PERFORMANCE WORK STATEMENT (PWS)

NON-PERSONAL SERVICE CONTRACT

TRAVIS AFB CA

The Peak Airmen Ministry Center Coordinator

1. CONTRACTOR POSITION TITLE: The Peak Airmen Ministry Center Coordinator

2. SCOPE OF RESPONSIBILITIES:

2.1. Serves as resource person, advisor, and coordinator of religious and fellowship programs for The Peak Airmen Ministry Center at Travis AFB, CA. The Peak supports individual rights under the First Amendment to the US Constitution, providing an opportunity for everyone to freely exercise their religious beliefs. The coordinator consults and coordinates with The Peak Chaplain, who in turn monitors the contractor's work.

2.2. The Peak Coordinator seeks to create an environment in which spiritual and character development can thrive for peoples of all faiths. This is achieved by laying the groundwork for programs which foster authentic community.

2.3. Programs are to be developed in concert with the Airmen Leadership Team (created by the coordinator and comprised of junior enlisted airmen) and the Peak Chaplain. In addition to Airmen’s programs, the coordinator leads the Airmen Leadership Team to create community service opportunities for Airmen.

3. EDUCATION AND EXPERIENCE REQUIREMENTS. The Contractor:

3.1. The applicant shall provide a resume.

3.2. Must be at least 18 years of age and hold an associate’s degree or greater, preferably in ministerial studies.

3.3. Must have at least two (2) years of experience in singles ministry in a local church, para-church organization, or military chapel ministry.

3.4. Must possess a high level of interpersonal skills and be able to organize and direct the operation of coffee shop and other equipment usually associated with young adult ministry.

3.5. Must possess character traits that allow healthy, functional interpersonal relationships with co-workers, patrons, volunteers, and chapel staff.

3.6. Must be able to joyfully support and work with people of all faiths.

3.7. Must have an ability to organize and administer programs with minimal oversight.

3.8. Must be physically and mentally able to provide oversight for the safety and well-being of all volunteers assigned to them.

3.9. Must maintain professional standards of conduct and public decorum, including, but not limited to, dress and grooming.

3.10. Must be able to undergo a successful criminal history check at local, state and national levels. [Public Law Number 101-647, Section 231; Public Law Number 102-190; and resulting department of Defense Instruction Number 1402.5.]

3.11. Must furnish a resume and two letters of reference.

4. GENERAL RESPONSIBILITIES. The Contractor will:

4.1. Coordinate all advertisements, activities and requests through The Peak Chaplain.

Contractor will create and print advertisement fliers, and obtain approval from the chaplain.

Monies for that must be acquired by completing and submitting a funds requests to The Peak Chaplain and waiting for approval. Then a project officer will be designated to make the purchase.

4.2. In coordination with The Peak Chaplain, the contractor recruits, trains, mentors and schedules the Airmen Leadership Team that develops and implements programs to achieve the mission of The Peak. Coordinator will ensure all leaders are trained, agree and conform to The Peak Ministry Plan rules, and sign The Peak Volunteer Agreement and Chaplain Corps Volunteer Performance Agreement Memorandum.

4.3. Ensure The Peak is staffed with volunteers in addition to the Leadership Team to maintain the hours of operation, Monday through Saturday from 1800-2200 or as directed by The Peak Chaplain.

4.4. Design The Peak publicity documents to advertise in appropriate base venues in coordination with The Peak Chaplain.

4.5. Ensure The Peak is properly supplied with snacks, drinks, and paper products (cups, napkins, etc…). Monies for that must be acquired by completing and submitting a funds requests to The Peak Chaplain and waiting for approval. Then a project officer will be designated to make the purchase.

4.6. Ensure The Peak is regularly stocked with appropriate religious literature approved by The Peak Chaplain who will clear thru the Wing Chaplain. Ensure no literature that denigrates any religious group is posted at The Peak (IAW AFI 52-101 Para 1.2.1.1.3.2.). The contractor will report literature that violates this standard to The Peak Chaplain and remove it immediately.

4.7. Ensure computers are properly maintained, operational, and secured. Will promptly report any problems to The Peak Chaplain.

4.8. All volunteers recruited by The Peak Coordinator will be accountable to The Peak Chaplain. The contractor will foster an environment of accountability and compliance with The Peak Ministry Plan, and cooperation with the Chaplain Corps and develop activities which foster the building of healthy relationships between the dormitory Airmen.

4.9. Ensure The Peak is thoroughly cleaned on a daily basis, including but not limited to the appliances and area directly behind the back door. Additionally, clean the frozen drink machine in accordance with the manual instructions.

4.10. The contractor will, in consultation with the Peak Chaplain or designated representative, develop an annual calendar of events, CTOF budget, appropriated fund budget, and core religious education curriculum. This information is submitted as required by local Chaplain Corps operating procedures.

4.11. Contractor is responsible for invoicing Wide Area Work Flow for hours worked at the end of each month for payment, not before the end of the month and no later than the 10th day of the following month.

4.12. Only events which meet The Peak’s mission will be approved. The event needs to meet at least one aspect of the mission statement. The question to ask in planning an event is, “How can I help The Peak accomplish its mission through this event?”

