EEAIT-613 MDAR MCD IT Migration
This is a Request for Quotes (RFQ) issued by the Executive Office of Energy and Environmental Affairs (EOEEA) for network services, communications services, and related equipment to support the Massachusetts Department of Agriculture Resources (MDAR) Mosquito Control Districts' (MCD) IT infrastructure migration. The procurement seeks sale and deployment of baseline IT infrastructure across nine buildings, including wall-mount IT cabinets, UPS units, patch panels, CAT6 cabling, console servers, and access control systems. Site visits are scheduled for October 27–29, 2025, with a question deadline of November 10 by noon and responses due November 12, 2025. The estimated contract start date is January 26, 2026, with implementation completion targeted for June 30, 2026. The initial three-month term may be renewed or extended through June 30, 2035, with the maximum term length governed by the applicable statewide contract ITT72, category 9. This procurement is restricted to eligible bidders registered on the ITT72 statewide contract.
The evaluation criteria for award prioritize price at 50 percent, completeness and clarity of proposal at 25 percent, team qualifications and technical capabilities at 10 percent, interviews at 10 percent, and references at 5 percent. Bidders must provide detailed cost estimates for one-time implementation costs and recurring annual costs, with proposals evaluated on achieving the scope at lower budgets being weighted more favorably. The RFQ requires bidders to demonstrate IT infrastructure implementation experience at state-owned locations, provide a comprehensive implementation methodology, supply a project schedule in Gantt chart format, include resumes of key personnel (not exceeding two pages each), provide up to three relevant project references with client contact information, and submit a supplier diversity plan. The Commonwealth reserves the right to negotiate contract terms, amendments, and phased approaches based on final scope definition and reserves the right to terminate upon written notice to the contractor.

APPENDIX 1 – RFQ Response Requirements
Interested Bidders must submit their response using COMMBUYS.
The directions in this portion of the RFQ describe a structured format for responses designed to facilitate equitable evaluation of all responses. These directions apply to all responses submitted. Completeness and clarity of response content are important.
Responses must give a straightforward and concise description of the respondent’s capabilities as they pertain to this project’s requirements. Information included with a response must be directly relevant to evaluating the responder’s qualifications, particularly as they relate to the work described above.
Padding responses with company marketing documents, long lists of past and present clients for any work the company has ever done, and voluminous staff resumes must be avoided.
Responses to this RFQ must be organized as described below. Each section should discuss specifications and requirements in the RFQ, as appropriate. EOEEA reserves the right not to evaluate responses that do not conform to the requirements below. We request that proposals include the following components:
1. Letter of Transmittal
2. Proposed Approach and Implementation Methodology
3. Project Schedule
4. Key Personnel and Resumes
5. Prior Project References
6. Cost Estimates
7. Supplier Diversity Plan (SDP)
Letter of Transmittal The letter of transmittal serves as a cover sheet. The letter of transmittal must:
• Identify the submitting organization.
• Identify the name(s) and title(s) of the person(s) authorized to negotiate and sign a statement of work on behalf of the organization.
• Identify the names, titles, telephone numbers, and email address of persons to be contacted for clarification.
• Identify the name, telephone number, and email address of the person who will serve as the project manager.
• State that the Bidder agrees to the terms of this RFQ
• State whether the Bidder is bidding in its capacity as a vendor on ITT72
Proposed Approach and Implementation Methodology All Bidders must provide a narrative describing the Bidder’s and subcontractors’ capabilities for performing this project and relevant experience, including:
• NEED IT INFRASTRUCTURE IMPLEMENTATION EXPERIENCE AND need to have deployed equipment to a state-owned location before.
• A description of Bidder’s proposed approach for providing the Scope described in the RFQ, including a comprehensive description of the proposed implementation methodology for the Project. The description should include how the Vendor has developed this methodology to incorporate lessons learned from experiences as well as to meet the needs described in the RFQ.
• Describe in detail the approach to configuration and set-up activities. Will the Vendor team complete most of the configuration based upon information gathered from the EOEEA subject matter experts, or will the EOEEA be expected to perform much of the configuration?
• Vendor to describe what level of pre- and post-go-live support is available under the proposed fee structure. If varying levels of support are available, this section of the RFP response should clarify these potential support services and highlight the level of support that has been proposed.
• Vendor shall include the proposed resource levels for the EOEEA Implementation Project Team and their Project Teams.
• A detailed implementation timeline.
EOEEA reserves the ability to negotiate a final scope of work, which includes a phased approach based on tasks.
