Notice Type: Notice of Intent to Sole Source

Title: Scanner Data

Description:

The Office of the Secretary intends to award a Sole Source BPA contract for the Bureau of Economic to The NPD Group, Inc. 900 West Shore Road Port Washington, NY 11050, for technical expertise on all available product attribute values for monthly scanner (POS) data for the period January 2018 to December 2020 covering over 150 subcategories of spending on consumer electronics.

The North American Industry Classification System Code (NAICS) is 541910- Marketing Research and Public Opinion Polling. The NPD Group, Inc is the only responsible source known to provide expert alternate measurement of economic wellbeing information, news, and insights.

It is The Office of the Secretary intent that the proposed action may be awarded on a sole source BPA Firm Fixed Price type contract. The period of performance for this effort will be a 12-month base period to The NPD Group, Inc, under the authority of Federal Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures. This hereby constitutes a synopsis of the options included in this requirement.

Sole Source Justification

In accordance with FAR 6.302-1, Only One Responsible, The NPD Group, Inc is the only organization who can provide the services needed.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.

This is NOT a request for quotes or proposals. However, all interested organizations may submit their capability statements and qualifications which will be considered by The Office of the Secretary, BEA. Responses must be in writing and must be submitted electronically to Rosalyne Snow, Contracting Officer at rsnow@doc.gov by 10:00 AM EST on, September 17, 2021. Responses must include pricing information. No late responses will be accepted.
