I. Background: The Missile Defense Agency (MDA) continues to develop, procure, and sustain the Terminal High Altitude Area Defense (THAAD) Weapon System for the U.S. Army. Under separate Foreign Military Sales contracts, MDA is delivering THAAD Weapon Systems to future Foreign Military Sales customers. The THAAD mission provides protection against short and medium-range ballistic missiles using Hit-To-Kill technology in the endo and exoatmosphere. A THAAD overview is publicly available at:

II. Overview: The MDA THAAD Project Office is conducting market research to determine industry capability to provide Life Cycle Product Support for the fielded THAAD Weapon System, for both U.S. and Foreign Military Sales customers. This includes sustainment support (above operator level) of the THAAD Launcher, THAAD Fire Control and Communications, the Interceptor, and Peculiar Support Equipment (PSE) to include support to Foreign Military Sales, if required. The capabilities being sought are slated for execution in the 2026-2031 timeframe and include, but are not limited to the following logistics functions: Life Cycle Management, Technical Management, and Infrastructure Management. This Request for Information (RFI) is intended to help MDA make informed acquisition decisions to:
A. Assess the current marketplace and existing industry to fulfill all or some of the capabilities in providing support to fielded weapon systems globally
B. Identify and assess the major risks to performing the required effort C. Identify and mitigate any potential barriers to any offerors D. Determine industry data/information needs to support proposal preparations E. Outline program cost, cost drivers, potential cost impacts and risks F. Identify areas that could be set-aside for small business G. Support organic Depot efforts to sustain and maintain Major End Items
III. Requirements Overview: The THAAD Weapon system is in the Operations and Sustainment (O&S) phase of its Life Cycle. During this phase, the THAAD Project Office is focused on supporting the Warfighter by executing the sustainment strategy, monitoring the performance of the system, assessing the effectiveness and affordability of the product support strategy, and making adjustments to the product support package. Support during this phase, and throughout the life cycle, will require cross utilization of all 12 Integrated Product Support (IPS) Elements in order to satisfy this potential requirement. The following is an overview of the requirements for which MDA is seeking industry’s input and capability:
A. Logistics Support Provide the required Subject Matter Expert (SME) reach-back support and assistance to the Contractor Logistics Support (CLS) teams, which can be both Contiguous United States and Outside the Contiguous United States. The required support is summarized as follows:
Provide materiel, maintenance and personnel necessary in support of the THAAD program;
Provide SME engineering, design, software updates or installations to and for the THAAD Weapon System;
Provide SME level solutions to hardware or other issues not referenced in CLS Manuals;
Provide SME input regarding Depot Support in order to ensure organic Depot growth;
Provide SME support for THAAD related training, which may be in the form of reach-back support and may include, but not limited to, User System Operator Training or on-site information technology support and trouble-shooting;
Provide inspection/repair of the THAAD weapon system to assess wear, corrosion, and damage; and, Provide software installations into existing hardware.
B. Supply Chain Management Provide SME sustainment level supply support for all THAAD-peculiar equipment to include Packaging, Handling, Storage & Transportation of Missiles, hardware, and spare/repair parts to include non-commercial off-the-shelf (COTS) items. Procure THAAD replenishment spare/repair parts and equipment to ensure adequate stock levels to support fielded equipment and depot activities. Track and report supply chain performance and its effectiveness.
Tracking should include the sustainment metric drivers in the supply chain and the root cause of performance shortfalls. Track the drivers for the key enabler technologies that most impact materiel availability. Monitor the health and efficiency of the supply chain. Monitor diminishing manufacturing sources and materiel shortages through annual assessments of the supplier base health. Provide Sustainment Level Supply Support for all THAAD-peculiar equipment. Provide management THAAD Government Property consistent with all Government regulations.