Project Schedule The Bidder shall submit a proposed Project Schedule with the major milestones, activities, and timing of deliverables for the Scope of Work described in the RFQ. In addition, the response should reflect Project predecessors, successors, and dependencies.
• EOEEA requests that the sample Project Schedule be in a Gantt chart format.
• EOEEA would expect implementation to begin in Feb. 2026 and finish by June 30th, 2026.
• Proposer to submit as an Exhibit, a sample Project Schedule.
Key Personnel and Resumes The response must demonstrate the bidder’s managerial and technical ability to provide the services being sought. Respondents shall describe the professional qualifications and experience of the staff, including those from sub-contractors (if any), who will perform work on this project. In addition, the Bidder should attach all current resumes of key personnel (not to exceed two pages per person).
Identification of key personnel will also include the expected availability during the contract period.
EOEEA recognizes that some flexibility in scheduling is appropriate and necessary to obtain qualified staff. Include an organizational chart of the team (Bidder and subcontractors) and their roles.
Prior Projects and References Respondents must provide no more than three (3) relevant examples of their organization’s experience delivering services similar to the RFQ scope of services described in this solicitation. For each of these prior projects, the Bidder must also provide:
• The name and affiliation and the current email address and telephone number of the client’s project manager or equivalent.
• The project’s beginning and ending dates; and
• A concise description of the work performed, the software environment and hardware platform deployed, and of the products delivered.
The quality of the reference as well as the similarity of the reference to the work described in this RFQ will be evaluated. Publicly available products of prior projects are strongly preferred.
EOEEA reserves the right to request additional references.
Cost Estimates The Bidder must attach the cost worksheet that includes a not to exceed price for all implementation costs, annual subscription fees, annual reoccurring maintenance fees (if applicable), and any option costs.
The cost estimates should include:
One Time Costs – Includes Initial Set-up and Implementation Recurring Costs – Includes annual/operational costs to run platform/application (licensing, storage, etc.)
1 Year Total Cost 5 Year Total Cost Other Costs
The costs should clearly outline all platform/software products required to run the Apian product.
Cost estimates and all cost information must be contained in a single, separate, document.
APPENDIX 2 – RFQ Evaluation Criteria
The objective of the evaluation process is to determine the response that provides the best procurement value to the Commonwealth. Best value is defined as the combination of capability, staff experience, and cost that will, based on the criteria below and in the professional judgment of the proposal review team, assure timely delivery of a quality product at a reasonable and fair price for the services proposed.
EOEEA staff will use the evaluation criteria described below to objectively evaluate and rank the responses that are found to be responsive to all major requirements of this RFQ. The quality of the response in each of the categories below will be rated, and a comparative ranking of all responses will be developed. All proposals received by the due date and meeting the requirements established in this RFQ will be reviewed and evaluated in accordance with, but not limited to, the following criteria:
1. Completeness and Clarity of the Proposal – 25%
The Bidder should present a plan of approach to achieve end deliverables that is logical, well thought-out, achievable, and that fully addresses all elements stated in this RFQ, including:
• An achievable and organized work plan and schedule
• A detailed project budget that meets all scope and functional requirements
2. Price – 50%
Proposals that can accomplish the scope with lower budgets may be weighed more favorably.
3. Interview – 10% EOEEA, at its sole discretion, reserves the right to have solution demonstrations with those Bidders on the Vendor Shortlist, or any other Vendor. Demonstrations may be conducted via web conference.
Demonstrations will involve a scripted demonstration. The schedule, scripts, and demonstration requirements will be provided with the invitation to participate in demonstrations. Evaluation Committee members will view the demonstrations, and additional EOEEA and MEP staff may also be in attendance to observe and provide informal feedback.
4. References – 5%
This part of the evaluation has two subsections: Similarity of Reference Projects and Quality of Reference Responses.
• Reference projects will be evaluated for their similarity to the one that is the subject of this RFQ.
Similarity will be determined based on the similarly of the reference project deliverable. In addition, this portion of the evaluation will assess whether the references were satisfied with the quality and experience of respondent’s project management, staff work, and delivered products; whether they enjoyed good working relations with the contractor’s project staff, and whether they would hire the contractor again for similar work. Whether or not reference projects adherence to schedule (for the elements over which the vendor had control) was satisfactory will also be assessed.
5. Team Qualifications and Technical/Analytical Capabilities – 10%
The Bidder’s proposed team (including subcontractors) should demonstrate significant knowledge and analytical skills necessary to complete all tasks and deliverables described in the scope of work, including experience with and references on similar types of projects.
