About this file
This is a Terms of Use Agreement for RFP N0002426R6222 issued by the Department of the Navy, Naval Sea Systems Command on July 28, 2026. The agreement governs the handling of sensitive Government Furnished Information (GFI) related to the AN/BYG-1 Submarine Combat Control System, including technical documents, source code, and system notes packages that will be provided to eligible contractors upon verification of security clearances and execution of this agreement. Recipients must maintain a SECRET security clearance and comply with strict distribution controls, including restrictions on copying, disclosure to foreign nationals, reverse engineering, uploading to cloud repositories or external AI tools, and transmission outside the United States without proper export licenses or Technical Assistance Agreements.
Contractors must maintain detailed logs of all produced copies and their distribution, destroy all provided materials within 120 calendar days if excluded from the competitive range or not selected for award, and provide formal certification of destruction within 30 days. Records of destruction must be retained for five years and made available for Government inspection. The Facility Security Officer of each bidding company must sign and return the completed agreement to Contract Specialist Michael J. Ravnitzky and Contracting Officer Matthew C. Hedrick, providing company information including business name, UEI, CAGE code, facility clearance level, and storage capability certification. If selected for award, data handling and destruction will be governed by the resulting contract and DD Form 254.
