About this file
This document template provides guidance for proposals submitted in response to the Defense Advanced Research Projects Agency (DARPA) Broad Agency Announcement (BAA) HR001122S0046 for the APEX program. The BAA seeks full proposals for Phase 1 (Phases 1A, 1B, and 1C) and a rough order of magnitude cost estimate for Phase 2 (Phases 2A and 2B) to design, build, and test classified submarine propulsor technology. Phase 1A focuses on design exploration and concept design activities concluding with a Conceptual Design Review, while Phase 1B continues maturation of selected concepts concluding with a Preliminary Design Review. Phase 1C provides an opportunity for risk reduction in advance of Phase 2, which involves finalizing detailed design and building and testing a quarter-scale demonstration unit. The template requires information on team members, organizational conflicts of interest, use of government or federally funded entities, animal use, intellectual property, and human subjects research.
