REQUIRED CAPABILITIES:
Capability 1:
TIBI application is an automated, integrated billing information application used to support the TSEAS programs, managers and customers. The primary objectives of the application are to enable DISA to issue accurate and timely billing statements and to provide customers and managers with increased visibility of order and billing data and associated metrics. Capability 2:
A new requirement, in support of the DISA Marketplace (DMP) Modernization effort, has been identified that requires billing information to be displayed directly to a user within the DMP.
This integration needs to be flexible with the ability to offer multiple data access capabilities and must be able to quickly react to new or changing DMP requirements. TIBI is one of many financial applications included in the modernization effort.
Describe one or more example of your company’s experience in modernizing a financial application that included integrating an application with all three of the following:
ServiceNow, a Federal Enterprise Resource Planning (ERP), and a Federal contracting application.
Capability 3:
TIBI is based on Microsoft Visual Basic.net. It receives most of its data from order entry, Federal ERP and Federal contracting systems. The Government seeks to deploy Business Intelligence (BI) to perform queries and analysis of data from internal and external data sources as well as the deployment of a Data Warehouse- a central repository that would consolidate data from various DISA business systems, to enable trend analysis, make informed decisions, and gain insights to business processes and operations.
Describe your company’s demonstrated ability to maintain, evolve, and modernize a Government Off-the-Shelf (GOTS) financial feeder system as part of defense business system (DBS), as prescribed in defined in 10 U.S.C §2222(i)(1)(A) and the DoD FMR 7000.14-R Section 2.2.
Detail the software, development environment, APIs, middleware software, and licensing requirements your company would use to enhance the TIBI application with BI and a Data Warehouse.
Include data protection, technologies, and software compliance aspects. That is, whether the described software is on the approved government software lists or has it received ATO using the RMF.
Address whether the identified technology and software solutions have been proven in past for use in a government on-premise, as well as a Federal Government Cloud environment.
Capability 4:
TIBI recently implemented an enhancement for a new User Management feature and new Appropriated Funds Reporting to provide details on Invoices, Charges, and Inventory for telecommunication services, allowing users to access data for their approved list of Billing Account Codes.

Describe and provide an example of your company’s experience with a financial application ingest of vendor telecommunication services data with output in the form of funds reporting, including invoices, charges, and inventory.
Capability 5:
TIBI application requires that all users are authenticated, using the DoD’s Enterprise Identity, Credential, and Access Management (E-ICAM) system and have an active user account with approved roles.
Describe an example of your company’s experience with the implementation, sustainment and management of an application using ICAM (to include Identity Provider (IdP), Automated Account Provisioning (AAP) and Master User Record (MUR)).
Capability 6:
The TIBI application must apply the Risk Management Framework (RMF) security controls, as prescribed in the National Institute of Standards and Technology (NIST) Special Publications (e.g. NIST SP 800-37, NIST SP 800-53, SP 800-60) documents. TIBI needs to have an Authority to Operate (ATO) letter from the DISA’s Authorizing Official (AO) who approves whether a system may connect to the Department of Defense Information Network (DoDIN). This introduces continuous monitoring, scanning and remediation requirements, upon whomever manages the application.
Provide details of your experience, implementing, supporting, or auditing Risk Management Framework (RMF) for financial systems, using the mentioned NIST documents.
Provide details of past work you have done to obtain the ATO certification(s) using the RMF process.
Provide examples of tools (scanning tools, STIGs, eMASS controls (including experience with Revision 4 to Revision 5 controls migration), ESPS, etc.) you used in support of attaining or maintaining the DISA’s ATO, specifically for financial system(s).
Include company qualifications, and team expertise for the above references.
