Statement of Work Summary: Temporary HVAC System Lease
This is a Statement of Work (SOW) for Portsmouth Naval Shipyard (PNSY) to lease a temporary HVAC and exhaust system with integrated cooling, heating, and air handling capabilities. The system is designed for continuous outdoor operation in harsh marine environments (-10 to +110°F, 0-100% RH) and must support drydock operations with minimal space constraints.
Primary Equipment Requirements:
The core system comprises 1-3 triple coil HVAC units (or dual coil units as alternate), 4 industrial exhaust blowers, 7 electric fan coil heaters (150 KW each), 2 chillers rated at 230 tons capacity, 2 chilled water pumps (600 GPM), and associated hoses, manifolds, and elbows. The HVAC units must deliver 20,000 CFM at 7 inches external static pressure with four 20-inch diameter outlets, 240 KW electric heating capability, and 120-ton minimum cooling coil capacity. The triple coil option requires 2.0 MMBH steam heat with 1½" FNPT connections; electric-only heat is acceptable if steam is unavailable. Chillers must be air-cooled, all-electric units with ≥210 ton capacity at 95°F ambient, 42±2°F leaving water temperature, and dual refrigeration circuits. All equipment requires 480 VAC three-phase power, Camlok-style electrical connections, and emergency remote stop (E-Stop) systems with 1,500-foot cable lengths.
Contractor Responsibilities and Deliverables:
The contractor must provide fully assembled, factory-tested equipment in first-class operating condition with complete commissioning services, including system pressurization, leak checks, setpoint adjustments, operator training, and E-Stop installation. Repair response must include a qualified technician on-site within 24 hours of notification, with repairs completed within 48 hours or replacement within 72 hours. The contractor is responsible for all preventative maintenance per Original Equipment Manufacturer specifications, weekly equipment inspections with technical reports, and ongoing technical support. Required deliverables include lifting certification, emergency contact information, operations and maintenance manuals, hydrostatic pressure test reports (to 150 psig minimum), and flow meter calibration certificates. All equipment must arrive with zero coolant in piping, include replacement gaskets and soft goods, and be tagged with project identification. Personnel accessing PNSY must be US citizens with verified credentials, government-issued contractor Common Access Cards (CAC), or SECNAV 5512/1 documentation for biometric identification passes.

HydrostaƟc test date shall be within one calendar year of scheduled Arrival Date of the equipment. Hoses/manifolds/valve assemblies shall have a banded idenƟficaƟon (ID) tag or label aƩached to the assembly displaying the hydrostaƟc test results. (CDRL A005, B005, C005)
4.4. Phase RotaƟon: To prevent or idenƟfy an out-of-phase electrical power situaƟon, three-phase machines shall include either: (a) a reverse phase relay and/or meter that idenƟfies an out-of-phase condiƟon and prevents operaƟon especially applied to complex machinery in which such a condiƟon could cause damage or (b) an arrow prominently displayed at an appropriate locaƟon on the machine's housing to indicate the proper direcƟon of shaŌ rotaƟon with the ability to observe a porƟon of the shaŌ aŌer a momentary applicaƟon of power (a.k.a. jog or bump). A reverse phase relay is not required nor desired for VFD motors, however, the VFD shall have a jog buƩon so as to verify correct rotaƟon.
