About this file
This Executive Summary and related Request for Proposal describe a comprehensive state initiative led by Metrocare in partnership with The Meadows Foundation to advance policy outcomes supporting the Texas Disability Project. The project seeks a lead consultant or consulting team to design and execute a high-impact advocacy strategy based on Phase I findings of the Texas Disability Project, a statewide quantitative and qualitative study examining the economic and social impact of Texans with disabilities. The Texas Disability Project consolidated data analysis, qualitative research, and lived experience insights from thousands of Texans to establish a comprehensive understanding of the disability ecosystem and its contributions to the state economy. The RFP is intentionally broad to enable respondents to propose a strategic, prioritized approach to achieving key policy and systems outcomes within available budget constraints.
The Texas Disability Project identified measurable outcomes and metrics as part of a 23-point roadmap developed by the Texas Disability Project Council, comprised of statewide leaders and advocates. The Phase I findings revealed that Texans with disabilities contribute hundreds of billions in annual economic activity while also highlighting barriers, caregiver shortages, and systemic challenges that limit broader participation. The consulting engagement focuses on translating these research findings into actionable advocacy strategies that support systems transformation and economic advancement for individuals with disabilities throughout Texas. Funding sources, specific budget amounts, contract duration, and other pricing terms are not detailed in the provided executive summary and RFP materials.

Executive Summary
The Texas Disability Project (TDP) represents a first-of-its-kind, statewide initiative to quantify, understand, and elevate the full economic and social impact of Texans with disabilities. In 2025, the TDP brought together quantitative data, qualitative insight, and lived experience to paint a comprehensive picture and economic impact of the disability ecosystem in Texas.
At its core, the TDP redefines the narrative surrounding disability. Where the conversation has historically centered on cost, this project reframes disability inclusion as a catalyst for economic growth, workforce stability, and community vitality. Through the combined work of multiple research partners, the study revealed that Texans with disabilities are not a separate or peripheral population; they are an essential, powerful part of the state’s economy and its future.
The quantitative economic analysis provided the foundation, measuring for the first time the direct and indirect contributions of Texans with disabilities to the state’s economy. The qualitative research and digital ethnography gave voice to thousands of Texans, uncovering the human realities behind the data, the daily challenges, and innovations shaping life for individuals with disabilities and their families. The Texas Disability Project Council, composed of leaders and advocates from across the state, then united these findings into a shared vision and measurable roadmap for change.
Together, these components reveal a single, compelling truth: Texans with disabilities already contribute hundreds of billions in annual activity to the Texas economy, while the stories highlight the barriers, caregiver shortages, and challenging systems that keep thousands more from fully participating. When those barriers fall, both people and the state thrive.
Phase I of the Texas Disability Project tells that story. It begins with the vision that sparked the project and traces how data, insight, and lived experience converged into a unified understanding of Texas’ disability economy. It identifies the “missing economy” of unpaid caregivers and unfilled workforce potential, presents quantitative and qualitative findings that validate the economic case for investment in the disability community, and culminates in the Texas Disability Project Council’s 23 measurable outcomes and metrics, a roadmap for statewide progress for years to come.
The Texas Disability Project is not simply a report; it is a blueprint for systems transformation. In short, the TDP reveals that when every Texan can contribute their talent, Texas becomes stronger, smarter, and more prosperous for all.
