturbance and shall repair damage cause by its operations.
5.3 Debris Management and Disposal
All demolition debris shall be removed from County property and transported to facilities lawfully authorized to receive the applicable waste stream. The Contractor is responsible for hauling, lawful disposal, manifests, receipts, and compliance with all applicable waste-management requirements.
Actual third-party disposal and tipping fees shall be reimbursed by the County in accordance with Section 3.5 and shall not be included in the Base Bid. The only approved County disposal facility for this project is Casella Garbage located at 352 Glenmary Dr, Owego, NY 13827.
Upon request and as a condition of final payment, the contractor shall provide disposal tickets, weight slips, manifests, receipts or other documentation sufficient to demonstrate lawful disposition of project debris. Open burning, burial of demolition debris, or unauthorized disposal is prohibited.
5.4 Environmental and Hazardous Materials
The County reports that an asbestos survey was completed in June 2026 and that the survey results were negative. A Phase I Environmental Site Assessment was completed in August 2025 and, according to the project intake information, identified no major findings. Copies of available reports will be included in or made available with the final bid package.
Bidders shall review the complete reports rather than rely on this summary. If suspect asbestos-containing material, hazardous material, contaminated soil, tanks, regulated equipment, or other unforeseen environmental conditions are encountered, the contractor shall stop affected work, secure the area, and immediately notify the County. No disturbance of suspect regulated material shall occur until the County provides written direction.
If any additional asbestos/hazardous material work becomes legally necessary and is within the contractor’s required scope, it shall be performed only by appropriately licensed/qualified entities and in full compliance with applicable law. No bidder shall assume that the negative survey eliminates its obligation to comply with stop work and notification requirements for unforeseen conditions.
5.5 Utility Verification
Before demolition, the Contractor shall verify utility shutoff, disconnection, capping, or abandonment as required by the applicable utility provider and authority having jurisdiction. The Contractor shall coordinate with the County and advise the County of any additional utility remediation required for safe demolition. No demolition shall begin until the Contractor has documented to the County that the work may safely proceed.
Following demolition, the Contractor shall locate and properly cap or otherwise terminate the existing sanitary sewer service connection in accordance with the requirements of the Village of Owego and any other authority having jurisdiction.
The contractor shall be responsible for coordinating directly with the Village of Owego regarding the required method and location of the sanitary sewer termination and shall schedule any required inspection of the completed work by the Village. The sewer connection shall not be concealed, backfilled, or otherwise made inaccessible until any required Village inspection and approval has been completed. The Village of Owego Sewer Department must be contacted prior to capping off the sewer line utility at the property.
The Contractor shall provide the County with documentation of the Village’s inspection and/or approval, as applicable, prior to final acceptance of the Contractor’s work.
5.6 UDig NY / Underground Facility Protection
Prior to commencing any demolition, excavation, stump or root removal, or other ground-disturbing work, the Contractor shall comply with all applicable requirements of New York State General Business Law Article 36 and 16 NYCRR Part 753 relating to the protection of underground facilities.
The Contractor shall be responsible for submitting all required location requests to UDig NY (811) within the time periods prescribed by law and for requesting and participating in any required pre-demolition conference with affected underground facility operators. A pre-demolition conference or meeting request shall not substitute for any separate demolition or excavation location request required by law.
The Contractor shall verify that all notified underground facility operators have responded through the applicable Automated Positive Response (APR) system and that required facilities have been marked, designated, or cleared before commencing affected work. The Contractor shall preserve required markings and comply with all applicable tolerance-zone, hand-digging, facility-protection, notification, and damage-reporting requirements.
The Contractor shall provide the County, upon request, with the applicable UDig NY ticket or location request number(s) and documentation of required responses. No demolition, excavation, stump/root removal, or other ground-disturbing work shall commence until all applicable UDig NY and Code Rule 753 requirements have been satisfied.
5.7 Site Protection, Access and Safety
All code requirements in Section 1504 – Protection of Pedestrians and Section 1505 – Protection of Adjoining Property of the 2025 Existing Building Code of New York State are applicable. These sections will serve as the basis for fencing requirements for this project. The full code is included at the end of this project manual.
Protect adjacent private property, driveway areas, public streets, curbs, sidewalks, utilities and improvements from damage.
Maintain safe access and comply with applicable traffic, pedestrian and work-zone requirements.
Provide fencing, barricades, signage, dust suppression and other controls necessary to secure the work area and protect the public.
Control dust, noise, mud, tracking and airborne debris. Keep adjoining streets and public areas reasonably clean.
Do not enter or use adjacent private property without lawful authorization.
Repair, at contractor expense, damage caused by demolition operations outside the scope of work, hauling, equipment or subcontractors.
The County will authorize the Contractor to close the sidewalk while the fencing is erected.
