REQUEST FOR INFORMATION / SOURCES SOUGHT

*Notice: This is a sources sought announcement. No proposals are being requested or accepted with this request. This is not a solicitation for proposals and no contract shall be awarded from this synopsis.*

Purpose

The purpose of this Sources Sought is to conduct market research regarding the Theater Integrated

Combat Munitions System (TICMS) software application and to determine if responsible sources exist and whether this effort can be competitive and/or a total Small Business Set-Aside. The proposed North

American Industry Classification Systems (NAICS) Code is 511210 Software Publishers with a corresponding size standard of $41.5M. The government will use this information to determine the best acquisition strategy for this procurement. The government requests that interested parties respond to this notice. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime contractor and the work accomplished by the teaming partners. Interested parties should use the comment resolution matrix to ask questions or make suggestions.

Section I: Capability Statement

Interested contractors must demonstrate a history of relevant software development experience with simultaneous performance of multiple projects and include a summary of relevant and recent (within the last three fiscal years) performance history (identified by contract/project number, project title, dollar amount, point(s) of contact with telephone/fax numbers, and in what capacity (e.g., prime, subcontractor, etc.) performed.

The contractor must be able to continue the software development, configuration, testing, and deployment of the proprietary One Network Enterprises, Inc. DoD core platform, NEO, to build new operational capabilities and enhancements as defined and prioritized by the United States Air Force

(USAF) for the Theater Integrated Combat Munitions System (TICMS) munitions management software suite (NAICS 511210). The contractor must have knowledge and experience on how to configure USAF-specific munitions processes and data structures embedded within the One Network Enterprises, Inc.

code to meet defense data standards. The contractor must have a fully operational software application interoperable with the Army and Navy’s supply systems and compliant with the Defense Logistics

Management Standard (DLMS) by January 2023. The contractor must have knowledge and mature processes established for all DoD cybersecurity requirements and Financial Improvement and Audit

Readiness (FIAR) mandates.

Section II: Experience/Technical Capability/Contract and Acquisition Strategy Questions

1. Does your company have access to the proprietary One Network Enterprises, Inc. NEO platform?

2. Does your company have software developers experienced with data configuration work related to USAF-specific munitions processes and data structures?

3. Does your company support work under NAICS code 511210? If not NAICS code 511210, what

NAICS code do you foresee this work falling under?

4. Does your company have background and knowledge in DoD mandates related to cybersecurity, FIAR/FISCAM, and DLMS compliance standards?

5. Would your company have the ability to develop and fully support a USAF Class V supply logistics management system with interoperability capability by January 2023?

6. Provide input for the following potential CLIN structure for this requirement.

Interested parties are requested to respond with a white paper in the following format:

The government will not pay for any information received in response to this RFI, nor will the government compensate any respondent for any cost incurred in developing the information. Vendor participation is not a promise of future business with the government. Any information provided in response to this RFI will be used for informational purposes only and will not be returned. All proprietary information should be clearly marked as such. All information submitted by respondents to this RFI, including appropriately marked proprietary information, will be safeguarded and protected from unauthorized disclosure. All personnel reviewing the RFI information have been briefed regarding Non-disclosure and Organizational Conflict of Interest (OCI) issues. This information is for market research purposes and should not include contractor methodologies, technical approaches, or any other information that may be considered trade secret or information that is only used at the time of final contract proposal. Draft RFPs will be posted as soon as the government has gathered all market research and has a tentative date for Industry days/One-on-One sessions. RFI information will not be posted, but possible future RFIs may be issued if there are more questions that stem from the

RFIs.
