About this file

This is a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for Fire Alarm Workstations issued by the National Institute of Standards and Technology (NIST). NIST is conducting market research to identify alternative sources capable of meeting minimum requirements for furnishing and installing three UL-listed Network Control Workstations compatible with the existing Notifier Fire Alarm system at the Boulder, Colorado site. The response deadline is August 31, 2026. The Product Service Code is N063 and the NAICS Code is 561621 (Investigation and Security Services).

The requirement includes furnishing three workstations with compatible monitors, network gateways, and uninterruptible power supplies; backing up and transferring data from existing ONYXWorks workstations while maintaining NIST cybersecurity compliance and conducting Nessus vulnerability scans; and providing commissioning and acceptance testing. One workstation must be equipped with a 24-inch wide-screen LCD monitor, while the other two will utilize existing monitors. All workstations must be delivered with a supported, hardened version of Windows (such as Windows 11 IoT Enterprise LTSC) and installed sequentially to maintain network functionality, with the Command Update Panel workstation (B42) prioritized for completion first. Respondents are requested to provide company information, feedback on requirements, product and service specifications with manufacturing details, standard commercial pricing, compliance capability regarding small business subcontracting limitations, and information regarding existing federal contract vehicles such as GSA Multiple Award Schedule contracts. NIST has identified Tech Electronics, Inc. (UEI: C9JUL1NNNQK3) as a potential sole source but commits to conducting competitive procurement if qualified alternative sources respond.

Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for Fire Alarm Workstations

Notice ID: NB194000-26-02629

Contract Opportunity Type: Sources Sought

Response Date: August 31, 2026

Product Service Code (PSC): N063

NAICS Code: 561621

BACKGROUND

The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources that (a) are capable of meeting NIST’s minimum requirements for the following commercial products and commercial services and (b) would be interested in competing for that requirement:

Provide (furnish and install), three (3) workstations that are UL listed to operate with fire alarm systems, specifically, the Notifier Fire Alarm (FA) system that exists on the Boulder, CO site.

1)The contractor shall:
a.Backup any supporting data, etc. on the existing workstations and transferred to the new workstations, using the appropriate means to satisfy NIST-BLD cybersecurity requirements. A written procedure will be required and approved by NIST FMD-B, OSHE and OISM. Procedure documentation shall address each of the cybersecurity activities in the project process for compliance with NIST cybersecurity requirements. Each existing ONYXWorks workstation being replaced shall be removed from the NIST dedicated fire alarm fiber optic network, individually, with no more than one workstation removed from the network at a time. For each existing ONYXWorks workstation removed from the network, a new Network Control Workstation (NCW) shall be prepared and installed on the network before moving to the next workstation replacement. Each new NCW shall not be placed onto the fire alarm optical fiber network without satisfactory scan of the NCW using Nessus Scanning Software by the NIST Office of Information Systems Management (OISM). The NIST COR shall be provided with documented approved scan results from OISM prior to installation of the new NCW on the dedicated fire alarm network. Either the COR TPOC shall be present for placement of each NCW onto the dedicated fire alarm network. This process shall be followed for each of the three (3) new NCWs installed. Each NCW shall be fully functional with current data prior to moving to the next NCW.
b.Furnish and install three (3) UL listed workstations for use with the site’s FA system. Submittals on the equipment shall be provided and approved by NIST. There are specific requirements for each workstation. Submittals shall include a list of all equipment to verify equipment compatibility as identified in the most current Notifier Network Control Workstation – Listing Document which includes a table of Compatible Equipment in the Compatibilities section of the document. Each new NCW shall be equipped with a monitor. One of the NCW shall be equipped with the listed 24” Wide Screen LCD Monitor as identified in the current Notifier Network Control Workstation – Listing Document which includes a table that identifies System Configuration in the System Configuration section of the document. The other two NCW shall be equipped with existing monitors being utilized with the existing ONYXWorks workstations. Each new NCW shall have a compatible Network Gateway, as identified in the above referenced table of Compatible Equipment. The NIST dedicated fiber optic fire alarm network utilizes multi-mode fiber. It shall be verified that each of the existing supervised Uninterruptible Power Supply (UPS) for the existing ONYXWorks workstations is compatible with the new NCW as listed, regulated, and power limited UPS in accordance with the System Power section of the current Notifier Network Control Workstation – Listing Document. OS Delivery: New workstations must be delivered with a supported, hardened version of Windows (e.g., Windows 11 IoT Enterprise LTSC).
c.Provide commissioning and acceptance testing, as needed to satisfy the NIST Authority Having Jurisdiction (AHJ) for the new workstations. The CUP workstation (B42) shall be completed first as the existing workstation is currently disconnected from the dedicated network. The B42 NCW shall be placed online and commissioned before the other two new workstations located in B04 and B01. A commissioning plan/schedule shall be provided and approved by NIST before execution. The installation for the B01 new workstation shall be coordinated with the NIST Security Dispatch staff to minimize downtime and to avoid problematic timing with security personnel. The B01 new workstation shall be made possible by obtaining authority to access the workstation location secured room adjacent to the Command Center room.

NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.

If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from Tech Electronics, Inc./ C9JUL1NNNQK3 , then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of Tech Electronics, Inc. in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with Tech Electronics, Inc. for this requirement.
