About this file

This is a Brand Name Specification Determination document from the Oregon Department of Administrative Services, Enterprise Information Services - Shared Services, dated February 18, 2024. The document requests approval for the use of AWS Amazon Connect as a specified brand name product for an upcoming RFP that will establish master agreements for Contact Center as a Service (CCaaS) providers. The purpose is to add additional/alternate CCaaS providers that are compatible with the existing enterprise contact center platform currently used by state agencies.

The determination is justified under OAR 125-247-0691(2)(d), citing the need for efficient utilization of existing supplies and services through compatible goods and services. The state aims to maintain a centrally managed, standardized platform while allowing multiple service providers to prevent vendor lock-in, increase capacity, and create competitive pricing. Key benefits include alignment with statewide customer service contingency plans, streamlined operations, efficient knowledge transfer between agencies, and cloud strategic alignment. The total estimated cost is listed as unknown, as it will depend on the master agreements established through the RFP process.

The opportunity exists for many different providers to provide the service, but the platform will remain consistent. The state provides an enterprise contact center platform for agencies. The published statewide telephony strategy is that all agencies can continue utilizing a centrally managed, standardized, interoperable, efficient, strategically aligned, compatible service. Hosting these services on the same platform but having multiple managed service providers capable of offering the services prevents vendor lock in, creates additional capacity for scheduling, and creates a competitive environment when it comes to pricing and allows agencies find a provider that has expertise in their area of need. Maintaining the same technology platform allows the following:

· Aligns with statewide customer service contingency plans and disaster recovery, allowing agencies to merge staff without additional training or adjusting technology, and respond to significant emergencies from a single Oregon hosted platform.

· Streamlined operations: Managing multiple technologies at the enterprise level is a heavy administrative load.

· Knowledge Transfer: Similar systems allow staff to work across agencies without new training. Agencies able to shift employees from call center to call center without additional training or configuration to handle additional call loads during emergencies and potential surge events.

· Cloud strategic alignment: a single platform will allow for consolidation if needed in the future to bring the services into the state environment.