The fencing must remain in place for one week following the completion of demolition operations such that the County can utilize the fencing during the fill and compaction activities.
The Contractor is responsible for dismantling and removing the fence.
High-visibility signage must be put in place on the sidewalk explicitly instructing pedestrians to use the sidewalk on the other side of the road for egress. An arrow must be affixed to the sign pointing away from the construction area directing pedestrian traffic accordingly.
5.8 Backfill, Compaction and Grading
Backfill, compaction, and final grading of the site following demolition shall be performed by the Tioga County Department of Public Works and are not included in the Contractor’s scope of work under this Contract.
The contractor shall be responsible for completing demolition and removal operations in a manner that leaves the site reasonably accessible and suitable for the County to perform subsequent backfill, compaction, and grading operations.
The Contractor shall:
Remove all structures, foundations, slabs, footings, below-grade improvements, demolition debris, and other materials required to be removed under this Contract;
Remove and lawfully dispose of all demolition debris and unsuitable materials resulting from the Contractor’s work;
Leave excavated areas reasonably free of loose demolition debris, protruding materials, and other conditions that would interfere with the County’s subsequent backfill operations;
Maintain required site protection, barricades, and safety measures until the Contractor’s demolition work has been completed and accepted by the County; and
Coordinate with the County regarding the condition and turnover of the site prior to demobilization.
Upon completion and acceptance of the Contractor’s demolition and removal work, the Tioga County Department of Public Works will furnish and place backfill, perform compaction, and complete final grading of the site.
The Contractor shall not include costs for furnishing backfill material, placement of backfill, compaction testing, or final site grading in its Bid unless specifically requested by the County through a written addendum.
5.9 Work Hours and Staging
No project-specific restrictions are presently identified. The contractor shall verify Village of Owego requirements governing work hours, noise, staging, street occupancy and related matters and shall comply with all applicable restrictions. There shall be no construction work performed after 9:00PM on any given day.
5.10 Completion and Closeout
The contractor shall leave the property broom-clean and free of demolition debris, temporary materials and equipment. Closeout shall include required disposal documentation, permits/inspection closeout, payroll/labor compliance documentation, warranties if any, and any other documents reasonably requested by the County including documentation of any required Village of Owego Sewer Department inspection and approval of the sanitary sewer service termination.
Final acceptance will occur after inspection by the County and correction of all punch-list items to the County’s satisfaction.
5.11 Parking Lot
The parking lot is wholly owned by the County and the entirety of the space can be utilized by the Contractor for the purposes of mobilizing, staging, performing the work, and demobilizing. The Contractor is responsible for ensuring the construction work performed does not interfere with privately owned vehicles utilizing the public parking spaces. The County will authorize the Contractor the right to cordon off areas within the parking lot where the Contractor deems fit to do so. The County will not authorize the towing of privately owned vehicles.
6. PUBLIC WORK, PREVAILING WAGE AND LABOR COMPLIANCE
6.1 Article 8 / Prevailing Wage
The project shall be treated as public work subject to New York Labor Law Article 8, including Labor Law §220, to the extent applicable. The successful contractor and all subcontractors shall pay not less than the applicable prevailing wage rates and supplements and comply with all posting, recordkeeping, payroll and other statutory requirements.
The County will obtain the applicable NYSDOL prevailing wage case/schedule before issuance or award, as appropriate. The final solicitation/contract shall incorporate the applicable schedule by reference and/or attachment.
6.2 Contractor and Subcontractor Registration
All contractors and subcontractors are required to register under Labor Law §220-i and shall maintain valid registration. The prime bidder shall submit its Certificate of Registration with its bid and shall verify required subcontractor registration before any subcontractor begins work.
6.3 Certified Payroll
Contractors and subcontractors shall comply with current NYSDOL electronic certified payroll submission requirements and shall also provide the County with copies or access to records when required by law or requested for contract administration.
6.4 Other Labor Requirements
The contractor is responsible for compliance with all applicable labor, employment, workplace safety, workers’ compensation, disability benefits and unemployment insurance laws. Nothing in these bid documents waives any statutory requirement.
7. BONDS, INSURANCE AND CONTRACT SECURITY
7.1 Bid Security
Bid security is not required for this procurement. The successful bidder shall, however, be required to furnish the performance and payment bonds specified below prior to commencement of the Work.
7.2 Performance Bond
The successful bidder shall furnish a performance bond in the amount of one hundred percent (100%) of the awarded contract amount, in a form acceptable to the County and issued by a surety authorized to transact business in the State of New York. The performance bond shall guarantee the faithful performance and completion of all Work required under the Contract.
7.3 Payment Bond
The successful bidder shall furnish a payment bond in the amount required by New York State Finance Law §137 and other applicable laws. The County Attorney shall confirm the final form and amount before issuance/award.