4.12.1. Does it cultivate spiritual and character development?

4.12.2. Does it nurture authentic community?

4.12.3. Does it foster leadership development?

4.12.4. Does it promote service to others?

4.12.5. Does it maintain a peer-to-peer environment?

4.13. Contractor shall be responsible for keys provided and keys shall not be duplicated.

4.14. All keys will be returned on revocation of this contract.

4.15. Contractor shall report any duplicated, lost or misplaced keys upon discovery of the occurrence.

5. SPECIFIC RESPONSIBILITIES. The Contractor will:

5.1.1. The Peak is a ministry facility of the Travis Chaplain Corps and is required to operate under the rules and regulations established to oversee Chaplain Corps operations.

The Peak must be in compliance with all Air Force instructions at all times.

5.1.2. The Peak’s primary purpose is to foster the Spiritual and Character Development of our Airmen, Authentic Community, Leadership Development, and Service to Others, through a values-centered and peer-to-peer ministry environment. The purpose and mission will drive the operations of The Peak.

5.1.3. The Peak will be staffed by the Airmen Leadership Team and additional volunteers trained by The Peak coordinator. Volunteers must always be vigilant because they are a visible reminder of the Chaplain Corps to patrons. Volunteers must be of high moral character and maintain professionalism at all times. They must wear designated aprons when on duty and no one except Chaplain Corps staff are allowed behind the counter without an apron on. Everyone behind the counter will maintain health standards to include:

5.1.3.1. Washing hands every time they enter the kitchen area.

5.1.3.2. Wearing latex or similar gloves when preparing food.

5.1.3.3. Sanitizing food preparation area before and after use.

5.1.3.4. Sanitizing utensils properly.

5.1.4. No alcohol is allowed in the facility except for religious purposes and must be approved by The Peak Chaplain in coordination with the Wing Chaplain.

5.1.5. Any equipment, facility or furniture deficiency needs to be immediately routed to The Peak Chaplain.

5.1.6. All volunteers will go through training for equipment use, facility management, and standards of behavior. All volunteers are required to sign a Covenant agreeing to abide by The Peak’s Ministry Plan. Volunteers violating the covenant will lose all The Peak privileges. Leaders and volunteers will be held to a higher standard.

5.1.7. The Peak Coordinator must ensure the kitchen is kept up to health code in accordance with the Public Health guidelines and regulations.

5.1.8. The Peak will be cleaned every night after use. The following must be accomplished every night at closing:

5.1.8.1. All food and drink products sealed and put away

5.1.8.2. Floors swept/mopped/vacuumed

5.1.8.3. Coffee machines cleaned

5.1.8.4. Appliances cleaned

5.1.8.5. All utensils cleaned and put away

5.1.8.6. Counters cleaned with sanitizing agent

5.1.8.7. Garbage taken to dumpster

5.1.8.8. Confirm needed supplies are annotated on the supply list

5.1.8.9. Computer screens turned off

5.1.8.10. Lights turned off

5.1.8.11. The Peak Coordinator is accountable for security and cleanliness of all facilities utilized in conjunction with their programs Doors locked/facility secured

6. HOURS/UNITS OF WORK:

6.1. The Contractor will be paid per unit according to the Non-Personal Service Agreement.

A unit is defined as one hour up to 1,040 units per year.

Annual Total 1,040 units.

6.2. Performance will occur in building 1348, The Peak Airmen Ministry Center.

7. REPLACEMENTS:

7.1. Contractor is responsible for continuous contract performance through contract period.

Replacements may not be long-term (defined as more than 2 weeks), or on a consistently recurring basis (i.e. every other week, 3 Sundays of each month, etc.), but only for required short-term absences of a personal nature (i.e. sickness, vacation, family emergency, etc.).

Subcontractor candidates shall meet the qualifications listed above and be deemed an agreeable substitute by the chaplain in charge of the service and/or the Deputy Wing Chaplain.

7.2. The government reserves the right to refuse any candidate if he or she does not meet all required qualifications.

7.3. Replacements will be submitted and approved at least two weeks in advance of planned absences.

8. THE WING CHAPLAIN WILL:

8.1. Review the contract annually to consider 1 yr. option periods. Contract would be written with a 1 year base and 4 additional option years totaling 5 years.

8.2. Ensure that the unit rate of payment for services described in this PWS is in 12 monthly installments.

8.3. Coordinate with the Base Security Office to process all necessary security checks required for the contractor to have access to the base NIPR systems and work with children.

9. EQUIPMENT AND SUPPLIES

9.1. The Travis AFB Chaplain Corps will provide a computer with NIPR access and all necessary supplies required to accomplish the contract. The Contractor shall use the equipment or supplies provided by the Chapel only for contract performance and will exercise reasonable care in caring for the equipment. At the end of the contract, the contractor will return the equipment to the Chapel in substantially the same condition in which it was received, ordinary wear and tear excepted. The Contractor shall safeguard all Government/Chapel equipment and supplies provided to fulfill this position.

10. QUALITY ASSURANCE.

10.1. The Chapel Staff member responsible for APF contracts, or designee, will monitor and inspect the contractor's performance. The contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work.

The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
