About this file
This is a Request for Quote and Statement of Work (SOW) issued by the Commonwealth of Massachusetts for electronic payment solutions services under statewide contract PRF84designatedCTR. The Executive Office of Energy and Environmental Affairs, specifically the Massachusetts Environmental Trust (MET), is seeking a vendor to implement a donation and payment processing system for its website. The project involves developing a secure online payment platform that accepts donations through multiple channels including hosted web payment pages, mobile applications, and digital wallets (Apple Pay, Google Pay, Samsung Pay, PayPal). The payment system must support multiple payment methods including Visa, MasterCard, Discover, American Express, Debit, and mobile wallets, with capability for both set-amount and variable-amount transactions. The platform requires integration with the state's MMARS financial system for automatic cash receipt and cash disbursement generation, daily transaction reporting, and online portal access. The RFQ was released on October 31, 2025, with a question deadline of November 5, 2025, official answers provided by November 10, 2025, quote submission deadline of November 14, 2025 at 2:00 PM, notice of successful bidder(s) estimated for November 17, 2025, and contract start date estimated for November 20, 2025. The statewide contract term runs from May 18, 2023 through April 30, 2027, with SOWs under this contract unable to extend beyond April 30, 2028.
The anticipated program volume is $50,000 in annual revenue with an average transaction size of $150 and constant transaction flow throughout the year. The solution must be no-cost-to-government with customers paying convenience fees, and must provide real-time financial reporting and support for recurring donations. The platform implementation timeline includes approximately 1-2 weeks for kickoff and requirements gathering, 1-2 weeks for beta environment development, 2-4 weeks for user acceptance testing, 1-2 weeks for enablement and training, and 1-2 weeks for pre-launch and launch activities. Pricing must comply with the authorized price listing under PRF84designatedCTR with all costs including fringe benefits, profit, and incidental expenses incorporated into the quoted rates. The eligible entity commits to reviewing SOWs through the Center for Technology and Resources prior to execution to ensure compliance with state finance law and financial systems, and assumes responsibility for end-to-end testing, encumbering sufficient funds, maintaining PCI compliance, and documenting any security vulnerabilities discovered during implementation.

This Quote Form/Statement of Work (SOW) template must be used by all Commonwealth of Massachusetts Eligible Entities for any engagement under PRF84designatedCTR—Payment Solutions. Please note that this template is used for both Quotes and Statements of Work.
For the purpose of Quotes and Contractor selection, the scope of performance identified in this Quote Form facilitates evaluation of potential Contractors and selection of the best value qualified Contractor for the engagement. The Eligible Entity will articulate its payment solutions requirements in the Quote form. After quotes are received, the Eligible Entity will determine which Contractor provides the best value and may base final selection on the best fit of experience, expertise and skills, interviews with Contractors and project managers, willingness of Contractors to negotiate the best value for a project (including allocation of resources), and the ability to perform the engagement in the time required.
Once a Contractor has been selected, the details of the engagement (services to be performed, timeline, or schedule of performance completion dates and pricing) must be completed utilizing this template as a Statement of Work (SOW). The formal engagement of a Contractor must not be made by a separate document or attachment.
The Statement of Work (SOW) is not a separate contract but serves as the scope of performance and budget for each Payment Solutions engagement. The SOW incorporates by reference all the terms of the Contractors Response to the Statewide Contract. Performance may not begin until the SOW has been reviewed by CTR and executed by authorized signatories of the eligible entity and the contractor. This SOW template must be used for any changes in project scope requiring amendments or an entirely new Statement of Work. This SOW shall become public record, maintained by the eligible entity.
Note: All allowable additional terms and conditions have been included in the Statewide Contract. Eligible Entities may NOT execute a separate Standard Contract Form or ANY OTHER contract form or addendum with engagement or contractual terms. All performance expectations must be included as part of this Quote Form/SOW. For questions, please contact the Office of the Comptroller.
All SOWs for Commonwealth of Massachusetts eligible entities must be reviewed by CTR according to the PRF84 Contract User Guide prior to execution to ensure no conflict with contract terms, state finance law, or state financial systems.

The Massachusetts Environmental Trust (MET/Trust) is an environmental philanthropy established by the Massachusetts Legislature in 1988. The Trust encourages cooperative efforts to raise environmental awareness and innovative approaches to protecting and preserving the Commonwealth’s natural resources, with a special focus on water dependent resources. Trust programs seek to capitalize on shared concerns for the Commonwealth’s natural resources by coordinating and funding activities among nonprofit entities, civic organizations, government agencies and private companies.
