GSA Technology Policy for PBS-Owned
Building Monitoring and Control (BMC)
Systems
1. Purpose
This document establishes the technology policy for federally owned facilities controlled by the Public Buildings Service (PBS) and operated BMC systems in support of GSA
Smart Buildings (SB) Order - ADM 7002.1. The GSA Order serves as a directive to mandate coordination on BMC systems.This Technology Policy serves to provide the outline of responsibilities for BMC systems through Project Delivery phases and into
Operations and Maintenance (O&M). Adhering to this policy will position PBS to move towards converging BMC systems infrastructure to enable smarter and more efficient operations, while maintaining a secure infrastructure, both in terms of physical access and cybersecurity.
2. Background
Most federally owned facilities controlled by PBS incorporate a variety of BMC systems.
Historically, these systems have utilized vendor installed networks with outside internet connections, rather than utilize the converged GSA backbone. This results in security vulnerabilities and missed opportunities for these building systems to leverage the GSA enterprise network. BMC system convergence enhances the security posture of the system; enables PBS buildings to support GSA’s Smart Building Directive, which supports broader sustainability plans; contributes to reductions in operating costs; and enhances the building environment.

3. Definitions
GSA Smart Building - Convergence of a building’s management, monitoring, or control systems, or any combination of the foregoing, on common GSA-supported network infrastructure to enable access to real-time controls systems performance data (i.e., data points). This leads to interoperability for enhanced operations, cost savings and optimal building environments to increase building occupant comfort.
Building Monitoring and Control (BMC) System - Building monitoring and control
(BMC) systems are designed to operate building equipment, or obtain data from the building equipment or environment, or both. BMC systems include their controllers, devices, and sensors.
(1) Examples include, but are not limited to: systems for Fault Detection and Diagnostic
(FDD) or GSA’s analytical application - GSALink; utility or advanced metering; heating, ventilation and air conditioning; on-site renewable energy generation; BAS and building management systems; smart sensors; occupancy sensors; unified user interface (UUI);
smart energy systems, including smart grid technology, grid interactive technology, or both; digital signage; irrigation control; machine learning (ML) and artificial intelligence on building control systems, lighting controls or network/connected electric vehicle charging stations, or any combination of the foregoing.
(2) The following systems will typically be excluded or otherwise will have limited integration/interconnections with BMC systems: fire alarms, smoke control and life-safety systems; physical access control systems; security cameras; and elevator systems.
Operational Technology (OT) - Operational Technology (OT) are programmable systems or devices that interact with the physical environment (or manage devices that interact with the physical environment). These systems or devices detect or cause a direct change through the monitoring or control, or both, of devices, processes and events. Examples include industrial control systems, building management systems, fire control systems, and physical access control mechanisms, as applicable. (Source(s):

Internet of Things (IoT) - The Internet of Things (IoT) is a name for the aggregate collection of network-enabled devices, excluding traditional computers like laptops and

4. Scope & Applicability
The Scope & Applicability of this policy incorporates that of GSA Smart Buildings (SB)
Order - ADM 7002.1 as follows:
a. This policy applies to all GSA PBS employees and contractor employees in performance of their duties related to federally owned facilities under GSA’s jurisdiction, custody and control. This policy includes all BMC systems, OT or IoT, including IP-network-based systems, cellular- or mobile-based systems and their downstream devices. This policy applies to all duties in support of design, construction or maintenance on BMC systems, OT or IoT, on small projects, capital projects, reimbursable work authorization projects, or maintenance requests. All projects, regardless of origin or threshold, that modify, connect to or affect BMC systems, OT or
IoT require the involvement of the designated SB stakeholders, as described in greater detail in section 5.
b. This policy does not apply to leased facilities. This policy only applies to federally owned facilities under GSA’s jurisdiction, custody and control. The PBS Leasing Alert on Cybersecurity Measures for Leased Facilities (LA-FY18-05) may serve as a reference for leased facilities. However, the PBS Office of Leasing must be consulted on any guidance related to leased facilities.
c. This policy does apply to delegated facilities. However, the process for execution of work should be confirmed with GSA and may vary from the policy or subsequent program guides, or both.
d. This policy does not apply to occupant agency systems or networks.
5. Roles & Responsibilities
GSA Project Manager - This refers to a project manager executing a project containing systems as defined in the ‘Scope and Applicability’ section. This includes projects funded under
BA61, BA54, BA55, BA63, or BA80 (RWAs) activities. Project Managers may reside in different parts of the organization, under different titles, including Regional Design & Construction Project
Manager and/or Service Center Project Managers. The term ‘GSA Project Managers’ used throughout applies to the main individual leading the project serving in that capacity, responsible for coordinating activities as defined within this Technology Policy.
GSA Contracting Officer - This refers to a GSA Contracting Officer or their designee, such as a Contract Specialist, providing acquisition support for the project. Contracting Officer provides acquisition support to the project team, and can serve to provide advice and recommendations on market research or sourcing in adherence to CyberSecurity Supply Chain Risk Management policies.
GSA Contracting Officer’s Representatives (COR) - This refers to a GSA Contracting
Officer’s Representative, or in some cases, the GSA Contracting Officer’s Technical
Representative, depending on the project team structure. The Operations & Maintenance
(O&M) COR is the role or individual referenced throughout this policy, and is responsible for coordinating with the designated Project Manager for alignment on planning and delivery of technology projects, as it relates to existing contract terms with O&M support.
GSA Facility Managers - This refers to a GSA Facility Manager (FM) or Building Manager, responsible for activities related to an assigned building or multiple buildings. The role of the
Facility Manager is to coordinate with the designated Project Manager based on site specific activities or impacts.
GSA Engineers - This refers to a GSA Engineer, in a general series or under a specific trade, providing support to the Project Manager to identify solutions or requirements for building systems.
GSA Regional Fire Protection Engineers - This refers to Fire Protection Engineers representing regional Fire Protection Programs within PBS.
GSA IT Regional Building Technology Services Division (BTSD) Technical Project
Managers (PM) - This refers to GSA IT Project Managers, generally referred to throughout this policy as BTSD PMs, providing project teams guidance and support to evaluate and connect OT to the GSA network, per GSA IT policies and practices.
Regional Smart Buildings (SB) Program Managers or SB Specialists - This refers to
Program Managers overseeing Smart Building Programs on behalf of their designated Region.
The references throughout this document to SB Program Manager apply to the specific regional
SB Program Manager, or a designee such as a Smart Building Specialist. This role is responsible for overseeing delivery consistent with this policy, providing the project team with guidance as it relates to BMC systems and/or OT, and supporting coordination with GSA IT partners.
Intelligent Buildings Industry Experts (IBIEs) - This refers to consultant contractors provided by the Office of Facility Management to guide and support Technology projects aligned with this policy.
Office of Mission Assurance (OMA), Physical Access Control System (PACS) Branch
(DBBB) Representatives - This refers to representatives from OMA responsible for PACS planning, delivery, and operations.
Supply Chain Risk Management (SCRM) Program Manager - This refers to Acquisition Subject
Matter Expert(s) on CyberSecurity Supply Chain Risk Management to provide guidance and oversight on market research, project sourcing, and evaluations to comply with mandates and requirements to operate secure BMC systems and OT.
Architect-Engineers and Contractors - This refers to Contractors, in any phase, including
Architect-Engineering (AE) firms, subcontractors, and/or trade contractors installing BMC equipment or OT.
6. Effective Date and Expiration Date
The prior Technology Policy for BMC Systems has been in effect since March 31, 2011.
This document is a revision from the original release of this document. This document supersedes the prior release and does not have an expiration date.
7. Policy
The goal of Smart Buildings in PBS is to align systems for interoperability, promote cost effective methodologies aimed at refining GSA building operations through cybersecure technology, and keeping GSA on the forefront of innovation in facility management.
Policy consists of two major components, including policy related to project delivery and policy related to O&M.
7.1 Technology Policy for Technical Requirements in Project
Delivery
For all BMC Systems, as defined within this policy, responsible parties must follow the listed requirements through the project phases:
Project Phase: Project Planning, Scope Development, & Sourcing
Phase Description: The Project planning phase includes evaluation of potential projects as part of various budget sources including BA61, BA54, BA55, BA63, or BA80 (RWAs) activities, or program actions. This phase includes requirements development and project acquisition.

