About this file
This document is a Draft Statement of Work (SOW) for a federal contract opportunity related to developing lightweight armor for U.S. Army aircraft. The key objectives are to: 1) Design an integrated armor solution for the Future Long-Range Assault Aircraft (FLRAA) that meets protection requirements at significantly lower weight than current armor; 2) Demonstrate installation and removal of the armor in a representative aircraft mock-up; and 3) Validate the armor's ballistic performance in a realistic FLRAA configuration.
The Draft SOW outlines the required tasks, which include program management, engineering analysis and initial design, ballistic solution testing, engineering integration design, armor integration fit check, live fire demonstration, and a final report. Key deliverables include a program management plan, status reports, test plans and reports, a mock-up, and 2 fully operational armor kits. The related federal contract opportunity is a sources sought notice (SSN) from the Army Contracting Command - Redstone Arsenal for a potential upcoming small business R&D requirement in this area. The SSN provides background, required capabilities, and instructions for sources to submit capability statements up to 15 pages in length.

Tested and Proven Lightweight Armor for U.S. Army Aircraft - DRAFT SOW
Objective:
The objectives of this project are to:
1) Design an integrated opaque armor solution for the Future Long-Range Assault Aircraft (FLRAA) that meets the aircraft protection requirement at significantly lower weight than current state of the art armor systems.
2) Demonstrate the installation and removal of the armor solution in a representative aircraft mock-up.
3) Validate ballistic performance for the armor solution in a realistic FLRAA configuration.
Tasks:
1. Program Management.
1.1. The Contractor shall prepare and deliver a program management plan.
1.2. The Contractor shall ensure the project stays on schedule, budget, and technical task.
1.3. The Contractor shall submit project deliverables on time.
1.4. The Contractor shall have regular meetings with the Government team to ensure the Government is informed of the status of the project.
1.5. The Contractor shall prepare and deliver quarterly cost and technical status reports.
2. Engineering Analysis and Initial Design.
2.1. The Contractor shall conduct a review of the Government provided FLRAA geometry and FLRAA ballistic requirement to identify the geometric constraints and requirements of the armor solution.
2.2. The Contractor shall produce an initial armor solution design that considers the geometric constraints of the design and assesses thickness vs. weight vs. performance requirements in various sections of the A/C.
2.3. The Contractor shall conduct a preliminary design review with the government to review the initial armor system design.
3. Ballistic Solution Testing
3.1. The Contractor shall conduct ballistic coupon testing of the anticipated armor solution based upon the thickness and weight trade-off made in Task 2.
3.2. The Contractor shall prepare and deliver a ballistic test report with the results of the ballistic testing.
4. Engineering Integration Design
4.1. The Contractor shall use knowledge of fielded armor systems as well as Government input to identify likely additional requirements of the armor solution beyond those identified in Task 2.
4.2. The Contractor shall refine the initial design created in Task 2, to include integration mechanisms and hardware. This refined design should also consider the additional requirements identified in this task.
4.3. The Contractor shall conduct a Critical Design Review with the Government to review the revised design and to present the requirements identified, the risk of meeting each requirement, and the path to reduce that risk for each requirement, if needed.
5. Armor Integration Fit Check
5.1. The Contractor shall build or otherwise acquire a prototype mock-up of the aircraft cabin floor, based on the government supplied FLRAA Geometry, provided in Task 2.
5.2. The Contractor shall build one fully operational armor kit for integration demonstration and subsequent live fire testing.
5.3. The Contractor shall demonstrate both installation and removal of the armor kit into the mockup cabin floor with the appropriate hardware and fastening mechanisms.
5.4. The contractor shall develop and deliver an armor integration report.
6. Live Fire Demonstration
6.1. The Contractor shall produce and deliver a test plan for a live five demonstration test which shall be approved by the Government prior to executing the test.
6.2. The Contractor shall coordinate, facilitate, and execute the ballistic testing and validation of the prototype armor kit installed in the cabin floor mockup.
6.3. The Contractor shall produce and deliver a Live Fire Demonstration report that captures the test setup, procedure, and results of the test.
6.4. Upon receiving a passing result in the live fire demonstration test, the Contractor shall produce 2 additional fully operational armor kits, including all provisions needed to install the kit, for delivery to the Government.
7. Project Final Report and Final Brief
7.1. The Contractor shall conduct a project final brief at a location of the Government’s choosing.
7.2. The Contractor shall produce and deliver a project final report which summarizes all work conducted under the project as well as presents results and key findings of the work.
