About this file
This document contains a justification and authorization for a sole source award and details of the associated federal contract opportunity. The Naval Air Warfare Center Training Systems Division awarded a $1,703,128 sole source contract to Veraxx Engineering Corporation on July 31, 2021 to upgrade fielded United States Marine Corps Tactical Environment software on existing aviation training systems and devices and to upgrade associated interoperability bridges. The contract is to upgrade limited software for connected training prior to delivery of final technical data and software required to support future competitively awarded modifications following full implementation and completion of the Marine Corps Aviation Distributed Virtual Training Environment baseline across all major automated training sites.

sufficient to support release to interested parties. This technical data and software will only be available following the successful implementation and completion of the TEn across all four MAWs, and delivery of the final baseline technical data and software. Requirements included under this J&A do not result in upgrading, completing, and fielding the final USMC TEn baseline capable to network all USMC ATS training devices. Therefore final baseline technical data and software sufficient to support competition cannot be procured as part of the requirements included under this J&A because the requirements described herein are very limited.
Further, the 2014 effort outlined in section 5 did not foresee the level of technical documentation needed to meet future requirements for all MAWs distributed training nor the requirement for USMC-USN integrated training from the Commandant of the Marine Corps (CMC) and Chief of Naval Operations (CNO). However, a second, separate action is planned – outside of the scope of this J&A, which upon completion of that action will include completing and fielding the final USMC TEn baseline across all four MAWs. This second action is anticipated to procure all final USMC TEn baseline technical data, software, software documentation, and any additional technical data necessary to support future (currently unplanned) competitively-sourced USMC TEn modifications and upgrades for a final baseline architecture that includes connecting to the Navy per new requirements from the CMC and CNO.
Following delivery and acceptance of the final USMC TEn baseline technical data and software, advance release to interested parties will be considered to allow potential sources added time to make appropriate business decisions regarding future participation in procurements related to upgrading or modernizing the USMC TEn.