C. System Performance Monitor the performance of THAAD’s operating system and identify risks and issues to continuing to achieve the Warfighter's sustainment goals affordably. Assess risks and opportunities that may result from changes in Concept of Operations (CONOPS), Engineering Change Proposals (ECPs), or the industrial base, or results of analyses of the maturing system. As shortfalls in system performance operation are identified, conduct analyses to determine the best Courses of Action (CoAs). Implement maintenance plan changes, process changes, modification of agreements, changes to product support elements, or system design changes as corrective actions require. Conduct Business Case Analysis, systems engineering trades, and logistics analyses to determine the most effective CoA.
Potential CoAs may include changes to maintenance procedures, levels of repair, or product support elements, or system/component redesigns.
D. Product Support Performance Monitor product support performance against sustainment metrics and make recommendations on corrective action, where needed. Refine and adjust the product support package based on performance, evolving operational needs, and improvement initiatives.
Monitor system operational data to reveal risks in operational usage, system reliability, demand rates, response times, funding requirements, and product support package performance, which require mitigation. Revalidate product support strategy and ensure that it still meets suitability and affordability requirements. Continually monitor and assess the sustainment strategy’s suitability, particularly regarding changes in operating conditions, program assumptions, and incremental development of the weapon system.
E. Software Sustainment Manage THAAD’s system obsolescence, technology refresh, source code escrow, vendor license management, and COTS-aggregate system architectures. Ensure that Integrated Master Schedules for incorporating COTS products align different products and versions to minimize management complexity.
F. Sustainment Reviews and System Engineering Ensure sustainment performance of fielded units is continually assessed and all service-use data (e.g., readiness degraders, changes in operational usage or environment, material failures, hazard reports, failure analysis, etc.) have been collected, analyzed, and assessed for operational and safety risks, to include stockpile reliability and testing, performance reliability, interchangeability and maintainability. Ensure trend analysis is used to determine sustainment performance drivers and that planning is in place to address system modifications, ECPs, and other actions to resolve sustainment issues and improve sustainment performance over time. Include obsolescence and diminishing manufacturing sources as part of the review. Maintain quality and test programs to provide assurance that spares/repair parts and reworked items meet the THAAD System Design Data. Ensure any repaired/reworked assemblies and spares are compliant with performance reliability, interchangeability and maintainability requirements. Modify/upgrade existing THAAD major end items.
G. Product Support Package Assess the effectiveness of the sustainment plan to evaluate and revise the product support package due to changes in operational requirements (operational tempo, operational environment, mission changes), sustainment challenges (infrastructure and/or capabilities), or funding constraints. Changes to the sustainment plan that lead to revisions of the product support package should involve an assessment of different courses of action such that relative costs, benefits, and risks are clearly understood. Assist the Project Office with product support package changes based on realities in the field, such as shifts in CONOPS, the threat environment, and the organization. Technology changes may also drive product support updates, including modernization to address obsolescence in the form of ECPs and the introduction of new technologies. Ensure there is sufficient logistics and sustaining expertise to monitor the fielded performance of the system, conduct analysis, identify root causes of performance shortfalls, collect and analyze actual field data to achieve reliability and maintainability requirements and/or further reduce O&S Cost.
IV. THAAD Data: The THAAD Project Office plans to allow access to portions of its Technical Data Package to better allow industry to assess their capabilities in meeting the requirements in this announcement. Access will be made available upon request, and requests must be specific. Industry is not precluded from submitting a response to this announcement in the event the requested data is unavailable or cannot be provided timely. When submitting request, provide the following information: Company Name, Address and Commercial and Government Entity (CAGE) Code (if applicable). Also, provide the contact information for your Facility Security Officer or equivalent. Respondents shall submit all requests for THAAD data via email to TPPSContract@mda.mil. The Government will provide an Annex for supplemental information related to the handling of Controlled Unclassified Information. All Technical data furnished by the Government is in an "as is" condition without any warranty as to its accuracy, completeness, or adequacy. The respondent shall use this technical data at its own risk. The Government assumes no responsibility for such furnished data/documentation nor will the Government have any liability should such data/documentation prove to be inaccurate, incomplete, or otherwise defective. The recipient/respondent shall use technical data in accordance with DFARS 252.227-7013 and DFARS 252.227-7014.