Required bonds shall be issued by a surety authorized to transact business in New York State and acceptable to the County. Bonds shall remain in effect for the periods required by law and contract.
7.5 Insurance
Before commencing work, the successful bidder shall provide certificates and endorsements evidencing insurance meeting Tioga County’s current requirements for public works/demolition contracts, including as applicable commercial general liability, automobile liability, workers’ compensation, disability benefits, umbrella/excess liability, and any other coverage required by the County Attorney or Risk Management.
During the term of this Agreement, Contractor will maintain in effect comprehensive general liability insurance policy that names the County as additional insured and incorporates the General Contract and
Insurance Specifications as described in “Sample Tioga County Contract.” Contractor agrees to defend and indemnify the County from any actions, claims or suits.
8. CONTRACT ADMINISTRATION AND GENERAL CONDITIONS
8.1 Contract Documents and Order of Precedence
The contract documents will include the executed agreement, notice of award, notice to proceed, this IFB and specifications, bid and certifications, addenda, prevailing wage schedule, bonds, insurance requirements, written change orders, and incorporated appendices. The County Attorney shall establish final order-of-precedence language.
8.2 No Work Before Notice to Proceed
The contractor shall not commence demolition until the contract is fully executed, required bonds and insurance are accepted, applicable permits are in place, utility verification is complete, and the County issues written authorization to proceed.
8.3 Changes
No change in scope, price or time is binding unless authorized in writing by the County in accordance with County procedures. The contractor shall not perform extra work based solely on oral direction.
8.4 Payment
Payment terms shall be established in the final contract. The County may withhold payment for incomplete or defective work, missing closeout documents, unresolved damage, noncompliance with prevailing wage/public work requirements, or other contractual deficiencies.
8.5 Indemnification
The Contractor shall indemnify and save harmless the County, its officers, agents, servants and employees from and against all liability, damages, punitive damages, costs or expenses, causes of actions, suits, judgments, losses, and claims of every name not described, including attorney’s fees and disbursements, brought against the County which may arise, be sustained, or occasioned directly or indirectly by any person, firm or corporation arising out of or resulting from the performance of the services by the Contractor, its agents or employees, the provision of any products by the Contractor, its agents or employees, arising from any act, omission or negligence of the Contractor, its agents or employees, or arising from any breach or default by the Contractor.
8.6 Safety
The contractor is solely responsible for means, methods, sequences, procedures and safety precautions associated with its work, including OSHA compliance. County review or inspection does not transfer safety responsibility to the County.
The bidder shall submit with its bid a project-specific preliminary safety plan identifying the bidder’s proposed approach to site security, demolition hazards, pedestrian/traffic protection, utility hazards, dust/debris control, emergency procedures, and protection of adjacent property. Submission and County review of the plan do not relieve the contractor of responsibility for workplace safety or compliance with applicable OSHA and other legal requirements.
8.7 Termination / Default
This Agreement may be terminated by the COUNTY, for substantial breach, upon the failure of the CONTRACTOR to comply with the terms and conditions of this Agreement, including the attachments hereto; upon the failure of the CONTRACTOR at any time, to comply with any applicable federal, State or local health, safety or fire code regulations; or in the event that any license, approval or certification of the CONTRACTOR or its employees or subcontractors providing services under this agreement, required by federal, state or local government is revoked, not renewed, or otherwise not in full force or effect; or in the event that the CONTRACTOR fails immediately to secure a new such license, approval or certification. Any one of above shall be considered a substantial breach.
8.8 Records and Audit
The contractor shall maintain project records for the period required by applicable law and the final contract and shall make records relevant to contract performance available to the County and authorized governmental agencies upon lawful request.
9. BID EVALUATION AND AWARD
Bids will be reviewed for responsiveness, arithmetic accuracy, required security, registrations, certifications and bidder responsibility. Subject to applicable law, the County intends to award the lowest responsible bidder furnishing the required security.
The County may investigate the qualifications of any bidder and may require supplemental information prior to award. A bidder’s failure to timely provide requested responsibility information may be grounds for rejection.
The County may correct obvious arithmetic extensions consistent with the unit/lump-sum pricing stated in the bid documents, subject to legal review. The written lump-sum amount shall control only if expressly provided in the final bid form.
Any award is subject to all required approvals of the Tioga County Legislature and execution of a written contract by the County. The identification of an apparent low bidder, recommendation for award, or other preliminary notice shall not constitute an award or create any contractual rights. No bidder shall acquire any contractual or other rights against the County until all required County approvals have been obtained and a contract has been duly executed.
10. COUNTY RESERVATIONS AND RIGHTS
To the fullest extent permitted by law, the County reserves the right to:
Reject any or all bids.
