Presolicitation Synopsis:
12/8/2020 Federal Retirement Thrift Investment Board Request for Information
Title
A. General
The Federal Retirement Thrift Investment Board (Agency or FRTIB) is using this RFI to solicit information for a competency management system with an integrated Learning Management System (LMS).
The work is required to be performed in the continental U.S. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the FRTIB to contract whatsoever. Further, the FRTIB is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the FRTIB will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website. Any information that the respondent considers proprietary should be clearly marked as such. All submissions become Agency property and will not be returned, including any proprietary information.
Following a review of the responses received, FRTIB may elect to request additional information, or schedule one-on-one meetings with some respondents to gain additional information about their proposed solution(s). Respondents will not be notified of the results of the review.
B. Background
The FRTIB is an independent Federal agency in the Executive Branch created by the Federal Employees' Retirement System Act of 1986. The TSP is a retirement savings and investment plan for Federal civilian employees and members of the uniformed services that offers its participants the same type of savings and tax benefits that many private corporations offer their employees under I.R.C. §401(k) plans. The mission of the FRTIB is to administer the TSP solely in the interest of participants and beneficiaries. The Federal Acquisition Regulations (FAR) informs the Agency's procurement activities; however, as a non-appropriated fund Agency, it is not bound by the FAR. The TSP is the largest participant-directed defined contribution plan in the world. The TSP's 4.6 million participants can make tax-deferred and Roth contributions to the Plan. Currently, participants can invest their employee and employer contributions in five indexed funds and five lifecycle funds, with current assets worth approximately $375 billion. The TSP is available only to Federal employees of the civilian service and members of the uniformed services; vested participants may leave their funds in the TSP after they leave service.
FRTIB is seeking information on an integrated software system that:
· Provides approximately 300 employees access to a competency management system that can store, search, and analyze FRTIB competency-related data; and
· Has an integrated system Learning Management System (LMS) that provides the approximately 300 employees access to e-learning coursework and materials, including vendor- owned, authored, and/or developed coursework as well as FRTIB developed custom coursework, that will support FRTIB’s employee training & development and skill gap closure requirements; and
· Provides an LMS that can be accessed outside of the competency management system to allow approximately 3000 FRTIB contractor users to take Agency selected training courses, including vendor-owned, authored, and/or developed coursework as well as FRTIB developed custom coursework.
Specifically, the integrated system should have the following capabilities:
Competency Management Requirements
1. Manage and store competencies, competency descriptions, and competency models
2. Assign General, Technical, Supervisory and other Agency competencies with a required skill level to each employee based on their role and supervisory status
3. Conduct a competency assessment where each employee assesses their skill level for each of their assigned competencies and supervisors have the ability to review and validate the employee’s self-assessment.
4. Identity, analyze and report competency skill gaps based on the difference of the employee’s assessment score and their assigned required skill level
5. Link integrated LMS courses to competencies and competency skill gaps
6. Create an Individual Development Plan (IDP) for each employee that allows their supervisor to review and approve the IDP.
Learning Management Requirements
7. Provide approximately 300 employees access to an LMS library and course modules to include the following:
· Vendor-owned, authored, and/ or developed federal compliance courses (Government Ethics, Privacy Awareness, No FEAR Act, Reasonable Accommodation, EEO, etc). These should be courses that track and align with federal government rules, policies, regulations and laws.
· Vendor-owned, authored, and/ or developed leadership development courses (Giving & Receiving Feedback, Holding Others Accountable, Empowering Employees, etc)
· Vendor-owned, authored, and/ or developed general competency-related courses (Communication, Accountability, Customer Service, Problem Solving, Interpersonal Skills, etc)
· Vendor-owned, authored, and/ or developed IT productivity and collaboration tools courses (Microsoft Office applications, Teams, Adobe applications, etc)
8. Provide a platform to host FRTIB custom developed content.
9. Provide approximately 3000 FRTIB contractors limited access to Agency selected training courses (i.e, select LMS courses and/or select custom content).
10. Ability to create curricula or learning programs that map courseware and reference assets to specific competencies.
11. Platform that assists in Instructor-Led Training (ILT) course tracking and reporting.
12. Track course completion of all training, including mandatory training as requested by the agency.
13. Provide a training completion dashboard for each individual employee, showing, at a minimum, what mandatory training has been completed and what mandatory training has not been completed.
14. Construct and provide various training completion reports. This includes the capability to pull reports showing which employees completed the training and which did not.
NOTE: Although the requirements listed above are broken out by Competency Management and Learning Management, FRTIB is seeking one integrated system/solution.
Information obtained from this RFI will allow the FRTIB to identify and assess the costs, risks, rewards, and other relevant factors associated with a competency management system with and integrated LMS and will inform its decision on whether or not a combined system would be beneficial at the Agency.