V. Requested Information: Respondents to this RFI are invited to prepare and submit, not later than November 29, 2024, the following:

B. Capability response not to exceed 15 pages of which one page per each Integrated
Product Support area shall describe global capabilities with a focus on the following areas: Contractor Logistics Support; Repair and Return services on ground components and interceptors; Post Deployment Software Sustainment; training material sustainment;
Interactive Electronic Technical Manuals; and support to the Field Surveillance Program.
Response may be single or double spaced (Times New Roman 12-point font). Responses must be electronic portable document format (.pdf) only with searchable capability (no scanned documents). At a minimum, the response should address:
1. Ability to provide some or all of the requirements listed in Section III of this RFI.The prime small business contractor responding to this RFI must include their past experience in managing subcontractors on similar requirements, and if applicable, include subcontractor or teaming partners’ past experience applicable to requirements specified in this RFI. Responsible small businesses planning teaming arrangements to meet the support requirements listed above are expected to articulate the portions of work that the prime small business intends to perform as well as articulate the portions that subcontractors or teaming partners (if applicable) will perform.
Responses must include business size and business socio-economic category of all subcontractors or teaming partners identified to perform work associated with the NAICS for this RFI.
2. Examples of current or previous experiences, for whom they were made and when they were delivered, and a description of past supplier activities with other contractors. Specify if role was as a prime or subcontractor, include contract number(s), and total contract value associated with each experience.
3. Description of contractor’s experience with development, implementation, and management of a product support strategy while applying life cycle management principles. Specify if role was as a prime or subcontractor, include contract number(s), and total contract value associated with each experience.
4. Recommendations for requirement areas that could be set-aside for small business or broken out for competition.
5. Provide existing Multiple Award Schedule (MAS) or other Government-Wide Best in Class contract vehicles that could be used to procure this requirement to be evaluated as a possible acquisition strategy.

All responses must be received not later than November 29, 2024, 4:00 p.m., Central Daylight Savings Time. Typed format for responses shall be no smaller than Time New Roman 12 point-font.
D. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
E. This RFI is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any kind of offers will be considered in response to this RFI. No reimbursements will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.
F. Disclaimer: This RFI is issued for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid, or an obligation on the part of the Government to acquire any products or services. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
The Government reserves the right to reject, in whole or in part, any contractor’s input resulting from this RFI. No funds have been authorized, appropriated, or received for this contemplated effort. The information provided may be used in developing an Acquisition Strategy, Statement of Work, Statement of Objective, or Performance Work Statement for follow-on contracts or new contracts. Proprietary information is neither sought nor desired by MDA. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Respondents are responsible for adequately marking propriety information contained in their response. The Government intends to use third party, non-government (i.e., contractor) support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided. Appropriate nondisclosure agreements will be executed between the third party, non-government support personnel and the Government. As a general policy, contractors which provide advisory and assistance services to the Agency, particularly in the engineering, acquisition support, and quality functional areas, cannot develop or support the development of the Agency’s procurement efforts. This separation of contractual responsibilities is critical to ensuring the Agency obtains independent and objective advice. Some information resulting from this RFI may eventually be included in one or more RFPs, which will be released to industry. Any subsequent actions resulting from the evaluation of the information provided in response to the RFI may be synopsized at a future date. If synopsized, information detailing the specific requirements of this procurement will be included. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the System for Award Management (SAM) website at https://sam.gov. It is the responsibility of the potential respondents to monitor this site for additional information pertaining to this requirement.
G. Based on industry’s level of interest and apparent capability as indicated in the RFI submissions, MDA may request follow-up information or presentations from the RFI respondents as needed. The potential follow-up information may be in the form of questions directly to the respondent and/or in the form of one-on-one discussions via Microsoft Teams. Within the RFI submission, the respondent should indicate if it has a current contract available to perform the effort described herein. If the respondent holds such a contract, please provide the contract number, period of performance, and PCO information (email and phone number). The respondent should also indicate the technical data MDA would need to provide in order for the respondent to fulfill the scope/mission. Respondents may also include areas where it believes performance incentives are appropriate.
