PROPOSAL (RFP)” TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE

CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS

AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS

ANNOUNCEMENT.

The information received will be used within the Department of the Interior, National Park Service (NPS) to facilitate the decision-making process and will not be disclosed outside of the agency. The purpose of this Sources Sought is to gain knowledge of interested businesses that have the capability and relevant experience to reconstruct deteriorating sections of the Heritage Trail and Boardwalk located at

Mammoth Cave NP. A determination by the Government to compete this requirement as a set-aside based upon responses to the notice and other market research is solely within the discretion of the

Government. The information provided in the RFI is subject to change and is not binding on the

Government. The release of this RFI should not be construed as a commitment or as an authorization to incur cost for which reimbursement would be required or sought. All submissions will become

Government property and will not be returned. The NPS does not intend to pay for any information provided under this notice.

The NPS, Mammoth Cave National Park (MACA), and the ConOps East Acquisition Buying Office (MABO) seeks to determine the availability and capability of potential SMALL BUSINESSES, CERTIFIED 8(a) SMALL

BUSINESSES, CERTIFIED HUBZONE SMALL BUSINESSES, CERTIFIED SERVICE-DISABLED VETERAN-OWNED

SMALL BUSINESS, INDIAN SMALL BUSINESS ECONOMIC ENTERPRISES and WOMAN-OWNED SMALL

BUSINESSES for the project below.

Project Name: MACA Reconstruct deteriorating sections of the Heritage Trail and Boardwalk.

Project Location: The project is located at the Mammoth Cave Hotel and Heritage Trail to Sunset Point.

Physical Address: 1 Mammoth Cave Pkwy, Mammoth Cave, KY 42259.

The anticipated firm fixed price construction contract is expected to have a magnitude between $2,000,000 and $3,000,000.

NAICS: 237990 - Other Heavy and Civil Engineering Construction, size standard $ 36.5

Set Aside: 100% small business set-aside.

Estimated Period of Performance 8/2/2024-801/2025

Contract Type: Firm-Fixed Construction, A single-award.

A complete Statement of Work will be included with the Solicitation. The solicitation is anticipated to be issued on SAM.gov in early JUNE.

All questions will be answered in writing via amendments to the Solicitation.

Description of requirement:

The Work consists of:

1. The modifications to the hotel patio and visitor center bridge approach, removal and replacement of the Heritage Trail adjacent to the hotel, and the removal and replacement of surface trail, boardwalk trail, and electrical lighting components out to sunset point and the new family cabins.

2. Hotel Patio and Visitor Center Bridge Approach (Section 1)

a. Work includes: the selective demolition of the existing patio, the installation of new retaining walls, new structural slabs, modifications to the existing bridge deck and guardrails from the Visitor Center, new sloped walkway on structural piers, a new outdoor classroom terrace with concrete seating and stone steps, new handrails, guardrails, seating areas and concrete sidewalk trail connecting to (Section

2) and stormwater related drainage improvements. Work also includes the replacement of all exterior trail lighting, wiring, conduits, junction boxes and connections to existing power sources. All work to be ABAAS accessible route compliant.

3. Heritage Trail (Section 2)

a. Work includes: the demolition of at grade concrete trail, boardwalks & boardwalk overlooks, stormwater piping, installation of new at grade concrete trail connecting to the side of the hotel at Section 1, installation of new boardwalks and boardwalk overlooks over archeologically sensitive areas utilizing the existing boardwalk post hole locations, new stormwater pipe and headwall at the old guides trail connection and new transition to the old guides trail from the at grade concrete trail intersection.

Work also includes the replacement of all exterior trail lighting, wiring, conduits, junction boxes and connections to existing power sources. All work to be ABAAS accessible route compliant. Coordination with pedestrian access to and from the new family cottages to the Heritage Trail will be required.

4. Heritage Trail (Section 3)

a. Work includes: the demolition of at grade concrete trail, boardwalks, installation of new at grade concrete trail connecting to Section 2, installation of new boardwalks and boardwalk seating bump outs over archeologically sensitive areas utilizing the existing boardwalk post hole locations. Work also includes the replacement of all exterior trail lighting, wiring, conduits, junction boxes and connections to existing power sources. All work to be ABAAS accessible route compliant.
