THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. FOLLOW THE

INSTRUCTIONS CONTAINED IN THIS NOTICE FOR RESPONDING TO THIS

CONTRACT OPPORTUNITY.

The Federal Bureau of Prisons (Bureau) anticipates the need for a single or multiple-award, indefinite delivery, indefinite quantity (IDIQ), firm-fixed-price contract for a Mechatronics Certification and Associate Degree Program. The requirement will consist of a one (1) year base period and three (3) twelve (12) month option years. The Government anticipates no more than three to four awards. The quantities identified for each period are estimates and may vary, depending on the needs of the Bureau. The Contractor will be required to meet all needs in the statement of work (SOW).

This is a combined synopsis/solicitation prepared in accordance with the Federal Acquisition Regulation (FAR) 16.504, 13.106, as supplemented with additional information included in this notice with Subpart 13.5 and 13.1. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as Request for Proposal (RFP) 15BNAS21RRCA00081. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The North American Industry Classification System Code (NAICS) is 611310 which has a size standard of $30 million. In accordance with FAR 46.503, the place of acceptance for services under this contract is at the FOB destination, various Bureau locations throughout the U.S.

The periods of performance of the resulting contract shall be as follows:

Base Period: 09/15/2021 to 09/14/2022 Option Period One: 09/15/22 to 09/14/23 Option Period Two: 09/15/23 to 09/14/24 Option Period Three: 09/15/24 to 09/14/25

Written proposals shall be submitted electronically to Vanessa Jackson at vx5jackson@bop.gov. The subject line of the email must state “ 15BNAS21RRCA00081 - Mechatronics Certification and Associate Degree Program -(Company Name).”

All Questions concerning this solicitation must be emailed to vx5jackson@bop.gov no later than 12:00 p.m. EST on Monday, August 16, 2021. The subject line of the email must state “15BNAS21RRCA00081 - Mechatronics Certification and Associate Degree Program -(Company Name).” Questions received after this time frame will not be answered.

All answers will be posted in writing as an amendment to the solicitation on beta.SAM.gov. Questions will not be answered verbally or by email. For the integrity of the award, no calls shall be answered.

Proposals must be received no later than 5:00 p.m. EST on Friday, September 03, 2021.

Contractors are advised that this solicitation includes the clause FAR 52.213-4 Terms and Conditions- Simplified Acquisitions (Other Than Commercial Items), System for Award Management (SAM). This clause requires all contractors doing business with the Federal Government to be registered in the SAM database. Contractors should include their Data Universal Number System (DUNS) number in their quotes. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee’s DUNS number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. Failure to answer ALL questions in the SOW, will disqualify the quoter for any further consideration.

The Government reserves the right to make single or multiple award based on lowest price technically acceptable. The Government will award to the responsible quoter(s) whose quote, conforming to the solicitation, is most advantageous to the Government.
