About this file
This is a Statement of Objectives (SOO) for the Transit Innovation Evaluation Program (TIEP), a Federal Transit Administration (FTA) initiative designed to improve the timeliness, quality, and efficiency of evaluation and rapid-response research across the transit sector. TIEP fulfills the statutory requirement under 49 U.S.C. 5312(e)(4) to conduct comprehensive evaluations of Demonstration and Deployment projects funded under the Public Transportation Innovation Program. The program will standardize evaluation frameworks, reduce administrative delays, and embed evidence-based decision-making into FTA's research and innovation portfolio while meeting data requirements from the Office of the Assistant Secretary for Research and Technology (OST-R) and supporting the Technology Transfer (T2) Program.
The Contractor shall design, implement, and manage a program-wide capability achieving five high-level objectives: delivering comprehensive evaluations of demonstration and deployment projects, providing rapid-response and ad hoc research, standardizing evaluation methods across FTA research programs, strengthening data management and performance measurement, and supporting FTA's T2 Program. Key deliverables include project and program evaluation plans, final evaluation reports, data management plans, quarterly progress reports, rapid-response briefs, technical memos, annual program impact summaries, and training materials. All deliverables must be submitted in Google Doc and PDF formats, comply with DOT Plain Language and Section 508 standards, and meet federal confidentiality and cybersecurity requirements. Performance will be assessed on timely submission (95% on-schedule delivery), quality (deliverables requiring no more than one revision at 90% quality level), responsiveness to rapid-response tasks (completed within 30 days with 100% compliance), and stakeholder engagement (meetings and deliverables completed per schedule). The period of performance is 12 months from award with four optional 12-month periods, subject to fund availability.

STATEMENT OBJECTIVES (SOO)
Transit Innovation Evaluation Program (TIEP)
1.0 Background / Purpose
The Transit Innovation Evaluation Program (TIEP) improves the timeliness, quality, and efficiency of evaluation and rapid-response research across the transit sector. It fulfills the federal statutory requirement (49 U.S.C. § 5312(e)(4)) for comprehensive evaluation of the success or failure of the Demonstration and Deployment projects funded under the Public Transportation Innovation Program (49 U.S.C. § 5312(e)). The goal of program is to conduct those comprehensive evaluations The program will meet the data requirements from the Office of the Assistant Secretary for Research and Technology (OST-R) and will assist the Technology Transfer (T2) Program. TIEP also supports evidence-based decision-making through ad hoc research on emerging transit challenges.
Historically, FTA issues separate agreements for project evaluations, with different approaches and deliverables. TIEP will develop a standardized evaluation framework, providing rapid-response research capabilities to inform FTA leadership on emerging public transportation needs. The program increases efficiency, reduces administrative delays, and embeds evidence-based decision-making into FTA’s broader research and innovation portfolio.