(which begins with any switch or router that permits IP routing to GSA servers providing IP connectivity) per GSA IT security requirements and the Building Technologies Technical Reference Guide
(BTTRG).
BTSD PMs
SOW Development
Per the P100, Chapter 7, with the exception of mass notification, fire alarm and emergency communication systems are not permitted to be integrated with other building systems such as building automation, energy management, security, and so on. Fire alarm and emergency communication systems must be self-contained, standalone systems able to function independently of other building systems, and are subject to PBS fire protection requirements.
Any projects involving Fire alarm or emergency communication systems shall include a review and approval by the Regional OFM Fire Protection Program Office.
The intent of this requirement (2005) was that the fire alarm system must not be impaired by a malfunction of another building system (e.g., BAS, energy management, security systems, etc.) or network component. The fire alarm system shall function independently of all other building systems. Fire alarm and emergency communication systems are permitted to interface with other building systems via addressable control relays (i.e., there is no data transfer via the relay interfaces). All fire alarm signal control equipment shall be UL-listed for fire alarm service.
In addition, while fire alarm systems are permitted to share circuits with non–fire

Exceptions based on existing infrastructure shall be reviewed and approved by the regional OFM Fire Protection Program Office.
SOW Development
Include requirements for recording of BMC System training to support future personnel succession training.
Regardless of level of upgrade or modification, confirm training requirements for specific O&M contractors in order to confirm what is needed within the BMC system scope of work requirements.
Training requirements can be coordinated with Regional Smart Building Contact(s).

System Approvals
Security Assessment Report (SAR) Process should begin for evaluation of system devices and tools. Evaluation timeline for review and approval can vary.
Early submissions are recommended.
Reviewing ‘Remediation List’ is advised as part of the project development process. Selection of specific devices should be coordinated with stakeholders identified in the ‘Project Planning, Scope Development, & Sourcing’ section.
All IP-connected devices will be evaluated and scanned to determine any potential IT Security vulnerabilities. IP devices deemed by GSA IT Security to have critical high, or moderate security vulnerabilities must have these vulnerabilities remediated prior to connection to the GSA network. Projects already under design and construction must comply with requirements to the maximum extent applicable. This step needs to be initiated as early as possible.
Any Contractor proposed non-standard software must be approved by GSA, prior to connecting to the GSA network.

System Approvals
A network diagram and a list of all IP-addressable devices that terminate on the GSA network shall be provided to the BTSD PM, at the earliest potential milestone deliverable in the design phase.
GSA IT shall be included in the design phase of the network infrastructure. The network diagram must be approved by GSA IT prior to initiating work on construction documents. Vendor-provided diagrams must be submitted in digital display in Microsoft Visio or PDF.
Network diagrams shall note/identify device IP requirements, cabling distances, and other design intent information will be needed as part of the review for approval.

BMC System Decommissioning
Removal of the old system should be performed at the time a new system is being installed or in the most efficient manner that allows for a successful cutover to take place. Programmable controllers being replaced must be wiped clean of all data prior to removal. Regions should write device removal, data wiping and disposal into the scope of work along with a document signed by the contractor acknowledging these requirements were met.
